Foss, City Manager SUBJECT: Award of Bid – Project ST0316 Village Parkway and Brighton Drive Traffic Signal Upgrade and Amending the Traffic Code Prepared by William Lai, Assistant Civil Engineer EXECUTIVE SUMMARY: The City Council will consider awarding a bid for the Village Parkway and Brighton Drive Traffic Signal Upgrade to improve traffic safety at that intersection. Improvements include traffic signal modifications, roadway striping modifications, and construction of new pedestrian curb ramps. As part of the work, on-street parking will be eliminated at three locations near the intersection. This intersection is used heavily by Dublin High School students and parents and these improvements will provide a safer route to school. The proposed changes require an amendment to the City’s Traffic Code to modify parking regulations. FINANCIAL IMPACT: The total adopted budget for the Village Parkway and Brighton Drive Traffic Signal Upgrade including design, inspection and administration, improvements and other miscellaneous costs is $196,480. Of this, $61,133 is funded by a Transportation for Clean Air (TFCA) Grant and $135,347 is funded by Vehicle Registration Fees (VRF). The amount of the lowest responsive bid was $145,344. A construction contingency amount of $25,000 is requested for unforeseen construction issues, bringing the total contract cost to $170,344. The total project cost is anticipated to be within the adopted budget amount for this project. RECOMMENDATION: Resolution Staff recommends that the City Council adopt the Amending the City of Dublin Resolution Traffic Code to Modify Parking Regulations on Brighton Driveand adopt the Awarding Contract No. ST0316 Village Parkway and Brighton Drive Traffic Signal Upgrade to W. Bradley Electric. Submitted By Reviewed By Public Works Director Assistant City Manager ITEM NO. 4.8 Page 1 of 3 DESCRIPTION: On March 1, 2016, the City Council approved a new Capital Improvement Program (CIP) Project, Village Parkway and Brighton Drive Traffic Signal Upgrade Project. The intersection of Village Parkway and Brighton Drive is heavily utilized by parents and students of Dublin High School. This project will make the intersection safer for pedestrians, vehicles, and bicyclists. It is also a recommendation from a “Walk Audit” completed by Alameda County Safe Routes to Schools. The project improvements will also include retrofitting the existing intersection curb ramps to comply with current Americans with Disabilities Act (ADA) standards. Other improvements will include: Protected Left-Turn Phase: Currently, motorists traveling on Brighton Drive must yield to pedestrians and opposing through traffic before being permitted to make left turns onto Village Parkway. However, with heavy traffic at this intersection during school pick-up and drop-off hours, motorists often have difficulty finding a gap to make the left turn. This project will create a protected left-turn phase on both approaches on Brighton Drive. This improvement would allow pedestrians to cross at a separate phase and without the potential conflict of left-turning traffic. Left-turning motorists would receive a green arrow during a separate signal phase and be allowed to proceed through the intersection without being in conflict with pedestrians and oncoming through traffic. Roadway Marking Modification: This signal modification will require the creation of an exclusive left-turn only lane. In order to do so, on-street parking will be eliminated at three locations near the intersection. Parking will be removed at the following locations: a 40-foot section on the south side of Brighton Drive, west of Village Parkway; a 20-foot section on the south side of Brighton Drive, east of Village Parkway; and the existing no-parking zone in front of Dublin High School will be extended by 105 feet. A Location Map of the project location, proposed no parking zones, and proposed lane alignment is included as Attachment 1. A letter was sent to affected residents on March 1, 2016 and the Dublin Unified School District was notified via email on March 7, 2016. No objections have been received. A Resolution Amending the City of Dublin Traffic Code to Modify Parking Regulations on Brighton Drive is included as Attachment 2. A total of six (6) bids were received on April 14, 2016, with bids ranging from $145,344 to $199,677. A summary of the bids is provided as Attachment 3. The low bid of $145,344 was submitted by W. Bradley Electric. Staff has reviewed the bid results, checked references and necessary licenses, and recommends that the City Council adopt the Resolution Awarding Contract No. ST0316 Village Parkway and Brighton Drive Traffic Signal Upgrade to W. Bradley Electric as the lowest responsible bidder (Attachment 4). Construction work is anticipated to start in July and is scheduled to be completed prior to the commencement of the 2016-17 school year at Dublin High School, which begins in mid-August. NOTICING REQUIREMENTS/PUBLIC OUTREACH: As required by the contract specifications, the Contractor will notify all affected residents one week in advance and again 24-hours in advance of the work. Bradley Electric Page 3 of 3 RESOLUTION NO. __– 16 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN * * * * * * * * * AMENDING THE CITY OF DUBLIN TRAFFIC CODE TO MODIFY PARKING REGULATIONS ON BRIGHTON DRIVE WHEREAS, on-street parking is currently unrestricted near the intersection of Village Parkway and Brighton Drive; and WHEREAS , the traffic signal at the intersection of Village Parkway and Brighton Drive will be modified to create an exclusive left-turn phase in order to eliminate movement conflicts between pedestrians and left-turning vehicles at the intersection; and WHEREAS , the traffic signal modifications will require the creation of an exclusive left turn lane; and WHEREAS , there is insufficient roadway width to allow parking with the creation of the exclusive left turn lane; and NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin hereby adopts the following parking regulation changes: 1. The following language shall be deleted from Section 6.28.010 (“No Parking Zones- Designated”) of the City of Dublin Traffic Code: On the northerly curbline, from the easterly curbline of Village Parkway, easterly a distance of 45 feet. 2. The following language shall be added to Section 6.28.010 (“No Parking Zones- Designated”) of the City of Dublin Traffic Code: Brighton Drive On the northerly curbline, from the easterly curbline of Village Parkway, easterly a distance of 150 feet. On the southerly curbline, from a point 60 feet east of the easterly curbline of Village Parkway, easterly a distance of 20 feet. BRADLEY ELECTRIC WHEREAS, Staff completed plans and specifications for the Village Parkway and Brighton Drive Traffic Signal Upgrade Project No. ST0316. The work includes the modification of the traffic signal to eliminate movement conflicts between pedestrians and left turning vehicles, upgrade of pedestrian curb ramps, and modification of roadway striping; and WHEREAS, the City of Dublin approves the plans and specifications for the Village Parkway and Brighton Drive Traffic Signal Upgrade, Project No. ST0316; and WHEREAS, the City of Dublin did, on April 14, 2016, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract No. ST0316, Village Parkway and Brighton Drive Traffic Signal Upgrade, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the Public Works Director, who has recommended that the bid hereinafter is the lowest and best bid for doing said work; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award Contract No. ST0316, Village Parkway and Brighton Drive Traffic Signal Upgrade, to the lowest responsible bidder therefore, to wit, W.
