Youth Employment Program Evaluation j�" RECOMMENDATION *,, Receive Report FINANCIAL STATEMENT None DESCRIPTION Recreation Department offers classes and programs for the community on a quarterly basis . This past summer quarter ran from mid-June through August with a variety of activities offered for all ages . - During the summer quarter, staff typically sees a decrease in participation, and this past quarter was no exception. However, the programs that were conducted were successful . Below is a summary of the programs offered. Leisure Enrichment Classes The department offered 40 classes for children and 43 classes for teens and adults . This represents one of our most balanced programs to date . Of the 40 children ' s classes offered, 24 were conducted resulting in a 60% success rate . Thirty-three of the adult classes met this quarter for a succes rate of 77% . A total of 625 people of all ages participated in classes this summer. Exhibit A provides the Council with a Registration Analysis, Registration Comparison and Quarterly Activity Report for the classes offered. Playground Program For the third consecutive year the Recreation Department has offered a Summer Playground Program for children 6-12 years of age . The 1987 program ran for eight weeks from June 22 through August 14 . Playgrounds were offered at Murray, Nielsen and Wells Schools, as well as Arroyo Vista Housing area. A total of 373 children were registered at the four sites . The program met daily Monday through Friday, from 12 noon to 4 p.m. Children participated in a variety of activities centered around a weekly theme . In addition to daily activities such as games, arts and crafts and special theme days, trips were planned on a bi-weekly basis to such locations as Marine World, Shadow Cliffs and Tilden Park . Exhibit B illustrates the results of an evaluation mailed at random to 24 families from each site . Of the 96 mailed, 38 or 40% were returned. The feedback provided will assist staff in planning next year ' s program. Preschool Day Camp Tenderfoot Day Camp was offered for preschoolers ages 3-5 years . Four, two-week sessions were scheduled, however, one session was cancelled due to low enrollment . The Day Camp was held at Shannon Center and Park, and was designed to invite interaction, exploration and good times for young children . 'Each camp concluded with a family potluck . ------------------------------------------------------------------ ITEM NO. e r .m Shannon Center Utilization Overall utilization of Shannon Center was down slightly over previous summers which was evidenced by decreased use in each i room. Private rentals of the facility were also lower than normal with the facility rented on 17 separate occasions over a three-month period. Special Events Two special events were planned this summer and both were cooperative efforts with other departments or organizations . The Second Annual Valley Car Showcase was co-sponsored with Livermore, Pleasanton and San Ramon Recreation Departments . It was held at Beckman Properties in San Ramon, and drew 83 participants and over 250 spectators . The First Annual Dublin Shamrock Festival was planned cooperatively with the Chamber of Commerce, the Dublin Historical Preservation Association and numerous service clubs . This two- day event was held at the Dublin Sports Grounds and included food and game booths, a craft faire, entertainment, volleyball tournament and more . Over 2, 500 people converged upon the sports grounds for the festival . Youth Employment Program Dublin ' s Youth Employment Program completed its second successful season in the community. The program has continued with its original goal of providing a referral service for teenagers to assist them in finding summer employment. The program ran from mid-May through mid-September. The office was located at Dublin High School, and was open Monday through Thursday from 12 noon to 4 :00 p.m. The high school provided us with the office and phone at no cost to the City. There were 246 youths registered for the program and approximately 400 job openings were listed. A total of 148 jobs were filled by registered youths. Of those jobs listed, domestic jobs consisted mainly of child care and yardwork, while commercial jobs were predominantly food service and clerical . Prior to the programs conclusion in September, an evaluation was sent out to approximately one-third of the businesses or homeowners who listed jobs with the program. The results of the evaluation are contained in Exhibit C. I feel the girls have too much responsibility for the children and need a phone for emergencies . " "On swim days , it was difficult to transport on time for summer school (Pleasanton) to the program. What is that child supposed to do for two or three hours until the program opens? There is money in summer day camp . It is time that Dublin catered to the children in their community more in an all-day, all summer camp. EXHIBIT C , DUBLIN YOUTH EMPLOYMENT PROGRAM EVALUATION/TOTALS We want to thank you for supporting Dublin's Youth Employment Program by providing job opportunities for the youth 'in our area. As this program is comparatively new to the community, we would like to have your opinion concerning this service by answering a few questions . 1 . Do you feel that this service is an asset to this community? Yes 37 No 0 2 . Do you feel that the office hours (Monday-Thursday, 12-4PM) are adequate for our use? Yes 26 No 11 If no, explain: : Morning hours would work better for most businesses. Would like the hours expanded to include mornings . As a restaurant owner in a shopping mall, 12-4PM are my busiest hours . This makes contacting those at DYEP difficult . I realize that you can 't be open 40 hours . Morning hours would be more convenient for me . Would prefer longer hours . What happens if others don' t know you're closed on Fridays? You would get more calls if you were open on Fridays. The hours , 12-4PM, are right during the rush hours of the day, and this makes makes it hard for employers to get time to contact you. If you are going to be open only half days, I would think that morning hours would be more suitable. Suggest on certain days that the hours are earlier. We need the job orders placed sometime earlier. Seems that Friday should be a day when office should be open. As in my case, I wanted someone on the weekend and on short notice, but had to wait . Better time would be from 8AM to 1PM. In a restaurant, sometimes we need to make our calls before noon because of business ; though not really too much of a problem. s 3 . A great resource for finding employable, young people to hire for various needs, plus a viable and safe source for teens to find appropriate employment. 2 . We would have been lost without having obtained the extra help through this program. I would suggest a placement program for senior citizens also. 3 . I think a short course in filling out applications is needed. The parents, in this case, did not help the kids . 4 . I 'm very pleased with the service of both the coordinator ' s assistance (good screening) and the boy' s attitude. 5 . This has been a very useful program. Being new to the area it helped me to find someone I could trust to care for my children . 6 . The high school job referral program does not work during the school year . 7 . I know that to be successful, the program needs to be aimed at commerce and people with shops and businesses, but it can, indeed, be a blessing to private individuals such as myself . Thank you! 8 . I really appreciate the help I got . This was a very useful service for me . 9 . You should probably have a chart of fees which are negotiable . 10 . We interviewed a number of applicants from your service. 11. I believe this is an excellent ; program which brings casual employees into the mainstream of the areas of work opportunities . 12 .
