SUBJECT: Award of Bid: 1992 Community Calendar Printing

RECOMMENDATION:% Award bid to Advanced Printing.
FINANCIAL Approximate cost for the printing of the 1992
STATEMENT: Community Calendar will range between $10, 311 . 90 and
$11, 899 . 92 . Adequate funds have been included in the
1991-92 budget.
DISCUSSION: During the 1991 City Council Goals & Objectives
session, the Council expressed an interest in continuing to publish a
community calendar on an annual basis.
Staff is currently working with a local typesetter to prepare the layout
and design of the 1992 calendar. The format will be slightly different
from the previous calendars, in that the 1992 calendar will include 13
months (December 1991 through December 1992) . In addition, the 1992
calendar will have a special theme "Celebrating Ten Years of Cityhood. "
Features will include Customer Service, Transportation - Regional
Cooperation, Dublin Pride .Week, Water Awareness, Downtown Task Force,
Planning for the Future and many more exciting articles which
commemorate ten years of cityhood. Staff expects to distribute the
calendar by the end of November 1991 .
In addition to working with a typesetter, staff will also need to obtain
professional printing services . Pursuant to the City' s Purchasing
Ordinance, all purchases of this type which exceed $5, 000 must be
secured through a formal bid process. Accordingly, staff has solicited
bids for the printing of the 1992 Community Calendar.
On Tuesday, October 8, 1991 at 10: 00 a.m. , staff opened bids for the
printing of the 1992 calendar. The bid specifications call for the
printing and preparation of 11, 000 calendars. This year, staff has
asked that quotes include the use of recycled paper. In addition, staff
has asked the bidders to bid on three cover alternates and 2 insert page
alternates.
The City received a total of 6 bids . The results are outlined on the
attached summary. The low bidder for printing the 1992 Community
Calendar appears to be Image Press, Inc. ( IPI ) . However, staff feels
and the City Attorney concurs, that the IPI bid should not be accepted,
as the bidder did not respond to the cover Alternate #3 . The second
lowest bidder, Advanced Printing, did respond to the complete bid
specifications.
Staff recommends that the City Council adopt the attached resolution
rejecting the bid from IPI as non-responsive and awarding the bid to
Advanced Printing as the lowest responsive bidder.

REJECTING LOW BID AS NON-RESPONSIVE
AND AWARDING BID FOR PRINTING OF THE 1992 COMMUNITY CALENDAR
TO ADVANCED PRINTING
WHEREAS, the City of Dublin did, on October 9, 1991, publicly
open, examine and declare all sealed bids for the printing of the 1992
Community Calendar as described in the bid specifications; and
WHEREAS, the City Manager has recommended that the low bid
received from Image Press, Inc. be rejected on the basis that the bid is
incomplete and does not conform with the items specified in the proposal
package; and
WHEREAS, the City Manager has recommended that the bid received
from Advanced Printing is the lowest responsive bidder for printing the
1992 Community Calendar.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Dublin does hereby reject the bid received from Image Press, Inc. and
award the bid to Advanced Printing.
PASSED, APPROVED AND ADOPTED this 10th day of October, 1991 .
