RECOMMENDATION Authorize a budget transfer in the
amount of $2 , 500 from the Contingent
Reserve
FINANCIAL STATEMENT Approximate Cost to City $2, 500
DESCRIPTION At the February 23, 1987 meeting of the
Dublin City Council, the Council approved the City' s
participation in the 1987 Dublin Shamrock Festival. In addition,
Mayor Jeffery, and the Recreation Director were appointed to
represent the City on the Steering Committee.
The Steering Committee has been meeting regularly over the past
six months to organize the event . Exhibit A. is a schedule of the
events planned for the festival weekend, August .1 and 2 . The
Dublin San Ramon Services District Board has approved the
committees request to utilize the Dublin Sports Grounds for all
of the scheduled events . It is anticipated that approximately
10, 000 to 25, 000 people will converge on the City for the two day
festival .
In addition to the Steering Committee, a subcommittee comprised
of ., the Police and Fire Chiefs, Public Works and Recreation
Directors, and a representative from the Steering Committee have
met to discuss traffic control, parking, security and crowd
control . It was the consensus of the subcommittee to take the
following precautions :
- Traffic Control - Contract with Richardson Security to provide
traffic officers at Dublin Blvd. and Dougherty Road, Dublin Blvd.
and Dublin Court, and Dublin Blvd. and Sierra Court .
Daytime Parking - Contact property owners along Sierra Court to
secure permission to utilize their parking lots. Utilize the
Civic Center property for additional parking.
Overnight Parking - Utilize the former Valley High School Parking
Lot for overnight parking by vendors participating in the Arts
and Crafts Faire.
Security - Utilize Reserve Officers from Dublin Police Services
to patrol the Sports Grounds and assist with parking lot
congestion.
Public Works Assistance - Utilize staff from the Public Works
Department to assist with parking lot control, setting up
barricades, lining the parking lot, etc .
First Aid Station - Contact Valley Memorial Hospital or the
American Red Cross to staff a First Aid Station.
The majority of the Festival costs are being covered by funds
raised by the Steering Committee. However, it is staffs
recommendation that the City absorb the costs of traffic and
crowd control as well .as Public Works Assistance.

Exhibit B is an estimate of the costs associated with these
functions . The cost to the City would be approximately $2, 500 .
If the Dublin Shamrock Festival is as successful as the Steering
Committee believes it will be, it will bring many people into
Dublin. The time and effort exhibited thus far by the committee
members has proved that the City, the Chamber of Commerce and the
various community groups can work together to plan and organize
an event the community can be proud of.
Therefore, it is recommended that the Council authorize a budget
transfer from the contingent reserve in the amount of $2, 500 to
fund the costs outlined in Exhibit B.
