SUBJECT: Amendment to 1989-90 Vector Control Service Agreement

RECOMMENDATION: Adopt Resolution and approve a budget adjustment of $2,339

FINANCIAL Total contract costs are estimated to be $24,249 for Fiscal
STATEMENT: Year 1989-89. This represents a $2,339 increase over what
was originally estimated. Funds are available in the
contingent reserve account.
BACKGROUND: On June 27, 1989, the City Council adopted Resolution No.
82-89 amending Agreement between Alameda County and the City of Dublin for the
provision of Vector Control Services for Fiscal Year 1989-90. Total contract
costs were estimated to be $21,910 for Fiscal Year 1989-90.
Staff has recently received a letter from Alameda County Vector Control Services
District (Exhibit B) indicating an increase in the estimated cost for vector
control services for Fiscal Year 1989-90.
The cost for services is based on the number of "equivalent benefit units" in
the City and on the benefit assessment rate. The original estimate of $21,910
was based on a projected 3% growth rate in the number of "equivalent benefit
units," from 6,091 in 1988-89 to 6,275 in 1989-90, and on an estimated benefit
assessment rate of $3.60 per benefit unit.
However, the most recent County report of assessment for the City of Dublin
indicates that the estimated number of "equivalent benefit units" for 1988-89
was actually 14.6% higher than what was originally estimated. In addition, the
preliminary benefit assessment rate of $3.60 per benefit unit will be lowered by
$.02 per unit (to $3.58) . Thus, the $2,339 increase in vector control services
for FY 1989-90 is the primary result of an increase in the number of "equivalent
benefit units."
Staff recommends that Council adopt the attached Resolution (Exhibit A) . In
addition, staff recommends that Council approve a budget adjustment of $2,339
from the contingent reserve account to cover the increase in vector control
service costs.

OF THE CITY OF DUBLIN

RESCINDING RESOLUTION NO. 82-89 AND
AMENDING CONTRACT BETWEEN THE CITY OF DUBLIN
AND ALAMEDA COUNTY FOR THE PROVISION OF
VECTOR CONTROL SERVICES
WHEREAS, since March 1, 1988, the City of Dublin has contracted with
Alameda County on an annual basis for Vector Control Services; and
WHEREAS, in lieu of participating in the countywide vector Control
Services District, the City of Dublin contracts directly with the County for
these services, and pays for program services with General Fund monies rather
than assessing Dublin property owners; and
WHEREAS, the City Council wishes to continue to contract with Alameda
County for the provision of Vector Control Services; and
WHEREAS, Section 7 of the current agreement between the City of Dublin and
the County provides for an automatic renewal of the contract; and
WHEREAS, it is necessary to amend the agreement in order to update the
contract SPECIAL TERMS AND CONDITIONS (Exhibit A); and
WHEREAS, the City Council adopted Resolution 82-89 which was based on
preliminary estimates of the number of benefit units; and
WHEREAS, the final numbers represent an increase over the figures
indicated in Resolution 82-89.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Dublin does hereby rescind Resolution 82-89 and amend the Agreement between
Alameda County and the City of Dublin for the provision of Vector Control
Services, dated September 26, 1988, by incorporating Exhibit A, which is
attached hereto and shall be considered as a part of this Resolution.
BE IT FURTHER RESOLVED, that this exhibit shall be effective July 1, 1989
and shall supersede Exhibit A contained in the current agreement.

4 . The Board of Supervisors shall adjust the rate annually , which shall
equal the benefit assessment rate established for the County Service
Area .

6 . The above net revenue ( 4c) which is the amount of money allocated by
CITY in Paragraph 3 of the contract shall be adjusted annually , in
accordance with Section 4 and 5 of this Exhibit .
