Rose, Captain, Chief of Police) EXHIBITS ATTACHED 1) 1991 Annual Report 2) Memo to Council - Dated February 24 , 1992 n RECOMMENDATIONS : Receive Report FINANCIAL STATEMENT None DESCRIPTION Dublin Police Services prepares an annual calendar report that documents activity performed by the police services over the previous year. This report contains figures documenting police response to crimes reported or detected within the city, police response relative to traffic offenses and/or accidents, all programs regulated and/or instituted by the police services, and compares the 1991 policing effort with the previous year. The report is divided into three sections: a. Organization and personnel data including workload indicators and volunteer services. b. A statistical accounting of criminal activity and police responses for calendar year 1991. C. Comparison of calendar year 1991 statistics with calendar year 1990. Through the use of statistics, law enforcement traditionally measures the department's workload, focusing mainly on Part I crimes. Rose, Captain Chief, Dublin Police Ser ces TO: City Council City Manager SUBJ: ANNUAL REPORT - 1991 Dublin Police Services 1991 Annual Report contains information concerning the activities of the Dublin Police Department for the 1991 Calendar Year. The following is a summary of selected areas and an overview of Part I crimes. Overall Part I crimes decreased by 6%. All other offenses including theft/larceny, stolen vehicles and other misdemeanor crimes decreased by 8%. Traffic citations written in 1991 increased by 14%, while traffic accidents decreased by 19%. Total burglaries for 1991 showed an 18% increase from 1990 , with residential burglaries 2% higher than 1990 and commercial burglaries 37% above 1990 figures. Percentages may be somewhat misleading though, as total residential burglaries for _the entire city for 1991 numbered forty-two, while the total number of commercial burglaries for all of 1991 was forty-eight. There were two homicides in 1991, up from zero the previous year. Both homicides have been solved and suspects in custody. Rapes dropped 60%, from five in 1990 to two in 1991. The rape suspects are in custody and awaiting trial. The total of all robberies rose 50%, with eight reported robberies in 1990 and twelve in 1991. Examination of the "Major Workload Indicators" showing a comparison between 1990 and 1991 statistics shows that Calls for Service increased by 42% in 1991 . This figure does not reflect a true comparison. In 1990 this section was titled "Police Contacts with Public" and was hand-tallied from radio dispatch logs. In 1991 Dublin Police began using -statistics provided from the newly implemented Computer Aided Dispatch/Records Management system (CAD/RMS) that more accurately captured all patrol activity including patrol checks, business checks, foot patrol, and park checks that might not have been recorded under the old system. It is important to note that the increase in numbers does not necessarily mean an increase in the overall workload; but reflects an enhanced ability to capture workload statistics more accurately with the implementation of the CAD/RMS computer system. Patrol officers also initiated 17% more in-field contacts of suspicious persons within the City. x � ANNUAL REPORT - 1991 February 24 , 1992 Page Two Traditionally, law enforcement uses statistics to measure their work product, focusing mainly on Part I crimes. Therefore, an overview of these crimes for 1990 and 1991 has been provided. There are eight separate classifications that comprise Part I crimes. In comparing 1991 to 1990 , five (5) classifications were reduced, and three ( 3) classifications have increased. The most notable figure is the increase of 325% in juvenile felony patrol arrests over 1990. Sick leave for sworn officers remains unchanged from the 1990 figures. Time off attributed to industrial injuries dropped a significant 69%. The service section shows a 59% reduction in citizen telephone calls received which can be directly attributed to increased_ use of individual telephone numbers with message recording capabilities. Volunteer hours, provided by Reserve Officers of the Alameda County Sheriff's Department, increased by 107%. This reflects an increase in commitment to training and recruitment by the reserve program and the personal commitment of the individual officers to serve the City of Dublin. Statistics are important in measuring the workload, but they are only one means of doing so. It is much more difficult to measure the level of commitment to the community and compassion and service by the Police Department personnel to the citizens.
