FINANCIAL STATEMENT:
A valuation estimate of the two parcels, prepared by Alameda
County, concludes that the two parcels are approximately equivalent
in value. It is proposed that the City recover the value of the
property and any costs associated with acquiring the 6-acre parcel
from future developments which would require the westerly
extension of Dublin Boulevard.
DESCRIPTION: On September 12, 1995, the City Council declared as surplus a .93-
acre parcel which is excess right-of-way along Dublin Boulevard westerly of Silvergate Drive. The
property is owned in fee by the City and is not needed for roadway purposes. As required by the
(2overnment Code, Staff' has contacted local and regional housing and recreational agencies and has been
advised by each that there is no interest in acquiring this parcel.
Kaufrnan and Broad, developer of the Donlan Canyon site, has an option on the site and would like to
obtain this parcel for use as frontage for the development. As compensation to the City, Kaufman and
Broad is proposing to deed an approximately 6-acre parcel which may be needed by the City for the future
westerly extension of Dublin Boulevard if the City Council approves the Schaefer Heights project or some
other development to the west.

Staffhas obtained a valuation estimate through Alameda County on both of these parcels to insure that
this transaction would not be a gift of public funds. The City's .93 acre parcel was estimated at $60,000
per acre, or a total of $55,800. Kaufman and Broad's 6.31-acre parcel was estimated at $8,000 per acre,
or a total of $50,480. The City's contract appraiser concludes that the parcels are of approximate
equivalent value for this transaction.
The value of the 6-acre parcel, as well as the cost of acquisition, is proposed to be recovered from future
developers of projects which would require the westerly extension of Dublin Boulevard for their
developments.
If Dublin does not acquire the 6-acre parcel at this time, the area would be deeded to the Donlan Canyon
Homeowners' Association for open space. Any future developer west of the Donlan Canyon site would
then need to acquire the land from the Homeowners' Association.
Staff recommends that the City Council adopt the resolution approving the exchange of property with
Kaufman and Broad, or with the present owner if Kaufman and Broad has not exercised its option at the
time of exchange.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AUTHORIZING EXCHANGE OF PROPERTY WITH
KAUFMAN AND BROAD
WHEREAS, on September 12, 1995, the City Council declared the property shown on Exhibit A
("Property") as surplus; and
WHEREAS, the staff offered the property to designated agencies, which have declined to purchase
it; and
WHEREAS, Kaufman and Broad ("K & B"), as the owner of the property adjacent to the
Property, or the present owner ifK & B has not exercised its option to. purchase the adjacent property at
the time that property is exchanged, desires to acquire the Property to use as part of its development of the
Donlan Canyon project; and
WHEREAS, the City has received a valuation estimate for the Property which established a value
of $55,800; and
WHEREAS, K & B has offered to compensate the City for the Property by dedication in fee simple
of the approximate six acre parcel shown on Exhibit B (the "Six Acre Parcel"); and
WHEREAS, the Six Acre Parcel will be required for the extension of Dublin Boulevard if any
properties to the west of the Donlan Canyon project develop in the future; and
WH]EREAS, the City has received a value estimate of the Six Acre Parcel which established a value
of $50,480;
NOW, THEREFORE, BE IT RESOLVED that
1. The City Council authorizes the City Manager to execute a quitclaim deed for the Property
to K & B (Exhibit C hereto); and
2. The City Council authorizes the City Manager to accept the grant deed from K & B to the
Six Acre Parcel (Exhibit D hereto) as consideration for the property; and

3. It is the Council's intention to recover the value of the land deeded out, plus the cost of
acquiring the Six Acre Parcel, which the Council determines to be $55,800 plus appraisal fees, from the
future developer(s) of any properties to the west of the Donlan Canyon Project who require the extension
of Dublin Boulevard for their project(s), together with interest at the rate earned by the City on its invested
funds from the time the grant deed is accepted until the City recovers the sum.
