AGENDA STATEMENT
CITY COUNCIL MEETING DATE: January 14, 1990
SUBJECT: 1991 Goals & Objectives Study Session
(Prepared by: Richard C. Ambrose, City Manager)

RECOMMENDATION: Direct Staff regarding desired changes, if any, in
the format of the City's Goals & Objectives Study
Session

Objectives Study Session
FINANCIAL STATEMENT: None
DESCRIPTION: Since 1983, the City Council has held a special meeting
to define the 'Goals & Objectives for the City each upcoming year. This
special meeting during the last few years has been held during the month of
February in order to provide adequate time for City Staff to incorporate
the Council's direction regarding its Goals & Objectives for the upcoming
year in the preliminary budget.
The format for last year's Goals & Objectives Study Session included the
following elements:
Prior to Goals & Objectives Session
1 ) Staff prepares a status report on the current years Goals &
Objectives.
2) Staff prepares proposed Goals & Objectives recommended for
consideration by the City Council for the upcoming year.
3) Councilmembers individually rank the proposed Goals & Objectives with
a ranking of high, medium, low priority, or no priority (delete) .
Councilmembers may also identify additional goals for Council consideration
at the study session. Each Councilmember completes the prioritization of
the Goals & Objectives and submits the prioritization prior to the
designated Study Session.
Goals & Objectives Session
1 ) Staff and Council review progress on current years Goals & Objectives.
2) Staff reviews proposed Goals & Objectives by program area for upcoming
year.
3) Council hears public comment on Goals & Objectives.
4) City Council deliberates and collectively adjusts rankings of Goals &
Objectives by program area.
Post Goals & Objectives Session
1 ) Staff prepares an implementation plan for the City Council's adopted
Goals & Objectives, which is presented as part of the Preliminary
Annual Budget and Five-Year Capital Improvement Program Update.
If the City Council is interested in changing the format of the Goals &
Objectives Development Process as indicated above, appropriate direction
should be provided to Staff.
Staff would recommend that the City Council call a special meeting to
consider the Goals & Objectives during the last week of February.

ADJOURNED REGULAR MEETING - March 27,. 1990
An adjourned regular meeting of the City Council of the City of Dublin
was held on Tuesday, March 27 , 1990, in the West Room of the Shannoni
Community Center. The meeting was called to order at 6:45 p.m. , by
Mayor Paul Moffatt.
ROLL CALL
PRESENT: Councilmembers Hegarty, Jeffery, Snyder, Vonheeder and Mayor
Moffatt.
CLOSED SESSION
On motion of Cm. Jeffery, seconded by Cm. Vonheeder, and by unanimous
vote, the Council identified the need to add a closed session in
accordance with Government Code Section 54956.9 (a) . The title of the
litigation was not stated, because to do so would jeopardize the
City's ability to conclude existing settlement negotiations to its
advantage.
The Council then adjourned to a closed session.
PUBLIC MEETING RECONVENED
At 7 : 07 p.m. , the public meeting was reconvened with all Council-
members present. -
City Manager Ambrose advised that the purpose of this special meeting
was to review the status of the City's 1989 Goals & Objectives and to
then establish, prioritize and adopt Goals & Objectives for 1990.
1989 GOALS & OBJECTIVES
With regard to the 1989 adopted objectives, Mr. Ambrose explained that
56 (57%) are either complete or nearly complete. Of the 65 objectives
which were designated high priority objectives, 42 (65%) are completed
or nearly complete. There were only 4 high priority objectives in
which no action was taken. Since February, 1989 , Staff identified 19
major tasks or responsibilities which were added during the year.
These tasks or responsibilities impacted Staff's ability to accomplish
those objectives originally adopted by the City Council last year.
Mr. Ambrose advised that with the adoption of the 1989-90 Capital
Budget, the Council allocated funding for a total of 26 Capital
Equipment items and/or Capital Projects. In addition to these
projects, 2 Capital Projects were added to the Capital Budget during
the first half of FY 89-90 . Of these 26 projects, the City has
completed or is on schedule with 19 projects at this time.
On Page 2 of the 1989 Report, under Finance goals, . Cm. Hegarty
discussed item 3 .b. , implementation of the Police Computer Aided
Dispatch Police Records System Software. He thought this should be a

high rather than medium priority for Staff. Mr. Ambrose explained
that the County is not yet on line with the CAD system, but should be
by June, 1990.
On Page 3 , Intergovernmental Relations, 2 goals dealt with meeting and

1990 GOALS & OBJECTIVES
Mr. Ambrose advised that the 1990 Preliminary Goals & Objectives
include a total of 105 objectives. This includes 35 new objectives
proposed for 1990. The remaining objectives have been carried over
from the previous year and/or have been expanded in scope.
Cm. Vonheeder stated that in some cases she had not ranked projects
and explained that if Staff was already working on something, she did
not feel a need to rank them, as they are already being done.

The Council discussed the goal to apply for Governmental Finance
Officers Association Certificate of Excellence for financial
reporting. Cm. Vonheeder felt that essentially, we are making great
strides and with the last audit, may have the necessary information
available to do this. Finance Director Molina stated he would like to
see this raised from a low priority to a high priority. Mr. Ambrose
explained the costs involved and felt that Dublin would benefit only
if it were going into debt, and he did not anticipate that we will in
the next year.
Also, under the Finance goals, George Zika questioned how many other
cities had done sales tax auditing programs, and how successful they
were. Mr. Molina advised that Livermore had done this and discussed
some of the information obtained.

With regard to the goal of working with the Chamber of Commerce in the
development of a community profile brochure, Cm. Snyder expressed
concern in that there are a lot of businesses that should be involved
that don't necessarily belong to the Chamber of Commerce.
High (89) Develop Press Release Program
Discussion was held regarding the goal of developing a Press Release
Program. Cm. Jeffery felt that press releases should be structured in
a manner that they not go through one person. We should make sure
that we inundate the press with as much information as we get.
Cm. Hegarty expressed concern that there are often misconceptions
about what the City is doing.
The development of a Press Release Program, when ranked by the
Council, received a medium priority ranking, and Cm. Jeffery
encouraged someone to raise their ranking. Mayor Moffatt agreed to
change his ranking to a high priority, thus giving the combined
ranking by the Council a high priority status.

Amendment Study
The Council discussed the goal related to the Hansen Ranch 10 lot
General Plan Amendment Study. Cm. Hegarty stated his reasons for
giving this a low priority, when the rest of the Council rated it
high. The City held extensive public hearings on this project at both
the Planning Commission and City Council levels. He felt that the
request for 10 more lots is simply greed. He did not feel it was
appropriate to have Staff put in a lot of time on this.
Cm. Jeffery stated she gave it a high ranking just to get it over
with.
Mr. Ambrose and Mr. Tong advised that 60-70% of the Staff work on this
is completed.

Cm. Snyder questioned what type of tools will be given to the intern
to accomplish the update to traffic signs and marking inventory. Mr.
Thompson advised that the City has an inventory and the intern will
actually do a field survey. Mr. Rankin advised that the intern will
also check for reflectivity and whether signs need to be replaced.

With regard to the goal to investigate the addition of a student
representative to the Park & Recreation Commission, the overall
Council ranking placed this as a medium priority. Cm. Jeffery stated
she felt it was important to involve kids in their local government,
and this would be a nice chance to have someone on the Commission
representing the youth. Cm. Hegarty agreed to change his rating to a
high, thereby placing this in a high priority. Staff pointed out that
this was listed as medium priority by error. It was actually already
a high priority.

Assessment Program
With regard to Disaster Preparedness, Cm. Snyder advised that the
School District is also required to have a disaster simulation
exercise program and questioned if we could coordinate somehow. Mr.
Rankin advised that the City has been doing this from the standpoint
that the City's Recreation Director is the principal staff person for
shelter locations and sharing information, plus some of their
equipment might be used.
Mr. Ambrose explained that Mr. Taugher is working on the development
of an earthquake damage assessment program. Cm. Snyder felt it would
be a good idea to have all the Valley cities work together on this.
Cm. Jeffery indicated she attended a seminar in Hollister shortly
after an earthquake and relayed some of the information. Quite often,
governments unfortunately tend to become the enemy in disaster
situations.
Cm. Vonheeder felt that if we lose communication, we need to have some
way to get information to the people.
Mr. Rankin stated that all the preparedness information indicates that
neighborhoods need to be prepared to fend for themselves for 3 days
following a disaster.

With regard to the goal listed to work with Tri-Valley Council to
develop Regional Transportation Plan, Cm. Vonheeder advised that all
the Valley Staffs feel pretty much the same about the recent MTC
report. It is highly unlikely that much of the information in their
report will be used to draft the RFP. All the cities have grave
concerns related to the conclusions of the report.

Cm. Jeffery requested that a goal be added under Capital Improvements
to move the "walk" signal buttons so they can be reached from a
wheelchair. Mr. Thompson advised that the intern will inventory
these. Mr. Rankin advised that the City is constantly being informed
that the extended poles have been knocked down.
