HomeMy WebLinkAbout4.04 Dispositiono of Seized Motor Vehicles CITY OF DUBLIN AGENDA STATEMENT � - CITY COUNCIL MEETING DATE: August 24, 1987 SUBJECT Disposition of Seized Motor Vehicles EXHIBITS ATTACHED List of Surplus Municipal Property RECOMMENDATION 1) Declare those items identified on Exhibit A as surplus City property 2) Authorize Staff to advertise for sealed bids for the sale of the surplus City property 3 ) Authorize Staff to use the public auction method as an alternative means of disposing of these vehicles if this method is more financially advantageous to the City 4 ) Approve a Budget Transfer in the amount of $1, 000 from the Contingent Reserve to the Police Depart- ment Budget for the purpose of preparing and cleaning the vehicles for sale. FINANCIAL STATEMENT: Staff expects the proceeds of the sale to be well in excess of $10, 000. A Budget Transfer would be required for the preparation of the vehicles in the amount of $1, 000. If the City chose the public auction method to dispose of the vehicles, there would be a charge for the auctioneers services of 10% of the sales price. DESCRIPTION The City has recently received clear title to 4 vehicles from the U. S. Government as a result of a cooperative investigation between the Dublin Police Department and Federal Agencies. In accordance with Federal Law, the vehicles or the proceeds from the sale of vehicles must be used for law enforcement purposes . The Police Department has indicated that 3 of these vehicles would not be needed by the City and recommends that these vehicles be declared surplus property. Attached is a list of these vehicles and their vehicle identification number in Exhibit A. The Police Department would like to keep a fourth vehicle for a 6 month trial basis for investigative uses. The City Manager ' s Office and the Police Department have agreed that at the end of six (6) months, or earlier if necessary, an evaluation would occur as to the cost of operating and maintaining the vehicle, as well as the continued effectiveness of using the vehicle for law enforcement purposes. If, at that time, it is felt that the vehicle has no further value to the Police Department, the Council at that time would be requested to declare the vehicle surplus property. As a result of Staff discussions with professional auto auctioneers, it is recommended that the vehicles which are surplus be cleaned up and detailed in order to obtain the highest sales price. Staff has estimated that the costs of performing these services would be approximately $1, 000 and a Budget Transfer from the City's Contingent Reserve would be required. Once the automobiles have been prepared for sale, Staff would further recommend Council approval to advertise for the sale of the vehicles during a 45 day period with a request for sealed bids in accordance with City Ordinance No. 16-83. If the sealed bids which the City receives are inadequate, Staff would recommend that the auction method of selling vehicles be used. ---------------------------------------------------------------------------- COPIES TO: ITEM NO.
