CITY COUNCIL MEETING DATE: February 10, 1992
SUBJECT: H.R. 123 and S. 434, English Language Amendment

EXHIBITS ATTACHED: Resolution supporting English as the Official
Language of Government.
RECOMMENDATION: Direct staff to send the resolution to the Federal
Representatives as appropriate.
FINANCIAL STATEMENT:None
DESCRIPTION: H.R. 123 and S. 434 are two bills proposed at the
Federal level. These bills would make English the official language
of the federal government. The following excerpt is written as the
purpose of H.R. 123 ;
"The Nation has benefited throughout its history by using the common
language of English. The Congress finds and declares that English,
the language of opportunity, should be recognized in law as the
official language of the United States. The purpose of this act (and
the amendments made by this act) is to maintain the benefits of a
single official language of the Government of the Untied States.
There is no intent to discriminate against or restrict the rights of
any individual in the United States. . . " The bill further states, "The
Government shall have an affirmative obligation to protect, preserve,
and enhance the role of English as the official language of the United
States. "
At its meeting of January 27, 1992 the City Council directed staff to
draft a resolution in support of the two bills and place it on the
February 10, 1992 Consent Calendar.
RECOMMENDATION: Direct staff to send the resolution to the Federal
Representatives as appropriate.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
SUPPORTING H.R. 123 AND S. 434,
ENGLISH AS THE OFFICIAL LANGUAGE
WHEREAS, this country has a deep and rich background of cultural
differences that are cherished and encouraged among its citizens, but it
is generally recognized that this nation has benefited throughout its
history by using the common language of English; and
WHEREAS, the ability to communicate clearly enhances relationships
and facilitates the exchange of ideas and understanding and assists
people in the full enjoyment of life, and therefore, it can be
understood why Congress proposes to declare that English be the
"language of opportunity" and should be recognized in law as the
official language of the United States; and
WHEREAS, the City of Dublin recognizes the value of declaring
English as the official language of the United States; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Dublin does hereby support H.R. 123 and S . 434, English as the official
"Language of Government, " and encourages passage of the bills .
PASSED, APPROVED AND ADOPTED this 10th day of February, 1992 .
