Technician Positions

FINANCIAL Sufficient funds have been included in the Fiscal Year
STA'T'EMENT: 1991-92 Budget.
DESCRIPTION: The 1991-92 Preliminary Budget includes funding for
two new positions including a Management Assistant and an Engineering
Technician. It is proposed the Management Assistant will be a regular
full time position (twelve month appointment) assigned to the City
Manager' s Office. The Engineering Technician will be a regular full
time permanent position which would replace the current Engineering
Intern position.
Pursuant to the City' s Personnel Rules, a job description and salary
range must be adopted for each position in the organization. The job
description typically includes essential characteristics, knowledge,
skills, abilities and requirements of the position. In developing the
proposed job specifications and salary ranges for these positions, staff
has surveyed other local agencies. Staff has prepared job descriptions
which address the City' s current needs. In addition, staff has compared
the proposed job descriptions with job specifications of similar
positions in other agencies.
Briefly, the duties of the Management Assistant include performing
administrative and analytical assignments including conducting surveys,
compiling and analyzing data, monitoring programs and projects,
preparing reports and performing related professional and technical
assistance to support the City Manager' s Office. The duties of the
Engineering Technician include performing sub-professional engineering
work in the areas of design, construction, surveying, traffic and land
development. This position may be assigned office or field duties which
encompass drafting, public works construction inspection, surveying,
materials testing, traffic counts and investigations, plan checking and
other duties to support the Engineering office.
Also included in the City' s Personnel Rules are salary plans for full
and part-time employees. The salary plans indicate the minimum and
maximum salaries for each position. Based on a survey of other agencies
and a review of the City' s current salary ranges, staff has developed
salary ranges for both the Management Assistant and Engineering
Technician positions.
Staff recommends that the City Council review the proposed job
descriptions and salary ranges and adopt the revised Classification and
Salary Plans.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

AMENDING THE CLASSIFICATION PLAN
WHEREAS, in accordance with the Personnel System Rules, the City
Council adopted Resolution No. 30-84 and subsequent amendments which
comprise the Classification Plan; and
WHEREAS, resulting from the creation of the new Management
Assistant and Engineering Technician positions, additional job
classifications are needed; and
WHEREAS, the adoption of a job classification is required for all
authorized positions.
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and
subsequent amendments shall be further amended to include new
classifications and job descriptions for the positions of Management
Assistant and Engineering Technician as set forth in Attachments A and B
respectively.
BE IT FURTHER RESOLVED that this document shall become a part of
the official Classification Plan for the City of Dublin.

CITY OF DUBLIN
MANAGEMENT ASSISTANT
DEFINITION
The Management Assistant is an entry level professional position. Under
general direction the Management Assistant performs responsible adminis-
trative and analytical assignments to support the assigned department.
In order to provide a broad exposure to City operations, the position
will be involved in programs and projects in a generalist capacity.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from management personnel; may receive technical and
functional supervision from other administrative, professional or
technical personnel.
EXAMPLES OF DUTIES - Duties may include, but are not limited to, the
following:
- Conduct surveys and perform routine research and statistical analyses
as requested; prepare related reports.
- Compile materials and assist in the preparation of reports, manuals,
publications and miscellaneous public information literature.
- Provide professional and technical assistance in the analysis,
implementation and monitoring of City programs.
- Assist in the development of new program elements and program
modifications as necessary to meet stated goals and objectives.
- Monitor and coordinate the daily operation of assigned project or
program area; perform administrative and professional detail work and
maintain appropriate records and statistics.
- Represent a department or the City Manager' s Office on specific
administrative matters in liaison with other departments and agencies;
attend and conferences with department staff, committees or community
groups as required.
MINIMUM QUALIFICATIONS
Knowledge of-
- Basic statistical and analytic techniques.
- Methods and techniques of administrative analysis.
- Local government organization and operations, and current trends in
public administration.
- Working knowledge of modern office methods, forms and equipment.

Ability to:
- Learn the operation, policies and procedures of assigned department.
- Prepare clear and concise written reports.
- Communicate clearly and concisely, both orally and in writing.
- Exercise initiative in analyzing and completing assigned projects.
- Perform a wide range of professional and administrative duties on
behalf of management personnel with little or minimal supervision.
- Establish and maintain effective working relationships with those
contacted in the course of work.
Experience and Training
Experience: Some experience working for a municipal agency that would
familiarize the individual with administrative operations, i.e. , as an

administrative intern or college field work/class study program is
desirable. No professional experience required.
Training: Bachelor ' s degree from an accredited college or university
with major course work in Public Administration, Business
Administration or closely related field. Graduate course work or
Master' s degree in Public Administration, Business Administration or
closely related field is also desirable.
Licenses: Requires a valid California Class III driver' s license to be
secured prior to employment and maintained as a condition of continued
City employment.

ENGINEERING TECHNICIAN
DEFINITION
The Engineering Technician is an entry level technical position. Under
general direction the Engineering Technician performs sub-professional
engineering work in the areas of design, construction, surveying, traffic
and land development. Position may be assigned office or field duties
which encompass drafting, public works construction inspection,
surveying, materials testing, traffic counts and investigations, plan
checking and performs other related duties as required.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from management personnel; may receive technical and
functional supervision from other administrative, professional or
technical personnel.
EXAMPLES OF DUTIES - Duties may include, but are not limited to, the
following:f
- Assists with conducting preliminary studies of engineering projects
including making calculations, gathering supporting data and analyzing
alternatives .
- Conducts traffic counts and surveys and investigations, prepares
written reports.
- Performs drafting in conjunction with work assignments.
- Assists with design work including the preparation of preliminary
drawings, specifications and cost estimates.
- Performs routine field inspections and testing to monitor performance
or conformity with plans and specifications.
- Checks record and plans for alignments, grades, drainage and related
structural characteristics.
- Assists contractors and the public in interpreting and complying with
construction requirements.
- Utilizes personal computer (traffic signal, word processing and
spreadsheet functions) and other office equipment including photo-
copier, calculator and blueprinter.
MINIMUM QUALIFICATIONS
Knowledge of-
- Surveying techniques.
- Materials, methods and equipment used in testing of construction
materials.
- Civil engineering symbols, methods, practices, procedures and
instruments used in engineering drafting.
Knowledge of:
- Basics of traffic engineering.
- Computer usage and applications in an engineering office.
- Principles of algebra, geometry and trigonometry.
Ability to:
- Draft engineering drawings and plans.
- Conduct minor field surveys.
- Compile basic engineering data.
- Read, evaluate and interpret complex construction drawings,
construction plans, construction staking survey controls, profiles,
cross-sections, topographic maps, plats and related technical reports.
- Assist with preparation of maps, layouts and plans.
- Review plans for conformance with City standards and policies.
- Use drafting instruments, various survey instruments, soils and
materials testing equipment, symbols, traffic counters and related
engineering equipment and make required mathematical computations.
- Operate personal computer and related office equipment.
- Establish and maintain effective working relationships with those
contacted in the course of work.
- Communicate effectively both orally and in writing.
Experience and Training
Experience: Some experience in field survey and drafting related to
civil engineering work is desirable. Education and training in the use
of personal computers is also highly desirable.
Training: High school graduation or equivalent supplemented by
technical course work in drafting or related engineering subjects.
Associate (A.A. or A.S. ) degree desirable.
Licenses: Requires a valid California Class III driver' s license to be
secured prior to employment and maintained as a condition of continued
City employment.
RESOLUTION NO. - 91
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ESTABLISHING A SALARY PLAN FOR FULL-TIME PERSONNEL
IN ACCORDANCE WITH THE PERSONNEL RULES
WHEREAS, the City Council has adopted a Salary & Benefit Plan pursuant
to the Personnel System Rules; and
WHEREAS, the City Council has adopted Resolution No. 40-91 which
establishes a Salary Plan for full-time personnel in accordance with the
Personnel Rules; and
NOW, THEREFORE, BE IT RESOLVED that the following salary provisions
shall be established in accordance with the City of Dublin Personnel System
Rules.
BE IT FURTHER RESOLVED that any previous enacted salary provisions
contained in Resolution No. 40-91 shall be superseded by this Resolution.
ARTICLE I: SALARY PROVISIONS
SECTION A: REGULAR EMPLOYEES EXEMPT FROM FAIR LABOR STANDARDS ACT
(FLSA) OVERTIME PROVISIONS
Employees covered under this Section shall be paid a monthly salary within
the following ranges with the exclusion of any Performance Pay Adjustment
granted in accordance with the Personnel Rules. In the event of a part-
time appointment, the employee shall be compensated on an hourly basis.
