The report tabulates police response to crimes reported or detected within the city, police activity relative to traffic offenses and/or accidents, programs instituted and/or regulated by the police services, and compares the 1990 policing effort with the previous year. The report is divided into three sections: a. Organization and personnel data including workload indicators and volunteer services. b. A statistical accounting of criminal activity and police responses for calendar year 1990. C. Comparison of calendar year 1990 statistics with calendar year 1989. Law enforcement, through the use of statistics, measures the department's workload, focusing mainly on Part I crimes. Review of the current calendar year report and comparing it with previous calendar year reports gives an indication of the services provided to the community. Below is an overview of Part I Crimes from 1989 and 1990. There are eight separate classifications that comprise Part I crimes. In comparing 1990 to 1989, four (4) classifications were reduced; two (2) classifications remain unchanged; and two (2) classifications have increased. Annual Report contains information concerning the activities of your Police Department for the 1990 Calendar Year. The following is a summary of selected areas and an overview of Part I crimes. Calls for Service decreased by 3%; overall Part I crimes decreased by 12%. Patrol arrests increased by 22%. Traffic citations written increased by 22%, while traffic accidents decreased by 12%. Total burglaries for 1990 showed a 49% decrease from 1989. There was an increase in rapes from one to five between 1989 and 1990. Four of the rape cases have been closed by arrest and one remains open. Traditionally law enforcement uses statistics to measure their work product, focusing mainly on Part I crimes. Therefore, I have provided you with an overview of these crimes from 1989 and 1990. There are eight separate classifications that comprise Part I crimes. This is attributed in part to the hours in 1989 devoted to the Ilene Misheloff case. Sick leave has shown a significant increase in 1990. This can be attributed to three different long-term illnesses. With the exception of these three illnesses, Dublin Police Services has continued to have one of the best sick leave records within the County system. ANNUAL REPORT - 1990 March 25, 1991 Page Two The service section shows a 15% reduction in citizen telephone inquiries. This number reflects the decrease in contacts that can be directly attributed to the number of inquiries regarding the Ilene Misheloff case and the fact that all investigators now have separate, direct telephone numbers. There has been a 17% decrease in the amount of volunteer hours provided by Reserve Officers. This can be attributed to the fact that the reserve unit has decreased in numbers and the difficulty in recruiting new members due to state mandated training hours required (400 classroom plus 200 in the field to reach a Level 1 Reserve) . Statistics are important but they are only one means of measuring the workload. The high level of service and the commitment to the community are other important factors.
