FINANCIAL STATEMENT: The cost of the contract change order is estimated to
be $33,100.
DESCRIPTION: The City Council is requested to approve this change
order because the total cost exceeds $25,000, which is the City Manager's
limit of approval.
The purpose of this contract change order (CCO) is to authorize Redgwick
Construction to install two courses of masonry block on top of the low
soundwall along the easterly side of San Ramon Road between Vomac Road and
Silvergate Drive. The unit price for the work is $16.55 per lineal foot.
There is approximately 2,000 lineal feet of soundwall/curb and gutter;
therefore, the total estimated cost of the work is $33,100. The contractor
will be paid at $16.55 per foot for the exact length of the work.
The purpose of this low soundwall rias, to reduce the noise and visual impacts
of the San Ramon Road project upori'_the-:east-side residents directly adjacent
to the project between Vomac Road and Silvergate Drive. Originally, the
soundwall was to be separate from the curb and gutter. The conceptual
design had the soundwall along the outside of the shoulder at the top of
bank. It was determined that there was a potential safety hazard if the
wall were installed in that location because of cars becoming airborne after
mounting the six-inch curb; so the final design (reviewed and approved by F .- .
Caltrans) moved the soundwall to the curbline and it was cast monolithically
with the curb and gutter. Unfortunately, although the height of the
soundwall did not change, the angles that it provides coverage for were
lessened. Therefore, part of the noise and visual impact which was intended
to be mitigated remains.
The shape and design of the soundwall did not permit raising the height by
adding additional concrete during construction, as it is a standard
machine-extruded wall. Staff has proposed a means of raising the height in
an aesthetically pleasing manner that will also be functional. The color of
the concrete soundwall is the same as the masonry block soundwall installed
in a previous project and the block wall being built along the access road
entrance for this project. The two rows of masonry block proposed to be
added to the top of the concrete soundwall will match the lower pattern of
the block soundwalls (one row split face and one row vertical scored
blocks) . The blocks will be attached by dowels to the concrete. This will
provide a structural connection and also facilitate replacing any blocks
that may be damaged in the future.
Staff recommends that the City Council approve Contract Change Order No. 5
and authorize the Mayor t6 execute it.

You are,hereby directed to make the herein described changes from the plans and
specifications or do the following described work not included in the plans and
specifications on this contract.
NOTE: This Change Order is not effective until approved by the Chief Engineer.
Description of work to be done, estimate of quantities, and prices to be paid.
Segregate between additional work at contract price, agreed price, and force
account. Unless otherwise stated, rates for rental of equipment cover only such
time as equipment is actually used and no allowance will be made for idle time.
The last percentage shown is the net accumulated increase or decrease from the
original quantity in the Engineer's Estimate.
EXTRA WORK AT AGREED PRICE:
Contractor to install two rows of masonry blocks (one row split
face, one row vertical scored) on top of the modified Type 50
soundwall/curb and gutter along the easterly side of the roadway.
Dowels to be installed into the soundwall as an attachment for the
blocks. The work shall be done at the agreed price of $16.55/
l.f. Estimated length of soundwall/curb and gutter on the easterly
side is 2,000 l.f.
