SUBJECT: Written Communication: Request by Dublin Fine Arts
Foundation (DFA) to Recognize Donors On Wall Adjacent
to the Dublin Boulevard Fountain.

RECOMMENDATION: ,n Consider Request and if appropriate, direct Staff to
develop an agreement between Dublin Fine Arts
Foundation and the City.
FINANCIAL STATEMENT: The proposal anticipates that all costs would be
paid for by the Foundation.
DESCRIPTION: The Dublin Fine Arts Foundation has developed a
fundraising program which would recognize donors.
The intent is to utilize a wall adjacent to the Dublin Boulevard Fountain
as a place to recognize DFA contributors. The program anticipates
recognizing contributors of $100. The recognition level is being selected
to encourage individual members of the community to participate in the
program. The Foundation. is hoping to obtain larger contributions from
service clubs or corporations to underwrite the cost of installing the
recognition tiles. Ms. Baer has explained to City Staff that the City
would not be expected to make a financial contribution to the project.
They are only requesting authorization to install the plaques on City
property.
In consultation with David Gates & Associates, the Foundation has requested
permission to install the tiles on a gray concrete wall to the right of the
stairs leading from the plaza to Dublin Boulevard. (see Sketch) . DFA
anticipates that initially up to 200 tiles could be adhered to the wall.
The tiles are dark brown and a sample will be available at the meeting.
It is DFA's intent to arrange for the production of the tiles in groups
based upon contributions received. Given that they will incur costs for
both production and installation, they will want to proceed only after a
significant number of contributions are received.
Staff believes the project can become a successful method for DFA to obtain
community funding. The City Council has previously approved other projects
undertaken by the Foundation, which are to be displayed at the Civic
Center. The Civic Center has become a central location which the
Foundation utilizes to further their goal of encouraging an awareness and
appreciation of all areas of artistic expression. It seems appropriate to
also incorporate recognition of the donors on the Civic Center grounds.
Staff would recommend that if the City Council concurs conceptually with
the proposal, that an agreement between the City and the Foundation be
developed. The issues of construction must be clearly identified. For
example, the City needs to be assured that any Contractor working on the
installation has the proper insurance coverage and that the workmanship is
appropriate. In addition, future maintenance and/or repair of damaged
tiles must be considered. The Executive Director has indicated that it was
their intent to handle the initial installation only. They believed that

the type of the selected was considered to be more resistant to vandalism
than other types.
Staff would recommend that the City Council approve the DFA request and
direct Staff to develop an agreement. It would be helpful for Staff to
have direction on any important elements, which the City Council would like
to have incorporated in the agreement. This would include whether the City
Council is willing to accept the future responsibility for maintenenace.

Dear Mayor and City Council Members:
The Dublin Fine Arts Foundation is committed to bringing to
the community the best art available and to serve the whole
community by emphasizing quality and education in the arts.
By focusing art and art programs in the Civic Center, every
citizen of Dublin will have the opportunity to partake and
enjoy art enrichment. Our goal is to encourage the
awareness and appreciation of all areas of artistic
expression.
In order to achieve our goals, there is a need to adopt
fundraising programs that will insure the continuation of
the Foundation. We would like the approval of the City
Council to create a program that will be both aesthetically
pleasing and long lasting - "Buy a Place in Dublin's History
and Build for Art" . For a cost of approximately $loo, an
individual, family, or business will have their name
inscribed on a the permanently installed in the Civic
Center area. We have consulted David Gates, Landscape
Architect for the Civic Center, and he has suggested the
area adjacent to the Plaza Fountain for the tiles. He has
also recommended a tile that will compliment the building
and surrounding landscape. We have located an engraver to
do the engraving. This program has proven successful in
many communities around the Bay Area, including San
Francisco (Golden Gate Bridge Promenade) , Berkeley (Berkeley
Repertory Theatre) , and Pinole (Civic Center) . In every
case, the citizens have supported the program and the
organizations have benefited with substantial ongoing
revenues over a long period of time.
We have explored the details of creating the "Buy a Place in
Dublin's History - Build for Art" program and I will be
happy to discuss them with you. I will look forward to
answering any further questions.
