RECOMMENDATION: Review staff report and (1) approve bus shelter locations and design as outlined in LAVTA's letter and report dated July 14, 1989 and (2) authorize Staff to undertake further study and prepare recommendation regarding type, cost, and quantity of bus benches to be provided. FINANCIAL STATEMENT: LAVTA will pay for, maintain, and pick up trash from their proposed bus shelters. The City receives $6.00 per bench per year from the Bench-Ad Company. There are currently 27 benches located in Dublin, for a total of $162.00 per year. This revenue would be lost if the City purchased its own benches. Estimated purchase cost for City-purchased benches is $400 to $800 each depending on style. 15 benches at $800 each would cost $12,000. Estimated maintenance cost per year is about 10% of the purchase price. DESCRIPTION: This item combines a request from LAVTA for final approval of bus shelter locations and design and a response to the Council's request to look at replacing the Bench-Ad Company's benches with City-owned bus benches. LAVTA Request On July 11, 1988, the City Council received a report regarding the Livermore Amador Valley Transit Authority's proposal to provide bus shelters at limited locations on the Wheels bus routes. The City Council approved the program with recommendations. LAVTA Staff, after working with City Staff, has prepared a final list of shelter locations and a generic shelter design. This design will allow for minor revisions based on the manufacturer who is awarded the contract. LAVTA's list includes the additional recommended locations in the Council's July 11 request, except that the five locations in the Villages will be reviewed at a later date when the development is complete and the route and shelter locations can be determined. A member of LAVTA Staff will be present at the City Council meeting, should there be any questions. ---------------------------------------------------------------------------- ITEM NO. .,!. COPIES TO: LAVTA A Bus Bench Replacement When the City incorporated in 1982, the County of Alameda had an existing contract with the Bench-Ad Company to provide benches along the BART Express bus routes through Dublin. The City assumed the contract and has been receiving $306.00 each year from Bench-Ad for the privilege of having these benches in place. Dublin residents have benefited by having these benches available at bus stops without any capital or maintenance costs to the City. The latest inventory from Bench-Ad lists 53 benches located in Dublin; however, a field review of the locations indicates only 27 benches in place. LAVTA plans to install their bus shelters early in 1990, which will replace approximately 14 of the 27 benches that are currently in place. LAVTA will also be placing shelters in other locations which do not presently have benches. At the June 26th meeting, the City Council expressed a desire to explore replacement of the advertising benches with a type which does not have advertising. In order to provide benches at the bus stops which currently have benches and which will not have shelters, an estimated 15 benches would be needed. Staff has not done a survey of the number of benches needed at each location but would do so if the City Council wishes to purchase the benches. Staff contacted the Cities of Pleasanton and Livermore, which do not use the Bench-Ad benches, and which are both involved with LAVTA. The City of Livermore does provide bus benches. The !last ones purchased were 8-foot backless concrete benches, which cost approximately $400 each. The City of Pleasanton apparently does not provide benches itself but requires developers to provide them in newly developed areas. There are a number of types of benches available; examples with relative costs are shown in Exhibit 4. It may also be possible to have a bench designed specifically for the City of Dublin; for example, one that would match the existing trash receptacles. Funding and maintenance of the benches would need to be provided by the City. Depending on the type of bench used, it is estimated that the annual maintenance cost would be about 10% of the purchase price. Staff recommends that the City Council (1) approve LAVTA's proposed bus shelter locations and design and (2) direct Staff to undertake further study regarding style, cost, and quantity of bus benches and bring back a recommendation at a future meeting. -2- Livermore Amador Valley Transit Authority 87 Fenton Street Suite 200 Livermore. To better achieve our desire, WHEELS believe that it 'should provide adequate shelter to protect its riders from the varing weather conditions of the tri-valley. In response, WHEELS has developed a shelter program for our community riders and ask for your assistance to help WHEELS to better serve the tri-valley area. SHELTER DESIGN REQUIREMENTS + The bus shelters should involve either a full, partial, canopy design. + Material for shelter components should consist of: - aluminum frames to allow ease of reloction - tempered glass panels with a minimum number of panels . The panels should be either safety ( shatter-proof ) glass, glass with wire mesh reinforcement, or solid. - fiberglass roof tilted to allow drainage towards the rear of the shelter - polished wooden seats + The shelter design should allow placement of WHEELS route and schedule information. + Trash cans would be provided at each location. These can be located separately from the shelter or as part of the shelter design. + At locations without WHEELS information signs the the shelters should incorporate a small pole to allow installation of a sign. "1 �4z-� FULL SHELTER: Full shelters provide transit patrons the best protection from the elements . Paneling is provided on four sides with the front side being open for access and egress purposes . A variation of this design option involves a partial coverage for the front of the shelter. Openings at the ends of the front panel provide access and egress locations. For security reasons , the full shelters are only used with the metal frame construction materials . PARTIAL SHELTER DESCRIPTION (P) LAVTA SHELTER PROGRAM :dam 1 7 PARTIAL SHELTER: Partial shelters are similar to the full enclosure concept but typically include only a back wall and partial side walls. Due' to the more-open design, litter is less of a problem. Also, vandalism is generally less of a problem with this shelter type because of the small structure and greater visibility. Weather protection is diminished but heating during the summer months is less extensive as compared to the full enclosure option. A. advantage of this shelter is that it doses not incur as much street or property space as full shelter buth is still _provides the same amount of overhead protection. The Wheels' consultants, JrK &Associates, prepared "Working Paper No. 2 - Bus Shelter Program." The working paper contained the following recommendations: Use either the full (5'x8') or partial (2 1/2'x8') shelter design Use aluminum frames, tempered glass panels, fiberglass roofs, and polished wooden benches to allow for easier relocation, resistence to vandalism, visibility for security and positive appearance. Do not allow advertising in or on the bus shelters.
