FINANCIAL STATEMENT: Funding for positions is contained in the approved
1987-88 Budget
DESCRIPTION During the 1987-88 budget deliberations, the City
Council approved the reorganization of the Public Works and Engineering
function. The proposal involves the provision of more services by City
employees and reducing the services provided by the contract engineering
firm.
The adoption of a job description is required by the City personnel rules .
This identifies the duties of the position and the qualifications required
of individuals employed in the position. The recommended salary ranges will
be presented at a future meeting.
Staff would recommend that the City Council adopt the resolution. .

RESOLUTION NO. - 87
A RESOLUTION OF THE .CITY COUNCIL
OF THE CITY OF DUBLIN
AMENDING THE CLASSIFICATION PLAN
WHEREAS, in accordance with the Personnel System Rules,
the City Council adopted Resolution No. 30-84 and subsequent
amendments which comprise the Classification Plan; and
WHEREAS, the growth 'of the City's -internal staff and
individual responsibilities has necessitated a reorganization of
the Public Works and Engineering functions.
NOW, THEREFORE, BE .IT RESOLVED that Resolution No. 30-84
and subsequent amendments shall be further amended to include the
following classifications and attached job descriptions.
BE IT FURTHER RESOLVED that these documents shall become
a part of the official classification plan for the City of Dublin.

The 'Position
The Public Works -Director/City =Engineer .is a Department Head , :
under -the administrative direction. of-the .City: Manager . This
position is responsible for - the `management .and supervision of-
Public Works and Engineering functions :-including -:street
maintenance , landscape maintenance, - street .tree .maintenance , park
maintenance , street 'swe.eping, .traffic', engineering,"'subdivision,
and private development plan checking, capital improvement .'
project planning and design and public ,works :inspection.'
Examples of Duties
Supervises the administration and .maintenance of public works
facilities ; submits reports and recommendations to the City
Manager and the City Council ; reyiews , :and approves engineering
plans , specifications , .contract. .documents ,- and subdivision maps ;
coordinates related activities and provides technical assistance
to other departments , public -agencies, consultants and
contractors ; makes presentations on department .activities, .
engineering designs, and related matters to the City Council ,
Planning Commission' and other groups ; -analyzes -short-term and
long-term maintenance programs ; prepares and reviews budget
proposals for department needs consistent with adopted City
Council goals and objectives ; supervises and coordinates
contractor agreements and activities which may include : street
maintenance , street . sweeping , landscape maintenance , supplemental
engineering services , park. maintenance, and capital improvement
projects ; evaluates all. public works contracts for .cost
effectiveness and quality of work performance ; provides
supervision and training of subordinate professional , technical ,
and clerical staff ; and other duties as required.
QUALIFICATIONS
Education and Experience
A Bachelor ' s degree from an accredited college or university in
Civil Engineering or a related field. Additional formal
education is desirable .
A minimum of five years of full-time increasingly responsible
professional civil engineering experience involving the design,
construction and maintenance of public works facilities,
including three years in a supervisory capacity .
Knowledge and Abilities
The Public Works Director must have knowledge of local and state
laws governing land development , public projects and assessment
districts ; techniques and materials commonly employed in the
construction and maintenance of public projects including
. streets , parks, drainage facilities, and traffic controls ;
principles of supervision and administration; and techniques used
to develop maintenance programs and budgets . Ability to plan ,
organize, and direct the activities of the department ; deal
effectively with representatives from public and private agencies
and the general public in coordinating activities and resolving
problems ; develop and implement policies, procedures and plans ;
coordinate and supervise contractor activities ; perform
engineering work expected of a registered civil engineer ; present
clear and concise verbal and written reports and recommendations ;
deal effectively with representatives of other departments ; and
effectively direct the activities of subordinate employees .
Licenses
Requires registration in the State of California as a Civil
Engineer . Possession of a valid Class III California Driver ' s
License.

PUBLIC WORKS INSPECTOR
The Position
The Public Works Inspector serves under the general direction of
the Public Works Director/City Engineer, providing field
inspection of public and private construction projects (excluding
building inspection) .
Examples of Duties
Performs the inspection of street lights, park improvements,
subdivision improvements, sidewalks, curbs, gutters, drainage
systems, grading, encroachments, streets, public signs,
landscaping, traffic signals, parking lots and other public works
projects; determines compliance with applicable standards,
specifications, ordinances, permits, and plans; inspects the work
of utility companies, contractors, and private individuals within
City rights-of-way; may collect samples of soils, concrete and
other materials for testing purposes; arranges for field and
laboratory testing of materials; assists with coordination
between activities of other agencies or departments relating to
construction projects; prepares monthly progress payment reports;
investigates and responds to complaints arising from construction
activity; prepares daily inspection/construction reports; revises
drawings to reflect as-built conditions; works with contractors,
engineers, and the public regarding construction projects; and
performs other field and office duties as assigned by the Public
Works Director/City Engineer.
QUALIFICATIONS
Education and Experience
Completion of High School or equivalent as necessary to provide
the required reading, writing, and mathematical skills .
Additional course work in construction and/or engineering is
desirable.
Minimum of two years of full-time responsible work experience in
construction inspection, preferably including experience as a
public works construction inspector.
Knowledge and Abilities
The Public Works Inspector must have a knowledge of principles,
methods, materials, and equipment used on public works projects;
appropriate safety precautions during construction; work
standards, specifications and codes relating to public works
construction activities; basic survey practices; and material
sampling, testing and estimating procedures.
The Public Works Inspector must have the ability to perform minor
drafting work; use sound inspection techniques to detect
deviations from plans and specifications; read and interpret
construction plans, diagrams, specifications, survey stakes and
notes; accurately use measuring and survey tools and equipment as
required for making inspections and collecting data for reports
and records; make accurate mathematical calculations; maintain
accurate inspection records and prepare a variety of reports;
communicate effectively orally and in writing; operate an
automobile; conduct field inspections during inclement weather;
work independently; and maintain a cooperative working
relationship with fellow employees, contractors, developers, and
the general public.
License
Requires a valid California Class III Driver's License to be
secured prior to employment and maintained as a condition of
employment.
