DESCRIPTION:
At the regular City Council meeting of. August 10, 1987, during the
public hearing regarding the annual report of assessment for the Tract 4719
Landscaping and Lighting Assessment District, a number of questions were
raised by residents of the Beck Properties single-family development. Staff
was directed to investigate the questions and report back at the meeting of
August 24th. The report is attached, and copies have been mailed to the
residents of the Beck development.

STAGECOACH ROAD •LANDSCAPING
The following are questions which arose during the public hearing held .
August 10, 1987, regarding Landscaping and Lighting Maintenance Assessment
District No. 83-2, and responses to those questions.'
1) Potential run-off problem with slope adjacent to 7262 Quartz Circle (Mr.
Purdy).
This question had previously been asked and addressed by Staff (see
attached letter). The project was designed to allow the runoff from the .
slope to the first bench (approximately 25 ft. above the lot) to drain
to the flat area of the back yard and from the back of the lot to the
front. Had this been a standard subdivision, the lot would have
extended up to the top of the slope, and the drainage would have been
handled the same way. This soil is porous, and the distance is fairly
short; so the drainage should not be a.problem.
2) Beck landscaping.
A meeting was held with a representative of Beck Properties to explain
the weed problem and the concern with trees potentially blocking views.
Both Beck slopes have been stripped of weeds, and the weeds had been .
removed at the base of one slope but not the second. The Beck people
have promised to try to have the remainder of the weeds picked up by
Friday, August 21st.
Beck will return to the City Staff with a landscaping plan, putting
trees at the bottom of the slope, for review before proceeding with
plantings. The existing plan calls for the same plant materials as are
on Stagecoach Road except that the ground cover will be totally gazanias
hydroseeded onto the slope. The trees are to be Eucalyptus nicholii and
Ligustrum (privet). Shrubs will be Cistus hybridus and Ceanothus
griseus horizontalis. The irrigation has been installed for some time
and needs to be rechecked for damage and coverage. Beck's irrigation
contractor is scheduling a meeting with the Stagecoach contractor to
coordinate hooking up the irrigation lines at the entrance structures on
Stagecoach so that landscaping can be completed there also.
3) Open drainage structure at Agate and Jade.
It appears that this drain inlet was damaged during weed stripping.
Beck is having their concrete contractor rebuild the broken face of the
inlet.
4) Lock gates to open space.
City maintenance staff has installed locks on all three gates.
5) Clean up plastic pipe behind block walls.
Some of the irrigation lines are exposed at the corner block wall
entrances. These will be covered and repaired, if necessary, along with
the landscaping of these areas.

6) Review tree locations along Stagecoach Road for future view problems.--
The Engineering and Maintenance Staff have inventoried possible future
problems along Stagecoach and determined that 15 Eucalyptus and 7 Locust
trees need to be moved down the hill, and'4 Privet :trees need to be
pruned into a bush form. This work will be done over the next few -
months by either the Boy Scouts or Work Alternative Program under the
supervision of the Maintenance Department.

Subject: Slope Behind Your •House
Dear Mr. Goldstein,
You recently met with my inspectors, Who informed'me of your
concern regarding the slope behind your.house." I have"check ed..the
grading plans with the slopes in'question and found them to be in. : .`
substantial agreement. I believe you were informed that, -according to
plan, a concrete V-ditch should have been installed at the bottom of the
slope. This is in.-error; the plans call for the two existing V-ditches
which are at the top of slope and mid-slope. _;This arrangement should be
sufficient during the rainy-season-as the sandy nature of the soil and
the narrowness of the area between the toe and the first ditch 'should
preclude any anticipated problems.
