HomeMy WebLinkAboutItem 4.12 Purchase Police Patrol Vehicle O CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: MAY 14, 1990 SUBJECT Police Patrol Vehicle Purchase EXHIBITS ATTACHED Vehicle Specifications RECOMMENDATIONS Authorize Staff to solicit bids for three ( 3 ) marked patrol vehicles and solicit bids for detailing and transfer of emergency equipment to all vehicles. FINANCIAL STATEMENT Estimated cost per patrol vehicle - $15, 500 . Estimated cost for detailing and transfer of emergency equipment for all vehicles - $4 , 350 . The cost of replacing vehicles is funded from the Internal Services Fund. DESCRIPTION Currently, the City owns ten(10) police vehicles; eight (8) marked units and two ( 2) unmarked vehicles. Based on the current mileage of City owned police vehicles, three ( 3 ) marked vehicles should be replaced during Fiscal Year 90/91 as a continuation of vehicle purchases beginning in fiscal year 89/90 . Warranty on these three vehicles expired on July 21 , 1989. As a result of the warranty expiration, these vehicles have incurred substantial maintenance and repair costs since that date. This will allow replacement of vehicles which will reach 80 ,000 miles during 90/91 or will cost the City a significant amount in repairs. Most major mechanical problems and repairs occur during the 80 ,000-90 ,000 mile period. In addition, breakdowns and towing increase beyond acceptable limits after 80 , 000 miles. Police Services must have a dependable pool of reliable emergency service vehicles. In accordance with the City's Purchasing Ordinance, the replacement of police vehicles should be the result of a competitive bid. In addition to the vehicle itself, consideration will be given to the cost/benefit of buying an extended warrant/service package for each vehicle as well as the cost of transferring and replacing all associated radio and emergency equipment from the old cars to the new cars and/or replacement. The City will have sufficient reserves in the Internal Service Fund to replace these vehicles in Fiscal Year 1990-1991 . As of May 1990 , Police vehicles had the below listed mileage and will be approaching approximately 80 ,000 miles on the dates indicated. VEHICLE MILEAGE IN APRIL 1990 ESTIMATED 80,000 MILES DATE D-2 60,173 April 1991 D-4 62 , 449 February 1991 D-7 75, 286 July 1990 All existing emergency equipment will be transferred to the new vehicles. This service is available from Alameda County Communications , the major vendor and installer of police communications equipment in Alameda County. Each vehicle will require two City decals, striping and lettering. These services are available from MCR Company of Oakland and Everetts Sign Design of Dublin. --------------------------------------------------------------------------- COPIES TO: ITEM NO.— ' : SPECIFICATION .QUESTIONNAIRE' CLASS "E" SEDAN GENERAL: Make and Model--Ford Crown Victoria "S" Year--1990/1991 ENGINE: Make--Ford Model--Windsor 5 . 8L No. Cylinders--8 Displacement--351 Cubic Inches TRANSMISSION: A.O.D. with Four Speeds ALTERNATOR: Maximum Output--102 Amps Idle Output--72 Amps @ 700 RPM (49 Amps @ 550 RPM) BATTERY: Make--X otorcraft (Per Specification) BRAKES: Front--Disc Type Rear--Drum Type TIRES: Make--Goodyear Eagle GT+4 Size--P225/70HR15 Ply and Belts--Tread 2 Steel Belts/2 Nylon Overlays/2 Poly Cords Sidewall 2 Poly Cords MEASUREMENTS: Wheelbase--114 . 3 Inches EPA Luggage Compartment Capacity--21 Cubic Feet ( 22 Cubic Feet without Spare) REAR AXLE: Ratio--2 .73 PERFORMANCE--ACCELERATION: 0 to 60--11 .19 Seconds 0 to 100--34 . 02 Seconds 50 to 100--25 .78 Seconds Top Speed--121 . 0 MPH A C C E S S O R I E S AIR CONDITIONING POWER DOOR LOCKS POWER FRONT BUCKET SEATS - HEAVY DUTY CLOTH VINYL REAR SEATS RAIN GUTTERS OVER FRONT DOORS INTERMITTENT WINDSHIELD WIPERS LOCKING GAS CAPS WITH UNIVERSAL KEYS SIDE BODY MOLDING UNIVERSAL IGNITION, DOOR KEYS LEFT AND RIGHT CLEAR CHROME, POST MOUNTED SPOT LIGHTS HEAVY DUTY SUSPENSION PAINT - FACTORY WHITE UNDERCOATING RADIO WITH ANTENNA INSTALLED - AM/FM STEREO FULL SIZE SPARE TIRE POWER WINDOWS FUEL INJECTION TILT WHEEL Vehicle, Special Service, 2310-91K-03 STATE.OF CALIFORNIA California Highway Patrol (CHP) Class 'E' Specification 2310-91K-03 m Title 49, Code of Federal Regulations, Chapter V -Federal Highway Vehicle, Special Service Administration, Department of Transportation.
