DESCRIPTION: Traffic Engineering services are provided by the firm of TJKM. Originally, TJKM functioned as a subcontractor under the Santina and Thompson agreement. In 1985, the City entered into a separate agreement with both Santina and Thompson and TJKM. Chris Kinzel has prepared a self-evaluation of his firm's performance. The staff report will highlight pertinent sections of the information. In addition, the existing contract and an amendment covering the new rate schedule is attached for review. Outline of Services Provided TJKM provides traffic engineering services generally in the areas of private development review, Capital Improvement design and construction review. In addition, they perform traffic engineering studies as a result of citizen or City requests. These functions have been performed in a timely and professional manner. Approximately 35 studies have been made this year as a result of Staff or resident requests. Some of the more notable ones were the stop sign study on Silvergate Drive at Rolling Hills Drive, the stop sign studies for Stagecoach Road, and the annual traffic accident analysis and safety recommendations. Exhibit 5 presents a complete list of the studies. More complicated traffic studies have been performed on private developments such as the Hansen Ranch and Blaylock/Gleason/Fletcher (Donlan Canyon) properties. Also, a general traffic study on the proposed Eden Canyon development will be completed as part of a contract for the environmental report. It is anticipated that this study will need to evaluate additional freeway access. TJKM also reviews and makes changes to signal timing as needed. A representative of TJKM attends meetings of the Traffic Safety Committee and performs necessary studies and makes recommendations. This Committee is made up of the Public Works Director, Maintenance Superintendent, a member of TJKM' s staff, and one or two representatives of Dublin Police Services. It has been reasonably effective in responding to requests as well as bringing traffic problems to light and solving them. Cost Effectiveness TJKM continues to charge the City at a reduced (80%) hourly rate for general traffic studies. This reduced rate work amounted to 57% of TJKM's charges for the 1988 calendar year. The remaining 43% was expended on capital projects and private development review. ---------------------------------------------------------------------------- ITEM NO. 7 9,?., COPIES TO: Chris Kinzel, TJKM A breakdown of TJKM's billings by fiscal year is as follows: Estimated Budget 1986-87 1987-88 1988-89 1989-90 General Traffic Engineering $42,986 $46,023 $35,000 $48,000 Private Development Review 9,491 12,616 23,600 6,500 Capital Projects 43,377 39,364 4,000 25,000 Total $95,854 $98,003 $62,600 $71,500 The total engineering fees vary, based mostly on the Capital Improvement Program devoted to traffic signals and related improvements and on the private development review workload. 1989-90 General Engineering This year, the City must update its traffic speed surveys, as the Vehicle Code requires that speed surveys be performed at least every five years in order to enforce speeds with radar. The surveys will cover all arterial streets as well residential streets that are over 40 feet in width. TJKM will prepare recommendations for the speed limits on all these streets based on the 85th percentile speeds and other environmental factors. This report will be presented to the City Council for reconfirmation of or revisions to the existing speed limits. This update represents approximately $8,000 of the funds budgeted for general traffic engineering services. Significant 1989-90 Capital Projects One Capital Improvement study for this fiscal year (that should be finished in July) is the traffic impact infrastructure fee study. Once the Planning Department has completed their inventory of potential land use densities, the traffic projections can be completed. Other Capital Improvement projects that TJKM will be working on in 1989-90 are: 1) Completion of the Infrastructure Impact Study. 2) San Ramon Road Phase IV. 3) Dublin Boulevard Improvements (Donlon Way to Village Parkway) . 4) Traffic Signal Pre-emption for Emergency Vehicles. 5) Preliminary design of two signals on Village Parkway. The provision of these services impacts the proposed 1989-90 budget shown above. Proposed Agreement Mr. Kinzel has requested hourly rate increases of a weighted average 4.7% (based on breakdown of hours spent by classification in 1988-89) over current rates. The attachment to Mr. Kinzel's letter identifies these proposed rate changes. Staff has attached an additional comparison of these increases by classification. Areas to Improve Mr. Kinzel offers some suggestions in his self-evaluation for improvement of services. 1) "Traffic signal timing and operation is now based on incidents. " Monitoring of the FETSIM program by TJKM will help to resolve rignal timing problems. As to operations, the County personnel do a very good job of regular functional monitoring of the signals. 2) "Improvements could be made in plan review. " Staff has also had TJKM review detour striping of projects such as San Ramon Road Phase III and also the proposed permanent striping after it has been laid out ("cat-tracked") and prior to the final striping being placed. TJKM has designed the signal work in the San Ramon Road Phase IV project and will be asked to do the same reviews as those made for the San Ramon Road Phase III project. 2 - This year, Staff has tried to have more planning application matters referred to TJYJ4 for input on traffic safety issues in these submittals. Mr. Kinzel points out in his self-evaluation that it may be time for the City to consider hiring a full-time in-house traffic engineer; however, Staff feels that the contract with TJKM remains more cost-effective at this point. TJKM can provide up to 20 levels of Staff expertise depending on need. They are familiar with ongoing Valley traffic patterns and volumes due to services provided to other clients, which benefits the City in addressing long-range needs. In addition, the City's traffic engineering needs are still fluctuating from year to year. Therefore, continuation of the TJKM contract is a better solution for supplying traffic engineering services from a functional and cost/benefit standpoint. Recommendation Staff recommends that the City Council review the written and oral reports, provide input, and authorize the Mayor to execute the amendment to the agreement. 3 - ppR i989 MEMORANDUM UB WORKS DATE: April 4, 1989 TO: Lee Thompson, City Engineer FROM: Chris D. Kinzel SUBJECT: City of Dublin Contract Review and Proposal The purpose of this memorandum is to provide you information regarding the traffic engineering services TJKM provides to the City of Dublin. As requested, the first section of this memo deals with our self-assessment of TJKM performance for-the past year. 1. Contract Compliance The administrative duties, development review duties and capital projects for which TJKM has been involved range from the review of routine citizen requests, requests from the City council for traffic control changes, new traffic signal designs, traffic impact analyses for proposed new development, review of site plans for proposed development, signal timing studies, and investigation of school related traffic safety issues. See attachment for a list of specific projects. We believe we have provided these services in a "prompt, professional . and workmanlike manner in accordance with the standards of the engineering profession". During this past year, TJKM has continued to participate in the City Traffic Committee which meets twice monthly and is attended by representatives of the City Engineer's Office, maintenance, TJKM, and the Police Department. The committee allows a high level of coordination of traffic engineering and traffic safety issues among the affected departments and in the coordination of the staff position of the various City departments for those items that appear on the agenda of the City Council. At this meeting, many routine items are resolved and other more complex issues are designated for further study with the knowledge of all parties. During the past year, staffing of TJKM work for the City of Dublin has been fairly consistent. Senior Engineer Michelle DeRobertis attends the City Traffic Committee meetings and handles and coordinates all traffic investigations assigned by the committee, the City Engineer or the City Manager. Michelle also conducts most of the traffic impact evaluations for proposed development within the City of Dublin. She is supervised by Principal Associate Ty Tekawa who attends meetings in Michelle's absence and provides general review and also coordinates all 4637 Chabot Drive, Suite 214, Pleasanton,California 94566-(415)4E' PLEASANTON-SACRAMENTO-FRESNO-CONCORD Lee Thompson -2- April 4, 1989 traffic engineering design functions including traffic signals and signing and striping design or review. John Gildea coordinates signal timing and operations. Chris Kinzel attends most Council meetings, and provides overall direction to other TJKM staff members. Other TJKM members are assigned as needed to assist these three, particularly in the area of design and in gathering of field data. Much of the design work is accomplished at the Assistant Traffic Engineer or Traffic Engineer level. The TJKM goal continues to be to provide traffic engineering services to the City of Dublin at the lowest possible classification level, while providing appropriate review and supervision. 2. Availability TJKM maintains its offices in northern Pleasanton, not far from Dublin City Hall. Generally, we feel we have been available as needed to provide traffic engineering services. Given the relatively large TJKM office in Pleasanton, we generally are available as needed. 3. Responsiveness Generally, traffic engineering matters do not require immediate response. Although we have improved on this matter in the past year, we will continue to try to improve in this area. 4. Cost Effectiveness During the. 12 calendar months of 1988, TJKM expended a total of 1,755.5 hours on Dublin projects and invoiced a total of $91,084.40. Using the total billings and the total hours, the average hourly rate was $51.89, slightly less than the previous $53.01 rate for the period January 1987 through March 1988. Of the total amount $51,730.79 (57 percent) was for regular day to day traffic services; $16,086.56 (18 percent) was for special city projects; $9,603.55 (10 percent) was for developer funded studies and $13,663.70 (15 percent) was for design of capital projects. 5. Program Development and Implementation This item deals with timeliness and accuracy and would best be addressed by the City Engineer and the City staff. Proposal TJKM proposes to continue offering services to the City of Dublin. If appropriate, the contract term would be from July 1, 1989, to June 30, 1990. The proposed hourly rates for 1989-90 are included on the attachment. The attachment indicates the current rates as well as the proposed rates for the City of Dublin along with the reduced rates. The proposed rates would apply to any capital improvement project or project funded by private developers. The reduced rates would apply to all other traffic engineering services provided by TJKM. Reduced rates are a maximum of 80 percent of the proposed rates, rounded to the nearest dollar. The proposed rates average a 3.2 percent increase over current rates. Lee Thompson -3- April 4, 1989 TJKM requires no insurance subsidy from the City of Dublin. Our errors and omission insurance limits are $500,000. As to ways that traffic engineering services can be improved in the City of Dublin, we feel there are some areas that could receive more traffic engineering emphasis. Traffic signal timing, operation and special maintenance appears to function on a basis in which incidents are responded to, rather than anticipated. Traffic operations during street and utility construction 'and maintenance appears to be receiving little attention at the present time either for work performed under City contracts or for work of private contractors or utility company personnel. It would appear that the City has some degree of liability exposure which could be reduced. We made these same comments last year. We also feel improvements could be made in coordination of capital projects in which a traffic engineering review of preliminary and final plans from the standpoint of signing, striping, geometry, construction signing and staging, and electrical details should occur. We do not believe that the increased review of either the private development or capital improvement projects would be either expensive or time consuming but, could improve the final product. We continue to be sensitive to the issue of conflict of interest or a perception of conflict. TJKM has extensive involvement with many public and private entities in the valley, hopefully to the advantage of the City of Dublin. We appreciate the City's flexibility in this area. One final comment, as Dublin continues to grow and its traffic complexities increase, it may be advantageous for the City to at least consider its own on-staff traffic engineering personnel. While such a move would not be to TJKM's advantage, it could be to the City's. An on-staff traffic engineer could be more pro-active in seeking traffic improvements than an on-call consultant is able to be. From a cost and work-load standpoint, this may not be the right time to make such a move, but could be considered in the future. TJKM is very pleased to be providing traffic engineering service to the City of Dublin and hopes to continue providing such services as long as the City desires. Among the possible offsetting advantages of consulting services provided by TJKM are the availability of experienced senior personnel and a large group of traffic engineers to handle peak loads. Please contact me if there are questions on any of these matters. mah Attachments 157-4P.3CK TJKM HOURLY RATE SCHEDULE Current' Reduced Proposed Reduced` 88-89 88-89 89-90 89-90 Principal $110 $84 $120 $90 Principal Associate 90 72 90 72 Senior Associate 84 67 84 67 Associate 82 66 82 66 Senior Traffic Engineer 79 63 79 63 Senior Transportation Engineer/Planner 79 63 79 63 Traffic Engineer 73 58 75 60 Transportation Engineer/Planner 73 58 75 60 Assistant Traffic Engineer 60 48 65 52 Traffic Engineering Assistant 52 42 52 42 Technician IV 41 33 45 36 Technician III - - 41 33 Technician 11 26: 21 33 27 Technician 1 - - 20 16 Graphics Designer 52 42 52 42 Designer - - 44 35 Drafter 41 33 40 32 Project Coordinator 44 35 46 37 Word Processing Supervisor - - 43 35 Secretarial/Word Processing 40 32 41 33 Computer 30 30 30 30 Expert witness charges available on request.
