FINANCIAL Total funding in the approved 1989-90 budget is $43,500. STATEMENT: DISCUSSION: On June 27, 1989, the Dublin City Council conducted a series of contract review and budget hearings. One of the items discussed was Community Cable Television. For the past several years the City of Dublin, along with the cities of Livermore, Pleasanton and San Ramon, has supported Tri-Valley Community Television (CTV) . This is a non-profit corporation which provides public access programming. This year, CTV requested additional funding from the cities to support the production of new programs. The City Council agreed to fund CTV (payable in two installments) at the higher service level contingent upon the following: 1. CTV must submit to the City a programming schedule detailing the proposed increase in new programming. 2. CTV must submit to the City a six month service evaluation upon which the City will base its second funding installment. Pursuant to Council's request, CTV has submitted a number of reports (Exhibits A, B & C) detailing the CTV Business Plan, Programming Schedule and Production Report. The intent is to use these reports as benchmarks to gauge progress towards the annual service level. The Programming Schedule indicates a significant increase (from 22 in 1988-89 to 52 in 1989-90) in the number of "580/680 News" programs to be produced. In addition, CTV proposes increases in the following programs: Mayor's Report, Valley Forum, Valley Magazine, Let's Talk Sports, and Young at Heart. Staff recommends that Council review the reports submitted by Tri-Valley Community Television and provide input. A CTV representative will be in attendance at the Council meeting to respond to questions. If the reports are acceptable, Council should authorize staff to release the first funding installment. VALLEY FORUM This budget mades possible exciting upgrades to this important public affairs program. Valley Forum has been the staple public affairs format for about ten years. Over that,. long period, it has served our valley' s needs well in the areas of panel discussions of local issues , election coverage, and voter education. It has darned a reputation as a neutral ground for vital local discussions. It has served as a forum for local press editorials . None of this will chance. But sections will be added to the format that will allow us to use topical material that is a little too lengthy for the news, or that spins off the news. Also, an upgrade of the set and on-set name of the program will be designed and implemented. tifINI-DOCUMENTARY ON DUBLIN CITY HALL As the city hall nears completion, this time period is the appropriate time to utilize our collected footage to create a short video on the progression and completion of the Dublin Civic Center. A selection of interviews of city officials and city staff will be needed in order to put this togethc:?r. ! ONGOING GOALS The ongoing goals will continue to include increasing awareness and viewership, increasing funding from additional sources such as corporate sources, and increasing programming based on the success of acquiring this additional funding.
