FINANCIAL STATEMENT: No financial impacts. DESCRIPTION: The City of Livermore has established an Airport Protection Area (see Attachment 2) which prohibits new residential uses within its boundaries in the City of Livermore. Livermore has asked the County Airport Land Use Commission to include the airport protection area in the Airport Land Use Policy Plan. The boundary of the airport protection area would extend into Dublin's sphere of influence and would have adverse impacts on the East Dublin general plan amendment and specific plan. The Alameda County staff has requested that the City of Dublin provide them with a formal response to the Livermore proposal . The attached letter formally expresses the concerns of the City of Dublin with the proposal . These concerns have been expressed by Staff at hearings in Livermore and recently before the Airport Land Use Commission. Winton Avenue Hayward, California 94544 SUBJECT: Addition of City of Livermore's airport protection area to the County Airport Land Use Policy Plan Dear Mr. Martinelli : The purpose of this letter is to formally express the concerns of the City of Dublin about the proposal by the City of Livermore to add an "Airport Protection Area" to the portion of the Airport Land Use Policy Plan addressing the Livermore airport. The proposal would restrict residential and perhaps other land uses within an area 5, 000 feet north of the main runway of the Livermore airport. The City of Dublin feels that the 5,000 foot dimension to the north of the main runway is arbitrary and not based on fact or any established standards. No noise studies, risk studies, flight operations studies or economic studies have been performed to support the proposed change to the plan. Any restriction on land uses north of Interstate 580 would have negative impacts on the planning process for the East Dublin Specific Plan, have a chilling impact on land values within the Airport Protection Area and have a negative impact on the value of all lands in the specific plan area. Areas designated single family residential , medium density residential and medium high density residential on the specific plan, an elementary school and a junior high school (all of which are at least 3 ,600 feet north of the runway) would be impacted. The end result would be an adverse jobs/housing situation in the East Dublin area. During recent history, the City of Livermore has been approving residential land uses within the proposed airport protection area. It is inconsistent that a city which has recently allowed residential uses in this area would seek to prohibit such uses in another city in a location more distant from the airport. Again, I would like to the express the opposition of the City of Dublin to the arbitrary and unfounded proposal by the City of Livermore to place a restriction on land uses within the City of Dublin by means of adding the Airport Protection Area to the Airport Land Use Policy Plan.
