FINANCIAL STATEMENT Total cost to City for funding 15 hours
of Library Service - $103 , 500
DESCRIPTION The City' s contract with the County of
Alameda for additional Library Services expires on June 30 , 1987 .
The County has prepared a new agreement which provides for the
funding of 15 hours over and above what will be provided by the
County of Alameda at the Dublin Library (Exhibit B) . The
additional 15 hours .allows the Library to be open on Monday from
lam-5pm, Thursday from 5pm-9pm and Sunday from 1pm-5pm.
The cost to the City for funding the additional 15 hours per week
of Library Service is $103 , 500 . It is the recommendation of
staff that the City Council approve the resolution shown in
Exhibit C approving the contract with the County of Alameda for
Library Services during FY1987-88 and authorize the Mayor to
execute said agreement.

SUBJECT: RESPONSE TO YOUR REQUEST TO COUNTY ADMINISTRATOR MEL
HING FOR BUDGET INFORMATION FOR ADDITIONAL HOURS OF
LIBRARY SERVICE
In response to your recent request, I am sending you a draft of an agreement
that would enable the County Library to provide fifteen (15) additional hours
of library service at the Dublin Branch of the Alameda County Library during
FY 1987/88.
Also requested in your letter of March 9, 1987, were cost estimates for
providing this level of service in FY 1986/87 and FY 1987/88. I hope the
following information will be helpful to you in preparing your City's annual
budget.
FY 1986/87
Salary & Employee Benefits $73,285
Utilities, Communications & Janitorial $12,257
Total $85,542
The above costs were based on 11 hours for 12 months of the year ($71,684)
and an additional 4 hours for the last 6 months of the year ($13,858).
Annualized, the cost of providing 15 hours of service for the full year
would have been $99,400.
FY 1987/88
Salary & Employee Benefits $90,629
Utilities, Communications & Janitorial $12,870
Total $103,499
Estimated costs for FY 1987/88 are predicated on a 4% increase in Salary &
Employee Benefits and a 5% increase in Utilities, Communications &
Janitorial . Increases are based on annualized costs for FY 1986/87.

There is some slight possibility that salary increases be considerably higher
than we have anticipated as a result of County negotiations to be undertaken
for FY 87/88, or as a result of countywide pay equity adjustments. If this
occurs we may need to ask the City to consider an adjustment to the contract.
If you would like more detail on how we've developed these figures, please
give me a call . I understand that the Dublin budget hearings are set for June
16 and June 23. I will plan to attend.
I would like to take this opportunity to let you know how much the Sunday
hours of service are appreciated by the public. We have had a lot of
favorable comment since the Sunday hours began in January.

CONTRACT AGREEMENT BETWEEN THE CITY OF DUBLIN
AND THE
COUNTY OF ALAMEDA
FOR
ADDITIONAL LIBRARY SERVICES
INTENT
WHEREAS, current funding level for County Library Services prevent
increasing the number of open hours per week at the Dublin Branch of the
Alameda County Library System, and
WHEREAS, the citizens of Dublin wish to have the Dublin Branch
Library open more than the current 37 hours per week, and
WHEREAS, the members of the Dublin City Council have authorized
funding for the increases in staffing and utility costs required to open the .
Dublin Branch fifteen (15) additional hours for a total of 52 open hours per
week; therefore,
The City of Dublin and the County of Alameda agree to provide fifteen (15)
additional hours per week of Library Services at the Dublin Branch of the
Alameda County Library System subject to the following terms and conditions.
TERMS AND CONDITIONS
1 ) Effective Dates: This contract will be in effect from July 1, 1987 to
June 30, 1988.
2) Services Described: The County of Alameda agrees to provide fifteen (15)
additional hours of library services at the Dublin Branch Library from
July 1, 1987 through June 30, 1988 as follows: seven (7) additional hours
each Monday, excluding County observed holidays, from 10:00 a.m. to 5:00
p.m. ; four (4) additional hours each Thursday, excluding County observed
holidays, from 5:00 p.m. to 9:00 p.m. ; and four (4) additional hours each
Sunday, excluding County observed holidays, from 1:00 p.m. to 5:00 p.m.
3) Payments: The City of Dublin agrees to pay the County of Alameda
103,500 in four (4) quarterly installments as follows:
September 30, 1987 - $25,875
December 31 , 1987 - $25,875
March 31 , 1988 - $25,875
June 30, 1988 - $25,875
4) Extension: All terms and conditions of this contract may be extended, by
mutual agreement, on a year-to-year basis, provided the amount paid by
the City of Dublin to the County of Alameda is adjusted annually to
reflect increases/decreases to the costs connected with providing the
services.
5) Periodic Activity Reports: Activity Reports will be provided by the
County Librarian to the Dublin City Council . Dublin City Council may
request such reports at any time.
6) Mid-Year Adjustments: The cost of providing fifteen (15) additional
hours of library service is based on a projected salary increase of 4%.
Should salary increases be higher than anticipated as a result of
negotiations to be undertaken for FY 87/88, or as a result of pay equity
adjustments, the County Librarian may return to the Dublin City Council
to negotiate a mid-year funding adjustment for personnel costs.
7) Option to Terminate or Renegotiate Contract: This contract is predicated
on the assumption that library service levels will remain constant.
Should any circumstance arise which changes both County Library funding
levels and levels of service, either party shall have the right to
terminate or renegotiate this agreement by giving at least thirty (30)
days written notice.
8) Liability:
a) All persons employed in the performance of such services and functions
for City of Dublin shall be County employees, and no City employees as
such shall be taken over by the County and no person hereunder shall
have any City pension, Civic Service, or other status or right.

b) The City shall not be called upon to assume any liability for the
direct payment of any salary, wages, or other compensation to any
County personnel performing services hereunder for the City, or any
liability other than that provided for in this agreement.
Except as herein otherwise specified, the City shall not be liable for
compensation or indemnity to any County employee for injury or
sickness arising out of his/her employment.
c) The County will assume liability and pay cost of defense and hold the
City harmless from loss, costs or expenses caused by the negligent or
wrongful act or omission of County officers, agents and employees
occurring in the performance of agreements between the parties hereto
to the extent that such liability is imposed on the City by the
provisions of Section 895.2 of the Government Code of the State of
California. In addition, when liability arises pursuant to Section
830 et seq. , of the Government Code, by reasons of a dangerous
condition of public property of the County, the County shall assume
liability and pay cost of defense and hold the City harmless from
loss, costs or expenses caused by the negligent or wrongful act or
omission of County officers, agents and employees, whether or not
arising in the performance of an agreement between the parties hereto.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

APPROVING A CONTRACT WITH THE COUNTY OF ALAMEDA
FOR ADDITIONAL LIBRARY SERVICES DURING
FISCAL YEAR 1987-88
WHEREAS, the services provided at the Dublin Library
have been historically reduced by the County due to lack of
funding; and
WHEREAS, the City Council of the City of Dublin has
funded Library Services on Monday from 10 : 00a.m. to 5 : OOp.m. for
the last four years, Thursday from 5 : 00p.m. to 9 : OOp.m. for the
last two years, and Sunday from 1 : OOp.m. to 5 : OOp.m. for the last
six months;
WHEREAS, the Dublin City Council has allocated
sufficient funds for Fiscal Year 1987-88 to maintain the
additional 15 hours of Library Service to the community; and
WHEREAS, the County of Alameda has agreed to provide
the additional Library hours at the Dublin Branch of the Alameda
County Library System.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Dublin does hereby approve the attached Agreement
between the City of Dublin and the County of Alameda for
additional Library Services and further authorizes the Mayor to
execute said Agreement.
