(Prepared by: Paul S. Rankin, Assistant City Manager)

from the Alameda County Waste Management
Authority.
DESCRIPTION: At the City Council meeting on September 10, 1990, the
City Council granted conceptual approval of development of a Compost
Education Site at Shannon Park. Staff was directed to work with County
representatives to develop an agreement and site layout.
The City is currently working with Consultants from the Alameda County
Waste Management Authority, to conduct studies and develop a plan for
reducing the amount of solid waste generated in the City. As required by
State Law (AB 939) , the City must achieve reductions of 25% by 1995 and 50%
by 2000. If homeowners would compost yard waste, this is one method of
reducing the amount of solid waste placed in the landfill.
The proposed project is being administered by Alameda County Vector
Control, which is a division of the Health Department. This helps to
assure that the composting is undertaken in a way which would not attract
rats or create other health related nuisances. The site will not be
available for residents to discard waste. Instead, it will show them how
to properly create a home composting facility and will also demonstrate
potential uses for the compost material. The County will obtain the
necessary compostable waste from the City Public Works Department or other
sources. County Staff supports the proposed location since it is ideally
suited for educational purposes. The central location coupled with the
Community Center provide flexibility in the design of seminars offered.
Staff has developed an agreement which allows the County to install the
improvements necessary. In addition to compost bins, there will be a kiosk
which can be used to explain the compost process.
The County would maintain the demonstration site and would conduct all
workshops at the location. They would also install raised planting beds to
demonstrate the use of compost to grown various plants. In the event that
the County elects not to continue the program, the City would have the
option of retaining the improvements, or requiring the site to be returned
to its original condition.
The proposed location of the site will be adjacent to the area designated
in the Shannon Park Master Plan as a Demonstration Garden Area. The Garden
Area was not developed with the recent Park renovation. This project would
complement the future development of the Garden Area. The Exhibits
attached to the proposed agreement identify the scope of the project and
its proposed location.

At this time, it is not anticipated that the City would incur any costs.
However, the City may elect to make additional improvements at its option
to the area. One possibility would be the installation of trees or shrubs
in the lawn area east of the proposed site. This would visually screen the
compost area from views looking from the West Room and the new patio
adjacent to this room. Another area which may be addressed would be the
installation of benches in the project area. Currently, the County has
elected to exclude benches from all sites due to limited funding. Staff
has suggested to the County that if benches are added, they should be the
same style as those installed in the park. This may be an improvement
which the City adds at a future date. It is anticipated that the cost of
these improvements could be handled as a part of the regular operating
budget. Also, County Staff have been cooperative and indicated a
willingness to work with the City on these issues. For example, if
screening plants were added, it may be possible for the County to install
the plants purchased by the City.
Staff believes that the overall goals of the program can be a benefit to
the entire community. It is recommended that the City Council adopt the
proposed resolution.
