SUBJECT: Appointment of Tenant Commissioners to Dublin Housing
Authority

RECOMMENDATION: o Confirm the appointment of the Tenant Commissioners,
recommended by the City Council Subcommittee as
stated in the proposed Resolution.
o Adopt Resolution.
FINANCIAL STATEMENT: None
DESCRIPTION: The Dublin Housing Authority (DHA) is a separate entity
which was created by the City to oversee the operation of the Arroyo Vista
project. The Commission is comprised of the City Council and two tenant
Commissioners. State Law mandates that the Board contain at least two
members who are tenants. In addition, the law states that if the project
has residents over the age of 62, one of the Tenant Commissioners must also
be over the age of 62 .
In June, the Executive Director was advised that one of the Tenant
Commissioners would be resigning since she was relocating and would no
longer reside at Arroyo Vista. The City Council had previously
established a two-year term for Tenant Commissioners. The current terms of
both of the Tenant Commissioners expired in June, 1991.
The City Council requested a Subcommittee comprised of Councilmembers
Moffatt and Burton interview interested applicants for Tenant Commissioner.
The Housing Authority Staff solicited applications from interested
applicants. The City Council Subcommittee interviewed the 5 candidates who
completed applications.
Ms. Peggy Taylor has served on the Board since May 26, 1987. Ms. Taylor
has submitted a letter requesting that she be reappointed. Ms. Taylor
fulfills the legal requirement to have one Commissioner over the age of 62.
No other applications were received from tenants who meet this requirement.
After consideration of the information presented in the applications and
the personal interviews, the Subcommittee recommended Christopher Estes.
The Subcommittee also recommends that Ms. Peggy Taylor be reappointed as a
Tenant Commissioner.
Staff has prepared a Resolution containing the recommendation of the City
Council Subcommittee. If the City Council concurs with the Subcommittee's
recommendation, it would be appropriate to adopt the Resolution.

RESOLUTION NO. - 91
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPOINTING TENANT COMMISSIONERS TO THE DUBLIN HOUSING AUTHORITY
FOR A TERM OF JUNE 1 , 1991 - May 31 , 1993
WHEREAS, the Dublin Housing Authority is a separate entity
created by the City Council pursuant to State Law; and
WHEREAS, the operation of a Housing Authority requires two tenant
representatives on the Board of Commissioners; and
WHEREAS, the Law requires that if the project has residents over
age 62 that at least one of the two required Tenant Commissioners be
over age 62; and
WHEREAS, the City Council must appoint Tenant Commissioners to
serve for a term which runs until June 1 , 1993 .
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Dublin does hereby make the following appointments to the Dublin
Housing Authority Board of Commissioners:
Mr. Christopher Estes
Ms. Peggy Taylor *
* Ms. Taylor fulfills legal requirements to have a
Tenant Commissioner over age 62 .
BE IT FURTHER RESOLVED that the term of office for these
appointments shall be June 1 , 1991 through May 31 , 1993 .
PASSED, APPROVED AND ADOPTED this 26th day of August, 1991 .
