The Committee has requested that Cities adopt a model resolution seeking amendments to AB1710 (Costa) Water Resources Development/Delta Improvements . Staff has conferred with the League of California Cities and the bill has not been set for a hearing . It is now pending before the Assemby Ways and Means Committee . The proposed resolution seeks amendments which would provide statutory protection for the San Francisco Bay-Delta estuary . The intent is to provide some level of protection to the Delta prior to any increase in the level of exported water . The Committee for Water Policy Consensus has requested that the resolution be directed to the Assembly Speaker and the Chairman of the Assembly Ways and. Means Committee . Staff has prepared a resolution in the same format as the model provided by the Water Policy Committee . Brown, Jr. and Assemblyman John Vasconcellos, Chairman of Assembly Ways & Means Committee to withhold action in the Assembly on AB 1710 (Costa) . AB 1710, if enacted, would permit increasing amounts of water to be exported from the Delta without providing the kind of adequate protections for the San Francisco Bay-Delta estuary we believe need to be in place first. AB 1710 passed out of Assemblyman Jim Costa' s Assembly Water, Parks & Wildlife Committee on Wednesday, May 6 on a 7-4 vote. (All votes in favor were from legislators representing constituencies south of the Delta. ) The next stop for AB 1710 is the Assembly Ways & Means Committee, where it is likely to be heard on Wednesday, May 27. AB 1710 must not pass out of committee without including vital protections that are needed to safeguard the Bay-Delta estuary. Clearly, there should be no increase in exports from the Delta until such protections are in place. One key protection is that the State Water Resources Control Board (SWRCB) must set new standards of water quality for the Bay-Delta estuarine system and condition water rights permits for the major federal and state water projects on those new standards. (The SWRCB convenes its 3-year Bay-Delta hearings process in July 1987. ) To assist you in responding quickly to this "Action Alert" we have enclosed a sample resolution for your Council to consider adopting and a sample cover letter addressed to Speaker of the Assembly Willie Brown and Assemblyman John Vasconcellos to communicate your concerns to them. Also enclosed for your information is a copy of the news report from the May 7 Sacramento Bee regarding passage of AB 1710. Some of you may recall that in 1984, we sent out a similar "Action Alert" concerning the Governor' s proposed water legislation ( SB 1369/"Duke' s Ditch") . Scores and scores of cities and counties responded affirmatively to our request urging you to oppose SB 1369 unless amended to provide for Bay- Delta protections. No amendments were permitted and the bill died in the Legislature. RESOLUTION NO. 37- 87 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN SUPPORTING AMENDMENTS TO AB1710 (COSTA) WHEREAS, water is California's most precious and sought-after natural resource; WHEREAS, California's water resources must be managed in an environmentally-safe and economically-sound manner in which some regions of the state are not unfairly benefited to the detriment of other regions; and WHEREAS, AB 1710 (Costa) addresses, in part, some of the negative impacts of the current water transport system but, nevertheless, is intended to increase the supply of Delta water exported south without providing adequate protections for the San Francisco Bay/Sacramento-San Joaquin Delta estuary; and WHEREAS, the City of Dublin believes there should be no increase in the current annual level of export out of the Delta until the following protections and safeguards have been enacted and are in place: 1. Statutory protection for the San Francisco Bay-Delta estuary; 2. Issuance of new water quality standards for the Bay and Delta by the State Water Resources Control Board; 3. Initiation of an adequate, comprehensive program to reconstruct and maintain Delta levees; 4. Negotiation of contractual obligations for restoration of the fisheries; 5. Implementation of water banking; and WHEREAS, the City of Dublin is willing to have' the consensus- building process continue, seeing it as the most effective and efficient way long-term to resolve California's water problems and to meet the State's water needs, NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby urge the Speaker of the Assembly Willie L. Brown, Jr. and Assemblyman John Vasconcellos, Chairman of the Assembly Committee on Ways & Means to withhold action on AB 1710 as passed by the Assembly Committee on Water, Parks & Wildlife on May 6, 1987; and BE IT FURTHER RESOLVED that the City of Dublin urges the leadership and members of the California Legislature to support a continuation of the consensus process to resolve California's water problems.
