RECOMMENDATION: Leave the Downtown Street Light Additions project as-
is in the 1992-93 Fiscal Year and review its priority
in June, 1990, with the other CIP's.
FINANCIAL STATEMENT: Estimated cost to install the seven street lights
needed for Golden Gate Drive, including design and
inspection, is $35,000. The entire Downtown Street
Light Additions CIP is estimated at $137,000.
DESCRIPTION:
In December, 1989, Staff received a phone call and, later, the attached letter
and petition from the employees of SmithKline Bio-Science Laboratories
requesting that street lighting be installed on Golden Gate Drive. The
SmithKline facility operates 24 hours a day, and some of the employees either
park on the street or use public transportation and walk to the building from
the bus stop on Dublin Boulevard. Street lighting is presently installed at
the Dublin Boulevard intersection but not along Golden Gate Drive. The street
is dark at night, as lighting from adjacent businesses is limited. On-street
parking is heavy.
The 1988-93 Capital Improvement Program contains a project to install street
lighting in five locations: Golden Gate Drive, Clark Avenue, Sierra Court,
Sierra Lane, and four lights on Amador Valley Boulevard just east of Village
Parkway. The entire project would install 30 lights. This Street Lighting
Capital Improvement Project is currently proposed to be done in the 1992-93
Fiscal Year.
The estimated cost of providing street lighting for Golden Gate Drive only is
$35,000. Utilities are underground on Golden Gate; so the cost of providing
the lighting is much higher than the cost would be if the lighting were served
from overhead lines. The estimated cost of the entire Downtown Street Light
Additions CIP is $137,000.
Staff recommends that this project be reviewed during the annual review of the
Five-Year Capital Improvement Program in order to determine whether the
project should be moved up in time. Alternate options to Staff's
recommendation are:
1) Create a separate Capital Improvement Project to install lighting on
Golden Gate Drive at an estimated cost of $35,000 and proceed with design
of the project, to be constructed in this (1989-90) Fiscal Year. This
would require a budget transfer from unallocated funds.
2) Direct Staff, in the preparation of the next draft Five-Year CIP, to move
up the Golden Gate Drive portion of the street lighting CIP to the 1990-91
Fiscal Year.
3) Direct Staff, in the preparation of the next draft Five-Year CIP, to move
up the entire Street Lighting CIP to the 1990-91 Fiscal Year.

Dear Mr. Thompson,
I am requesting your urgent attention to the security and safety
problems on one of Dublin's city streets; specifically, the lack of
street lights on the 6500 block of Golden Gate Drive.
SmithKline Beecham Clinical Laboratories is located at 6511 Golden
Gate Drive. We have approximately 300 employees who work out of
this facility. Our company operates 24 hours, 7 days a week. Some
of our employees have to park on the streets while other employees
utilize public transportations on Dublin Boulevard. The lack of
proper lighting represents a safety hazard to our employees and
employees of the adjacent businesses.
As per the advice of the Mayor's secretary, I am sending you a
signed petition from our employees. Thank you in advance for your
attention.
