Alameda County formed its Complete Count Committee in order to maximize 1990 Census participation and to ensure that residents of Alameda County are counted. To date, the Alameda County Committee has coordinated a number of outreach and publicity activities to compliment the national promotion efforts. During the next two months, the Committee will sponsor two final promotional Census campaigns: "There's Still Time" and "Were You Counted." To assist in these efforts, the Alameda County Board of Supervisors will hire part-time Census Coordinators to work with community organizations throughout the County. City staff has provided the County with a list of local resources to assist with these promotional activities. In addition, the Committee has asked that each City make an announcement regarding the importance of a complete census count at every Council meeting through June, 1990. Staff recommends that the City Council make such announcement during the Oral Communication portion of each subsequent Council meeting through June 1990. --------------------------------------------------------------------------- COPIES TO: 4. OF DUBLIN CHARLES SANTANA meda County SUPERVISOR SECOND DISTRICT FROM: I rles Santana, Supervisor ir , Census Complete Count Committee DATE : April 18 , 1990 SUBJECT: Census Complete Count Laison The Alameda County Census Complete Count Committee has had a number of meetings in the past few weeks . We have been concentrating on specific populations in the county which are typically undercounted in the census . Every person who is not counted will mean a loss of several hundred dollars of state and federal funding for each of the next ten years . Confidentiality will be emphasized . To assist in this effort, it is proposed that the Board of Supervisors hire part-time coordinators to work with community organizations throughout the county. The coordinators would act as a laison between the county, cities and organizations . The leaders of each organization would coordinate their activities and discuss their needs with city representatives and the county coordinators . The coordinators would provide information and assistance. I have previously contacted your Mayors regarding the efforts of the Census Count Committee . To further assist in this effort, we would appreciate receiving the name of community organizations that could be contacted to receive information on the census . If your city has already completed this process , please advise us . We would also like to suggest that you provide complete count information to your radio and TV stations if you have not already done so . In addition, it would be very helpful if each city would make an announcement about the importance of a complete census count at every council meeting through June, 1990 . I have attached a list of Alameda County ' s Complete Count Committee members . Some of them may be contacting you for more information. If you have any questions of need any additional information, please feel free to call my assistant, Lee Perez . Thank you for all of your assistance . CS• jb CC: All Mayors of Ala . Winton Ave. Hayward, CA 94545 March 9, 1990 compcnt. l0 1990 CENSUS COMPLETE COUNT STATEMENT The 1990 Census marks 200 years of census taking in the United States. On March 23, 1990, the U.S. Postal Service delivered census questionnaires to over 88 million households nationwide. Residents were asked to complete and return the questionnaires by April 1. Census data is used to apportion seats in the U.S. House of Representatives and to determine state and local legislative boundaries. In addition, census data is used in allocating billions of state and federal dollars to local government to address community needs. From Census Day, April 1, 1990, until June of 1990, census workers will be contacting the households that did not return the census questionnaires. Census staff will contact residents by telephone and in person to provide assistance. As of May 1, 1990, only 69% of the households in our District (Tri-Valley Area and San Leandro to Fremont) have returned their completed census questionnaires. Dublin's response rate was slightly above the District's average (71.6%) . To further increase the response rate, the Alameda County Complete Count Committee is working with local schools, corporations, community groups and cities to strengthen public awareness. On behalf of the Dublin City Council, we urge the residents of the City of Dublin to STAND UP AND BE COUNTED. If you have not yet completed your 1990 census questionnaire, please take a few minutes to do so. Thank you for your cooperation!
