SUBJECT Amendment to Classification Plan

FINANCIAL STATEMENT None
DESCRIPTION In previous City Council actions , the
Council adopted Resolutions 52-84 and 90-85 amending the
Classification Plan to include the following part-time
classifications ; Building Attendant, Preschool Aide, Preschool
Instructor, Recreation Intern, Recreation Leader I , Recreation
Leader II, Recreation Specialist and Senior Recreation Leader.
Since that time, staff have utilized those classifications for
hiring part-time staff to work in the various programs offered by
the City ' s Recreation Department.
In a recent review of the job descriptions for the aforementioned
classifications , staff identified a number of areas needing
revision or further clarification. Specific areas include
minimum qualifications required for various positions and
certifications in First Aid and CPR that staff feels are
necessary for those positions in direct leadership roles with the
public. The revised job descriptions can be found attached in
Exhibits A-H.
Staff recommends that the City Council adopt the Resolution
Amending the Classification Plan. It should be noted that those
employees currently serving in the aforementioned positions meet
the minimum qualifications required in the revised job
descriptions .

OF THE CITY OF DUBLIN

AMENDING THE CLASSIFICATION PLAN
WHEREAS, in accordance with the Personnel System Rules, the City
Council adopted Resolution No. 30-84 Establishing a Classification Plan;
and
WHEREAS, Resolution No. 30-84 was amended on two separate occasions
with the adoption of Resolution 52-84 and Resolution 90-85 to include joD
descriptions for the following classifications; Building Attendant,
Recreation Intern, Recreation Leader I, Recreation Leader II, Recreation
Specialist, Senior Recreation Leader, Preschool Aide and Preschool
Instructor; and
WHEREAS, it is desirable to update the job descriptions in order to
insure that the qualifications required are appropriate to the
classification.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Dublin does hereby rescind Resolution 52-84 and Resolution 90-85 which
established part-time employee classifications within the Recreation
Department.
BE IT FURTHER RESOLVED, that the City Council of the City of Dublin
does hereby amend Resolution No. 30-84 and any amendments adopted in
conjunction with Resolution No. 30-84 to include the following
classifications and attached job descriptions (Exhibits A-H) which shall
become a part of the official Classification Plan for the City of Dublin:

BUILDING ATTENDANT
THE POSITION
Under general supervision, oversees the proper use of a community
recreational facility; performs a variety of custodial tasks ; and
assists the public and staff in their use of the facility.
EXAMPLES OF DUTIES
- Opens and closes facilities as scheduled for use.
- Sets up furniture or equipment for activities scheduled and
sees that it is in proper condition and is replaced after use.
- Monitors activities of facility users for appropriate and safe
conduct.
- Cleans up after facility users and sets up for subsequent
activities.
- Sweeps and mops floors as required.
- Keeps restrooms and kitchen clean and well stocked with paper
towels , tissues , etc.
- Empties garbage throughout the facility as necessary.
- Makes written reports of damage to equipment or facility.
- Secures the facility upon leaving.
- Other duties as assigned.
QUALIFICATIONS
Education and Experience
- Completion of grade 10 or above; must be 16 years or older.
- Some experience in heavy cleaning or custodial work. .
Knowledge and Abilities
- Ability to do heavy physical work including the lifting and
moving of tables and chairs
- Ability to follow written and oral instructions .
- Ability to deal effectively and courteously with the public.
- Must be available to work nights, weekends and holidays.
Licenses and Certificates
- Certification in Standard First Aid and Cardiopulmonary
Resuscitation is desirable.

EXHIBIT B
PRESCHOOL AIDE
THE POSITION
Under supervision of the Preschool Instructor, assists with
organization and instruction of preschool classes for children 2
1 /2 through 5 years.
EXAMPLES OF DUTIES
- Assists in the planning and implementation of class
activities.
- Assists . in the conducting of activities in the areas of: arts
& crafts, games , music, storytime, etc.
- Observes necessary precautions to safeguard participants .
- Performs other related duties as required.
QUALIFICATIONS
Education and Experience
High school graduate with one year experience working with
preschool age children. Completion of courses in early
childhood education desirable.
Knowledge and Abilities
Knowledge of age group characteristics of preschoolers.
Ability to follow written and oral instructions.
Ability to exercise good judgement, courtesy and tact in
dealing with the public and other employees.
Licenses and Certificates
- Possession of or ability to obtain valid Red Cross CPR and
First Aid Certification.

PRESCHOOL INSTRUCTOR
THE POSITION
Under supervision, plans , organizes and teaches preschool classes
to children 2-1/2 through 5 years. Program includes lessons,
arts & crafts, games , music, drama, special events and field
trips.
EXAMPLES OF DUTIES
- Develops weekly lesson plans.
- Plans and directs lessons, games, crafts, and songs.
- Organizes field trips and special events .
- Supervises preschool aid(s ) .
- Maintains records and prepares reports relevant to program
area.
- Requests , issues , and is responsible for proper care of
equipment.
- Evaluates program and makes recommendations to Supervisor.
QUALIFICATIONS
Education and Experience

Completion of 2 years of college with specialization in Early
Childhood Education, Education or Recreation, and one year
experience working in a preschool setting.
Knowledge and Abilities
- Experience working with preschool age children.
- Knowledge of age group characteristics of preschoolers.
- Abililty to lead recreational activities such as games,
arts & crafts, music and drama.
- Creative and energetic.
- Ability to speak and write effectively.
- Ability to establish and maintain effective relationships
with the public and other employees.
Licenses and Certificates
- Possession of or ability to obtain valid Red Cross CPR and
First Aid Certification.

EXHIBIT D
RECREATION INTERN
THE POSITION
Under the direction of the Recreation- Director, performs non-
professional recreation assignments and general office work
typical of an intern/trainee position.
EXAMPLES OF DUTIES
- Prepares written reports on special projects.
- Designs program forms .
- Shares ideas regarding program development.
- Coordinates promotional efforts.
- Performs other duties as required.
QUALIFICATIONS
Education and Experience
Upper division student in Recreation Administration, or closely
related field at an accredited college or university. Academic
course work should relate to a knowledge of the principles of
Recreation Administration, programming, and general office
practices . Experience is not required, but desirable.
Knowledge and Abilities
Knowledge of basic concepts of municipal recreation programming
and fundamentals of office organization and procedures. Ability
to complete assignments in a timely fashion; to fulfill specified
work hour commitments ; to establish and maintain cooperative
working relationships with those contacted in the course of work;
and ability to communicate in an effective manner.
Licenses and Certificates
Possession of a valid California Driver' s License.

RECREATION LEADER I
THE POSITION
Under close supervision, performs entry level work in assisting
with the leadership of recreation activities at playgrounds ,
parks , community centers , school sites and sports facilities.
Assigned program areas may include preschool , playgrounds, teens ,
special events and senior citizens.
EXAMPLES OF DUTIES
- Assists . with the planning and implementation of recreational
activities appropriate to the age level being served.
- Assists with the issuing and collecting of equipment, games
and supplies.
- Assists with conducting activities in the areas of arts and
crafts , games , sports , music, drama, nature study, etc.
- Assists in the setup, take down and cleanup of assigned
facility.
- Observes precautions to safeguard participants and spectators.
- Other duties as assigned.
QUALIFICATIONS
Education and Experience
- Must be 16 years of age or older.
- Some experience in a volunteer or paid leadership position,
working with people in a social or recreation program.
Knowledge and Abilities
- Ability to exercise good judgment, and deal effectively with
the public.
- Ability to follow written and oral instructions.
- Ability to develop skills necessary to conduct simple
recreation activities .
Licenses and Certificates
- Possession of or ability to obtain valid Red Cross CPR and
First Aid Certification.
- Possession of a valid California Drivers License desirable.

RECREATION LEADER II
THE POSITION
This position is the second step in the series of Recreation
Leader classifications. Assists in the leadership of activities
at playgrounds, parks, community centers, school sites and sports
facilities. Assigned program areas may include preschool, play-
grounds, teens, special events and senior citizens.
EXAMPLES OF DUTIES
- Assists with the planning, supervision and implementation of
recreation activities appropriate to the assigned program area
and age level being served.
- Conducts activities in the areas of arts and crafts , music,
drama, nature study, etc.
- Instructs participants in the rules and methods of playing
indoor and outdoor games.
- Issues , receives and controls equipment, games and supplies .
- Inspects program area and equipment and recommends maintenance
and repair.
- Observes precautions to safeguard participants and spectators .
- Assists with report preparation and recordkeeping.
- Maintains discipline at program site.
- Other related duties as required.
QUALIFICATIONS
Education and Experience
- Completion of grade 10 or above; must be 16 years of age or
older.
- One year experience as a Recreation Leader I and/or comparable
work experience.
Knowledge and Abilities
- Knowledge of leadership techniques, of care and use of
equipment and supplies , and basic knowledge of sports, games
and arts and crafts .
- Ability to exercise good judgment and deal effectively with
the public.
- Ability to follow written and oral instructions.
Licenses and Certificates
- Possession of or ability to obtain valid Red Cross CPR and
First Aid Certification.
- Possession of a valid California Drivers License.

EXHIBIT G
RECREATION SPECIALIST
THE POSITION
Under general supervision, performs advanced level work involving
the organization and instruction of various age groups in
specialized program areas . Develops recreation course content
and conducts classes. Exercises independent judgment in the
application of specialized knowledge and skills in the conduct of
the work. May supervise and train other staff and volunteers in
the area of speciality. Work is reviewed through periodic
inspections , staff conferences , reports and formal evaluations.
EXAMPLES OF DUTIES
- Plans and conducts classes or programs in specialty field for
various age groups,
- Stimulates interest and appreciation in specialty field.
- Maintains equipment and supplies for classes or programs.
- Operates special equipment in specialty field.
- Furnishes technical guidance, demonstrates methods , conducts
training in area of specialty.
- Maintains control of classes or group.
QUALIFICATIONS
Education and Experience
Two years of experience in teaching or conducting classes or
programs in specialty field.
Knowledge and Abilities
- Technical and professional knowledge of the field and skills
in planning, organizing and conducting a specialty class , and
of equipment, supplies and materials used in specialty area.
- Ability to conduct classes in one or more areas within the
specialty field and to work cooperatively with other staff
members and the public.
Licenses and Certificates
- Possession of current certificate, credential or license in
the area of specialty field (as appropriate) .
- Possession of or ability to obtain valid Red Cross CPR and
First Aid certification.

SENIOR RECREATION LEADER
THE POSITION
This position is the third step in the series of Recreation
Leader classifications. Under supervision of the Recreation
Supervisor, plans , organizes and conducts recreation activities
at playgrounds, parks, community centers, school sites and sports
facilities. Assigned program areas may include preschool,
playgrounds , teens, special events and senior citizens.
EXAMPLES OF DUTIES
- Plans, supervises and implements recreation activities
appropriate to the assigned program area and age level being
served. .
- Supervises Recreation Leaders I and II assigned to assist in
the conduct of programs.
- Supervises maintenance of facility and equipment to assure
safe and clean conditions.
- Maintains accurate records and prepares written program plans
and reports.
- Conducts activities in the areas of arts and crafts, games,
sports , music, drama, nature study, etc.
- Issues, receives and controls equipment, games and supplies.
- Maintains discipline at program site.
- Maintains good public relations .
- Other related duties as assigned.
QUALIFICATIONS
Education and Experience
- Equivalent to graduation from high school, some college
recreation classes or working towards a degree in recreation
desirable.
- Two years experience as a Recreation Leader I or II and/or
comparable work experience.
Knowledge and Abilities
- Ability to work independently, with minimum supervision.
- Ability to plan, organize and conduct recreation activities.
- Ability to train and supervise other Recreation Leaders.
- Ability to exercise good judgment and deal effectively with
the public.
- Ability to follow written and oral instructions.
Licenses and Certificates
- Possession of or ability to obtain valid Red Cross CPR and
First Aid Certification.
- Possession of a valid California Drivers License.
