SUBJECT: League of California Cities Annual Conference Policy
Resolutions & Designation of voting Member and
Alternate

RECOMMENDATION: 1. Consider whether there are any topics which would
be worthy of a policy resolution and direct Staff
to prepare any appropriate resolution for
consideration before August 29,, 1991.
2. Designate the Voting Member and Alternate for the
League Annual Conference.
3. Provide Staff with preferences on the scheduling
of the October 14, 1991 City Council meeting.
FINANCIAL STATEMENT: None.
DESCRIPTION: The League of California Cities 93rd Annual Conference
is scheduled for October 13-16, 1991 in San Francisco. At the Annual
Conference cities are given an opportunity to consider resolutions, which
have policy implications.
Exhibit 1 identifies the calendar for submittal of proposed resolutions.
In order to be considered, all resolutions must be received by the League
no later than August 29, 1991. Therefore, if there are policy issues which
the City Council would like to be addressed, it would be necessary for
Staff to prepare a draft resolution for consideration at a City Council
meeting prior to August 29, 1991.
The formulation of policy resolutions provide an opportunity to: focus
public or media attention on major issues; establish a general direction
for the League by setting forth general principles for future detailed
policy development; and consider issues not addressed by the policy
committees and Board of Directors. As noted in Exhibit 11 the resolutions
are considered by the Policy Committees for recommendations. Further, it
would be helpful to have support from other cities and/or the East Bay
Division of the League, prior to consideration by the Policy Committee.
Voting Delegate
The League will also require the City to designate the Voting Delegate and
Alternate for the 1991 Annual Conference. Prior to the Conference, the
City will receive copies of proposed resolutions in the event that the City
Council determines that specific direction should be given to the City's
delegate. The current City Council assignment sheet identifies the Voting
Delegate as the Mayor and the Alternate as the Vice Mayor. The City
Council should either confirm these designations, or advise Staff of
proposed changes.
Conflict with City Council Meeting
The regular meeting time for the City Council is Monday, October 14, 1991.
In the event that a majority of the City Council are in attendance at the
League Conference and unavailable for the regular City Council meeting, a
determination will need to be made as to whether the October meeting should
be cancelled or rescheduled. If the City Councilmembers have a preference
on this issue, it would be appropriate to discuss at this time.
Conclusion
Staff recommends that the City Council take the following actions:
1. Consider whether there are any pertinent topics for a League Policy
Resolution and direct Staff accordingly.
2. Confirm the designated Voting Member and Alternate for the League
Annual Conference.
3. Identify any preference on the cancellation or rescheduling of the
October 14, 1991 City Council meeting.
