Resolution Amending the Classification Plan 2. Resolution Amending the Salary Plan for Part-Time Personnel RECOMMENDATION: opt Resolutions FINANCIAL YL STATEMENT: Recommended salary range - $5.00 - $10.00 per hour. Adequate funds have been included in the Fiscal Year 1990-91 budget to fund various Intern positions (i.e. , Building & Safety, Engineering and Planning) . DESCRIPTION: The City's Personnel System is governed by several documents including a Classification Plan and Salary Plans. The Classification Plan designates job titles, responsibilities and qualifications for each full-time and part-time City position. The Salary Plans prescribe specific salary ranges for these positions. The current Classification Plan and the Salary Plan for Part-Time Personnel include job descriptions and salary ranges for three intern positions (i.e. , Engineering Intern, Planning Intern and Recreation Intern). During the 1990-91 Budget Hearings, the City Council approved the addition of another intern position: Building & Safety Intern. The job requirements for the new Building & Safety Intern position are similar to those of the other City intern positions, which include: - Assisting with various studies and reports - Preparing written correspondence (i.e. , letters, memos, reports) - Communicating effectively both verbally and in writing - Performing non-professional assignments and general office work typical of an intern/trainee position - Ability to complete assignments in a timely manner - Upper Division college course work - Possession of a valid California Driver's License Rather than creating another classification for the new Building & Safety Intern position, staff recommends creating a general "Intern" classification to encompass all of the City's intern classifications. With regard to the salary ranges for the various intern positions, all of the salary ranges are currently $5.00 - $10.00 per hour. Therefore, it is recommended that the salary range for the new "Intern" classification remain at $5.00 - $10.00 per hour. Accordingly, staff recommends that the City Council adopt the attached Resolutions which amend both the Classification Plan and the Salary Plan for Part-Time Personnel. The proposed resolutions will replace the existing classifications and salary ranges (i.e. , Engineering Intern, Planning Intern and Recreation Intern) with the new "Intern" job description and salary range. ---------------------------------------------------------------------- !� COPIES TO: ITEM NO. "'7 r RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN --------------------- AMENDING THE CLASSIFICATION PLAN WHEREAS, in accordance with the Personnel System Rules, the City Council adopted Resolution No. 30-84 and subsequent amendments which comprise the Classification Plan; and WHEREAS, -the Classification Plan designates job titles, responsibilities and qualifications for each full-time and part-time City position; and WHEREAS, it is necessary to periodically update the Classification Plan. NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent amendments shall be further amended to replace the existing job descriptions for the Engineering Intern, Planning Intern and Recreation Intern with the "Intern" job description as set forth in Attachment A. BE IT FURTHER RESOLVED that this document shall become a part of the official Classification Plan for the City of Dublin. PASSED, APPROVED AND ADOPTED this 23rd day of July, 1990, by the following vote: AYES: NOES: ABSENT: Mayor City Clerk C I T Y OF D U B L I N INTERN (Part-Time Position) THE POSITION Under the direction of a professional staff person, performs a variety of project assignments and general office work typical of an intern/trainee position. May be assigned to any one of the City's operating Departments (i.e. , Building & Safety, City Manager's Office, Finance, Engineering, Planning, Recreation) . EXAMPLES OF DUTIES - Assists in preparing various studies and reports - Conducts field surveys and inventory studies for various city programs - Prepares written reports and related correspondence on assigned projects - Performs miscellaneous office duties as required - Read plans, maps, ordinances, laws and related documents - Capable of assuming multiple projects of varying degrees of complexity - Performs other duties as required QUALIFICATIONS Education and Experience Upper division college student preferred. Academic course work should relate to City government, public administration and/or general office practices. Experience or course work in one of the above disciplines is desirable but not required. Knowledge and Abilities Knowledge of basic principles and fundamentals related to the above disciplines. Knowledge of office organization and procedures. Ability to complete assignments in a timely manner; to fulfill specified work hour commitments; to establish and maintain cooperative working relationships with those contacted in the course of work; and ability to communicate in an effective manner. Computer skills desirable. License Requires valid California Class III driver's license to be secured prior to employment and maintained current as a condition of continued City employment. RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN --------------------- AMENDING THE SALARY PLAN FOR PART-TIME PERSONNEL WHEREAS, the City Council adopted Resolution No. 130-88 and subsequent amendments which comprise the Salary Plan for Part-Time Personnel; and WHEREAS, the Salary Plan for Part-Time Personnel prescribes the minimum and maximum salary for each part-time City position; and WHEREAS, competitive salary provisions which will attract and retain quality employees are important to the organization; and WHEREAS, it is necessary to periodically update the Salary Plan for Part-Time Personnel. NOW, THEREFORE, BE IT RESOLVED that Resolution No. 130-88 and subsequent amendments shall be further amended by this Resolution to include the salary range of the newly created position of "Intern." BE IT FURTHER RESOLVED that the following part-time hourly salary range shall be established in accordance with the City of Dublin's Personnel System Rules: Intern $5.00 to $10.00 BE IT FURTHER RESOLVED that Resolution No. 130-88 and subsequent amendments shall be further amended by this Resolution to eliminate the existing salary ranges for the positions of Engineering Intern, Planning Intern and Recreation Intern.
