SUBJECT: Selection of Fall Banners and New St. Patrick's Day
Banners; Authorization to Solicit Bids

FINANCIAL STATEMENT: $16,300 has been budgeted in the Five-Year Capital
Improvement Program for purchase of banners. The
average list price for banners ranges from $70 to $90
depending on quantity and whether the design is stock
or custom. Sufficient funds for installing the
banners have been included in the Street Maintenance
Operating Budget.
DESCRIPTION: At the annual Goals and Objectives update, the City
Council directed Staff to include purchase of fall season banners in the
Capital Improvement Program for FY 1991-92. In the process of developing the
CIP for banners, Staff also included funds to purchase additional banners for
the December holiday season, St. Patrick's Day, and Flag banners for Fourth of
July and other patriotic occasions. ' These banners would fill out the existing
bracket mounting locations.
Following are the specific quantities of banners needed:
Fall 82
December Holiday 4
St. Patrick's Day 58
Flag 24
Staff recommends obtaining December and Flag banners which match the existing
ones. Since the Fall banners will be entirely new, and the existing St.
Patrick's Day banners were a custom design for which the stencil is no longer
available, Staff is requesting that the City Council choose one of the designs
presented or provide direction regarding a custom design. If the City Council
wishes to have the Fall banners installed when the Flag banners are removed
this October, the purchase of the Fall banners must take place by early
September, and the City would be limited to one of the stock designs shown on
Exhibit 1 . If the City Council wishes to pursue a custom design for the Fall
banners, the installation would be delayed.
Only one banner company has a stock St. Patrick's Day banner (Item A of
Exhibit 2) ; however, Staff also has the designs that were prepared when the
St. Patrick's Day banners were obtained three years ago. Since delivery of
the St. Patrick's banners is not required until early 1992, the design could
be either stock or custom. Staff has included several designs, as the City
Council may wish to alternate a new design with the existing "pot of gold"
banners.
Staff recommends that the City Council (1) choose one design for Fall banners
and one design for St. Patrick's Day banners or provide direction regarding
custom designs and (2) authorize Staff to solicit bids for the banners.
