FINANCIAL STATEMENT: No Financial Impact.
DESCRIPTION: The Federal Government established a
National Flood Insurance Program in the mid 1970 ' s. The purpose
is to restrict building in flood prone areas in order to mitigate
costs of flooding. Any property financed by an institution that
receives any Federal funding, such as Banks and Savings & Loans
must purchase flood insurance if within areas subject to
flooding. In addition cities are required to have ordinances
that restrict construction in flood areas. Ordinance 42-87
satisfies the Federal Government.
The impact of these regulations in Dublin is minimal. There are
62 single-family dwellings; 16 multi-family buildings containing
118 dwelling units; and 40 non-residential buildings subject to
Ordinance 42-87 . According to the Department of Water Resources
there are 28 flood insurance policies in effect in the City.
Zone A on Exhibit 2 are the areas affected by these regulations.
In the area west of Interstate 680, the ground surface is very
close to the flood elevation. In the residential areas the
houses have raised wood floors and therefore are well above the
estimated flood level. The floor level of the buildings along
Amador Plaza Road are at, or above, the estimated flood level.
Some of the older buildings along Scarlett Court may be affected,
but the buildings built in the County after establishment of the
flood zones, in the middle 1970 's are above the estimated flood
level.
The attached Department of Water Resources letter notes there are
serious engineering, or other problems with the maps or Flood
Insurance Study. This concern has resulted from the maps being
out of date. Since the maps were prepared in 1974, there have
been many flood control improvements constructed. Channels have
been constructed in the Scarlett Court area and many improvements
have been made down stream in Pleasanton. This may reduce or
eliminate the area subject to flooding in the Scarlett Court
area.
Staff intends to request the Federal Government to do a Local Map
Maintenance Program. This program financed by the Federal
Government would result in the updating of maps based on the
latest flood control improvements. This could result in reducing
or eliminating the areas subject to flooding and thus may reduce
insurance costs to Dublin property owners.

This letter is to notify you of findings of a Community Assistance Visit to
the City of Dublin. On October 9 , 1990, B. J . Smith met with your staff to
discuss the City's administration of its Flood Damage Prevention Ordinance
(No. 42-87) as part of the Federal Emergency Management Agency's Community
Assistance Program. The program is designed to provide assistance in
administering federal regulations related to the National Flood Insurance
Program.
Your staff appears Ito be doing a good job of enforcing your ordinance, and
they are to be commended for their efforts toward mitigation of flood hazard
areas and implementation of your floodplain management program. FEMA has
agreed to provide guidance to your staff in applying for a restudy of a
portion of the city's flood hazard area.
Copies of this letter and report are being forwarded to Mr. Victor Tauger and
the FEMA regional office. Please thank your staff for their cooperation in
the Community Assistance Visit process. If you have questions related to this

PART B — NARRATIVE
1. Background
The City of Dublin entered the regular phase of the National Flood Insurance Program (NFIP) on
September 9,1982. The last Community Assistance Visit was on March 21,1984. Since its incorpora-
tion in 1982, Dublin has grown steadily to its current population of about 24,000 -people. There has
been some channelizing of streams within the city. The County Flood Control and Water Conserva-
tion District (FCWCD) has responsibility for maintaining the channels. In addition to its flood dam-
age prevention ordinance, Dublin uses the county's Waterway Protection Ordinance, which requires a
setback from active streams, to regulate development along streams within the city.
Historically, the city has experienced very little in the way of flood damage. The only residential de-
velopment in a flood hazard area, west of Interstate 680 and north of Amador Valley Boulevard (a
pre—FIRM development) did not flood in 1983 or in 1986. Most of the flood insurance policies in
the city are for residences within this area. City staff believes that this area should be reclassified as
Zone B or Zone C on the Flood Insurance Rate Map (FIRM).
According to FEMA statistics for December 31,1989, there are 28 flood insurance policies in effect in
the city, including 16 "write—your—own"policies, with a total coverage of $2,762,000.
In the last year, the city has issued five building permits in flood hazard areas, all for additions to
existing structures. All permits were certified to be in compliance with the city's ordinance. No vari-
ances were granted for structures in flood hazard areas.

[1]0n September 14,1987, the City of Dublin adopted Ordinance No. 42-87 to amend the city's
flood damage prevention ordinance to comply with revised NFIP requirements adopted in 1986. The
revised ordinance is compliant with current Federal regulations. The city's Building Official, currently
Mr. Victor L. Tauger, is designated as the floodplain administrator.
[2]City officials appear to be doing a good job of enforcing their floodplain regulations.
[3]The city has developed a large—scale base map with a contour interval of four feet, which indicates
that the ground elevation in the flood hazard area along Line J-3 west of Interstate 680 and north of
Amador Valley Boulevard is at or near the base flood elevations shown on the FIRM. City officials
believe this area should be re—mapped as Zone B or Zone C on the FIRM. FEMA (Ms. Elkins) is
to provide the city with guidance to request a restudy under the Limited Map Maintenance Program
(LMMP) for this area. The city recently annexed an extensive area which extends the corporate lim-
its to approximately the county line to the east, north of Interstate 580. The annexed area was
mapped as part of the unincorporated area of Alameda County (County FIRM Panel 115). City offi-
cials believe the Flood Insurance Study and FIRM are adequate for this area.

A field survey checked all flood hazard areas within the city, including the recently annexed area to
the east. The only problem noted was a need for channel maintenance along the Chabot Canal be-
tween Interstate 580 and 5th Street in Camp Parks. City officials were advised to request mainte-
nance from the FCWCD.
7. Follow-up
FEMA will provide guidance to the city in applying for a LMMP restudy of the area noted above.
8. Community.Action Needed
City officials intend to apply for a restudy under the LMMP for the area noted above. They should
request the County FCWCD to maintain the flow capacity of the Chabot Canal as needed.
