AGENDA STATEMENT
CITY COUNCIL MEETING DATE: June 25, 1990
SUBJECT: Request for purchase approval to acquire three
police marked cars. Report prepared by
P. Molina.
EXHIBITS: Two bids from Shamrock Ford and one bid from
/Fremont Ford.
RECOMMENDATIONS: To purchase the three fuel injected police cars
from Shamrock Ford of Dublin.
FINANCIAL STATEMENT: Cash purchase price net of 1% sales tax
to the City is $45,394.49.
DESCRIPTION: In May the City Council authorized the Staff to
issue bids for three marked police vehicles. Copies of the bid
were mailed to fourteen car dealers in the general area. Three
bids were received from two car dealers: Shamrock Ford of Dublin
submitted two bids and Fremont Ford located in Newark submitted
one bid.
Though the bid specifications identified that the vehicles were
to include fuel injection, 5.8 liter engines, the City provided
the right to the bidder to allow for substitute for like
equipment. The three bids received were for Ford Crown Victoria
automobiles. Ford cars come with either a 5.8 liter carbureted
engine or a 5.0 liter engine with a fuel injection system.
Shamrock Ford included one bid for vehicles with 5.0 liter
engines with fuel injection systems, and another bid for cars
with carbureted, 5.8 liter engines. The Fremont Ford bid was
only for vehicles with 5.8 liter, carbureted motors. It has been
determined that all three bids were responsive to the engine
requirements in the bid specifications.
The bid from Fremont Ford was not responsive to the bid
specification in the area of front seat requirements. The bid
specifications listed `power front bucket seats-heavy duty cloth'
as a requirement, but the Fremont bid was for vehicles with
manually adjusted front seats. The Fremont bid should be rejected
on the basis that it was not responsive to the bid specifications
in the requirements for power-front-bucket-seats.
The engines with the fuel injection system are more fuel
efficient by 30% when compared to the fuel consumption of the
motors with carburetors:

The police prefer cars with the fuel injection system (EFI) in
part because of the fuel efficiency and also because the
carbureted models have proven to be troublesome. The cost
information from both bids are shown below:

Taking into consideration the net affect of the portion of sales
tax returned to the City, and the fuel efficiency of the EFI
engine over the carbureted motor during the first year of use,
staff determined that the overall savings of choosing the
Shamrock Ford EFI car bid over the Shamrock Ford carbureted
engine car bid is $1,414.74. [The amount of the fuel savings for
the EFI cars was determined by applying 25,000 miles for the
estimated amount of usage for each car each year, with fuel
prices at $.9413 1ga77on and comparing fuel costs using 13 miles
per gallon versus 17 mike per gallons. The result is an
approximate savings of $425.92 per vehicle per year with an EFI
engine, or a total savings of $1,277.76 for all three cars per
year.]
RECOMMENDATION:
Because all three bids were responsive to the engine requirements
in the bid specifications; and due to the fact that the Fremont
bid should be rejected on the basis that it was not responsive to
the bid specifications in the requirements for
power-bucket-front-seat; and finally since the difference in the
cash price between the Shamrock Ford EFI and carbureted engine
car bids generates a savings of $1,414.74 for the EFI engine; the
Staff recommends accepting the bid for the three cars with the
fuel injection systems from Shamrock Ford.

The City of Dublin, California is inviting you to submit a bid
for the City's purchase of THREE ( 3 ) police patrol vehicles.
Enclosed are the bid specifications required by the Dublin City
Police Department. Though the basics of the bid specifications
are the same as those for the California Highway Patrol for 1990 ,
-the City is providing you the allowance to substitute for like
(or better) equipment. Additionally, the City's bid includes
accessory items , which are considered an integral part of the
City's bid.
The bids will be opened at City Offices located at 100 Civic
Plaza, Dublin , California 94568 at 10 : 00 AM, Tuesday, June 12 ,
1990 . Staf-f: will prepare a recommendation to the City Council by
June 20th, and the City Council will award bids at the Council
meeting Monday, June 25th.
All responsible bidders are welcomed to submit bids .

NOTICE IS HEREBY GIVEN that bid proposals will be received until
9 : 59 A.M. Tuesday, June 12 , 1990 , at the City of Dublin Offices ,
which are located at 100 Civic Plaza, Dublin, California 94568 .
Sealed bids will be accepted for THREE ( 3 ) patrol vehicles , as
outlined in the specification. The competency and responsibility
of the bidders will be considered in making the award. The City
reserves the right to reject any or all proposals , to determine
the lowest responsible bidder and to waive any informality or
irregularity in the proposals submitted.
The Staff recommendation to the City Council concerning the
Police Patrol Vehicles bids will be :available by June 20 , 1990 .
The bid will be awarded by the City Council on June 25 , 1990 .
