Rose, Chief of Police) EXHIBITS ATTACHED Vehicle Specifications RECOMMENDATIONS Authorize Staff to solicit bids for six (6) marked patrol vehicles and solicit bids for transfer of emergency equipment and detailing to all vehicles. FINANCIAL STATEMENT Estimated cost per patrol vehicle - $17,500 (Warranty included). Estimated cost for transfer of emergency equipment and detailing of all vehicles - $9000. (Total estimated cost - $114,000.00) The cost of replacing vehicles is funded from the Internal Services Fund and the General Fund. DESCRIPTION Currently the City owns eleven Police vehicles; eight (8) marked units and three (3) unmarked vehicles. Based on current mileage of City owned Police vehicles, five (5) 1989 marked vehicles should be replaced using funds available in the Internal Service Fund and Internal Service Fund revenues. In addition, one (1) 1990 marked vehicle was a total loss, due to an accident, and needs to be replaced. Funds for this vehicle were budgeted from ISF interest revenues and $1500.00 from the General fund. Bumper to bumper extended warranties will expire July 24 , 1992 . In addition, all 1989 marked vehicles will reach 80,000 miles before the end of the 1992 calendar year. Major mechanical problems begin to arise during the 70,000 - 80,000 mile range. Recently the City has incurred major repairs to 1989 vehicles such as: engine rebuild, new transmission, and a power steering pump and gears. The cost of all of these repairs was covered by warranty but will become the responsibility of the City in July 1992. If the vehicles are not replaced, it is anticipated that after July, 1992, these types of repairs will become more frequent in the 1989 marked vehicles, creating a significant cost to the City in order to continue to have a dependable fleet of marked emergency vehicles. CITY CLERK E E page 2 In accordance with the City's purchasing ordinance, the replacement of Police vehicles should be the result of a competitive bid. In addition to the vehicle itself, consideration will be given to the cost/benefit of buying an extended, bumper to bumper. warranty/service package for each vehicle. The cost of transferring and replacing all associated radio and emergency equipment from the old vehicles to the replacement vehicles and detailing each new vehicle is estimated at $1500 . 00 per new vehicle. The Police Department will attempt to have all existing emergency equipment transferred to the new vehicles. This service is available from Alameda County Communications, a major vendor and installer of police communications equipment in Alameda County. PARTS All parts used in repairing the drivetrain shall be of quality equal to or exceeding that originally installed by the vehicle manufacturer. Used parts are not acceptable; factory authorized rebuilt parts are acceptable. 2 . MAINTENANCE SCHEDULE The California Highway Patrol establishes its own maintenance schedule . This schedule must be accepted as adequate maintanance. 3 . REPAIR AUTHORIZATION If repair authorization is required, toll-free or collect phone lines must be available . Authorization must be obtainable by no later than 8 : 00 a .m. , Pacific Standard Time. 4 . PAYMENT Payment to repair facilities shall not exceed thirty ( 30 ) days from the date of the repair. r� STATE OF CALIFORNIA _...��� Specification 2310-11M-03 � �.. Vehicle, Special Service �.:„o°�;• California Highway Patrol (CHP) Class "E” 1.0 SCOPE It is the intent of this specification to describe an automobile to be used in high speed highway traffic and law enforcement work. The vehicle will at times be operated at speeds in excess or 100 miles per hour for both short and long durations. It will be driven on all types of roads and road surfaces and at altitudes ranging from approximately 200 feet below sea level to 10,000 feet above sea level . Temperatures to which the vehicle will be exposed will range from approximately minus 20OF to plus 1200F. It is intended that the manufacturer in the selection of component; will use materials and design practices that are the best available in the industry for the type OT" operational conditions to which the vehicle will be subjected. Engine, transmission, drive line, differential , brake, suspension, wheel , tire and other component parts of the vehicle shall be heavy duty, selected to give maximum_ performance, service life, and safety and not merely meet the minimum requirements of this specification.. The term "heavy duty" as used in these specifications shall mean that the item to which the term is applied shall exceed, Nhen deemed applicable, the usual quantity, quality, or caoacit'i supplied with standard production vehicles and it shall be able to withstand unusual strain, exposure, temperature, wear and use. 2.0 APPLICABLE SPECIFICATIONS The followino specifications , standards and test methods applicable to the new current model year vehicles form a part of S specification. Society of Automotive Engineers SAE J 1100, Motor Vehicle Dimensions. 3.0 REQUIREMENTS 3. 1 Exceptions or Deviations: Failure on the part of the bidder to comply with requirements and conditions of the Invitation for Bid and this specification may subject his bid to rejection. No exceptions to or deviations from this specification will be considered unless each exception or deviation is specifically stated by the bidder as an exception with a detailed statement completely defining the exception(s) . The burden of proof of compliance with this specification is the responsibility of the bidder. 3.2 General Requirements: The vehicles shall be new (unused) , current model year production. The vehicles shall be supplied with all equipment and accessories indicated as standard equipment in the manufacturer' s published literature. Optional equipment as necessary to meet the following requirements of.-.this specification shall also be installed. 3.3 Specific Requirements: _. 1 Engine > The engine shall be a heavy duty "Police Package" version equipped with altitude compensating electronic fuel injection. The engine shall be a V8 configuration, with displacement to be determined by > the manufacturer so that all performance specifications are achieved. it shall be designed to operate knock free at all engine and vehicle speeds on unleaded regular fuel with a minimum octane rating of 91 RM and 83 MM with a maximum lead content of 0.05 grams per gallon and a maximum phosphorus content of .005 grams per gallon. 3.3. 1 . 1 Oil Cooler An auxiliary engine oil cooler if necessary shall be installed (See paragraph 3.22.5) . 3.3.1.2 Fuel Supply System The fuel supply system shall be of such a design to eliminate vapor lock and flooding when the engine is operating at high temperatures or during a heat soak period after the hot engine is turned off. -2- Vehicle, Special Set 2310-11M-03 California Highway P, _. of (CHP) Class "E" 3.3.2 Cooling System The cooling system shall be liquid pressurized, forced circulation type. The manufacturer shall provide the heaviest duty cooling system components and recovery system applicable to the model offered. The cooling system design and capacity shall maintain the engine at optimum safe temperature, under all operating conditions specified, without any loss of coolant or overheating of engine and components. The cooling system shall be free of contaminants that may affect cooling system component longevity and performance. Optimum engine temperature shall be maintained with the vehicle loaded to the G.V.W.R. and continually operated at all driveable altitudes and grades in ambient temperatures ranging from -200 to 1200F. The recovery system shall be a closed, air free liquid state, coolant level indicating overflow recovery and compensating system. The system shall have a hermetically sealing pressure radiator cap, with spring-loaded vent valve, and a vented unbreakable translucent reservoir with connecting hose. 3.3.2. 1 Hoses All radiator, bypass and heater hoses shall be made of silicone rubber. The suction radiator hose shall be of a type having 3_ support > in the hose. The hoses shall not collapse at under any operatina condition. The hose clamps on ,the engine cooling and vehicle heating system shall be the steel metal band, positive closure type. +ire sprina type not acceptable. 3.3.3 Electrical System > The vehicle shall have a heavy duty electrical system having the following minimum capacity. All units shall have an electronic fuel management/ignition system which will not be affected by a 1O0 watt, 35-50 MHZ, or a 450 miilwatt, 150-174 MHZ radio system installed in the car or a 6 watt, 138-174 MHZ portable radio in the immediate vicinity and in the transmit mode. All units shall have fuel management system on board diagnostic capabilities . 3.3. 3. 1 Battery The battery shall be the optional heaviest duty type and size listed in the manufacturer' s current literature, police package brochure, applicable to the vehicle bid. -3- Vehicle, Special Ser 2310-11M-03 California Highway Patrol (CHP) Class "E" > 3.3.3.2 Alternator The alternator shall be the highest capacity optional alternator listed in the manufacturer' s current police package brochure applicable to the vehicle bid. Shall have a minimum 120 amp output and minimum curb idle output of 45 amps with the transmission in park position. Drive belts shall be a high performance type. 3.3.3.3 Radio Suppression All electrical equipment shall be shielded to minimize radio interference in the 35 to 50 megahertz range and the 138 to 174 megahertz ranges. The entire electrical system shall be designed so that not more than 2.5 microvolts input to the receiver will be required to produce at least 20 dB quieting at the receiver, when tested in accordance with attached Figures 1 and 2, for all engine speeds ,from idle to full throttle and with the radio and antenna mounted and connected as on current CHP automobiles in service. This requirement shall be met without the use of any receiver extender, noise blanker or impulse noise suppression type circuitry. With the engine stopped, the radio receiver used in the test shall require not more than 0.35 microvolt for 20 dB quieting measured as shown on Figure 1 , Step 1. Manufacturers of vehicles not-previously tested +by° the CHP shall be required to deliver to the CHP a vehicle equipped with their standard police radio suppression package per 4. 1. The vehicle will be tested to show compliance with the above requirement. Past experience has shown that the following ground straps are required at a minimum to meet the requirements of this specification: 2 - Rear bumper to frame or body 2 - Hood to body 2 - Trunk lid to body 2 - Frame to body if frame and body construction 1 - From each exhaust pipe to body or frame at rear 1 - Engine to frame 1 - Frame to body at front -4- Vehicle, Special Ser 2310-11M-03 California Highway Patrol (CHP) Class "E" 3.4 Chassis: 3.4. 1 wheelbase The wheelbase shall be 114 inches, minimum, 116 inches , maximum. 3.4.2 Suspension The front and rear suspension including shock absorbers shall be heavy duty design for police work. Heavy duty front and rear stabilizer bars required. NOTE: A push bumper weighing approximately 60 pounds will be mounted on front of to car. Approximately 200 lbs. of equipment will be carried in the trunk at all times. 3.4.3 Differential > The differential shall be the conventional type, ring and pinion gears , with a ratio designed to give best overall performance for transmission and tire size installed on vehicle. The Tear ratio shall be the same on all vehicles. 3.4.4 Transmission > The transmission shall be heavy duty; `ally automatic Nith a minimum of three speeds forward and one reverse with first gear > " lock-out" . It is preferred that first -gear lock out be external type, and be able to be removed to restore selector lever operation of first gear. Second gear shall be manually controllable. The transmission shall be equipped with internal and external transmission fluid coolers 1f necessary to meet the requirements paragraph 3.22.5. 3.5 Steering: The steering shall be power assisted "firm" type or variable ratio. A power steering fluid cooler, if needed to meet the criterion of 300OF maximum per 3.22.5, shall be installed. 3.6 Brakes: > The brakes shall be power assisted anti-skid A.B.S. , with front disc and rear disc or rear drum type brakes (disc brakes on all four wheels preferred) . The rotors shall be ventilated. The brake linings shall be heavy duty for police work. The brake system shall meet brake performance tests of this specification as detailed under "Performance' , Paragraph 3.22.4. -5- Vehicle, Special Se a 2310-11M-03 California Highway P, .rol (CHP) Class "E" Parking brake shall be manual release type; automatic release is not acceptable. 3. 7 Wheels and Tires: Each vehicle shall be supplied with five (5) wheels and tires. The wheels shall be 15 inches x 6.0 inches minimum and shall have a safety ridge rolled into rim or otherwise designed to prevent the tire from separating from the wheel in the event of a flat. The spider shall be heavy duty. The tires shall comply with State of California Specification 2610- XXX-03, High Speed Tires. The vehicle manufacturer shall certify as many as possible tire manufacturer' s tires to be compatible with their vehicle. This may be accomplished in the following ways: I . The vehicle manufacturer will test and certify the tires , subject to acceptability testing by the California Highway Patrol , in accordance with 3.22.1. 2. The California Highway Patrol will test the tires in accordance with 3.22. 1 and notify the vehicle manufacturer of the results. If only one tire certified by the vehicle manufacturer is proven acceptable to .the California Highway Patrol ; the -State wi-11 accept the vehicles with that tire installed. For acceptable replacement tires, the vehicle manufacturer shall accept the California Highway Patrol test and allow any of those tires to be installed with no change in either warranty or liability. The wheels and tires installed on the vehicle ( including spare) shall provide a minimum "reserve load" of 3.0 percent as defined in the Code of Federal Regulations, Title 49, Chapter V, ?art 575. 102. 3.8 Body: The body shall be a four door sedan with center post. A vinyl insert type protective molding trim shall be installed except on the front doors. This is to permit installation of the CHP insignia (33" long by 20" high) without trim interference. Moldings shall be mechanically attached with rivets , screws, clips, etc. ; adhesive attachment not acceptable. Holes for molding in front door shall be plugged before painting the door. -6- Vehicle, Special Ser I 2310-11M-03 California Highway F ,l (CHP) Class "E" The front door side molding shall be supplied with mounting hardware for installation by the CHP when the vehicle is taken out of service. Rear deck lid emblems and trim must be removed, if necessary, to permit the installation of CHP decals, 'Highway Patrol " . All emblems and trim removed shall be furnished to the CHP in bulk pack. 3.9 Exterior Color: The body and wheels shall be painted black , Ditzler =DQE 9000 or comparable. The roof panel and lower portion of both front doors below the belt molding shall be painted white, Ditzler =DOE 3000 or comparable. Paint must be factory applied during the manufacturer' s assembly operations. Dealer applied Paint to achieve the two-tone scheme specified above is not acceotabie. Full wheel covers shall be acceptable in lieu of painted wheels , Ditzler DQE 9000. If full wheel covers are installed, standard black paint as supplied by the wheel manufacturer shall be acceptable. > 3. 10 Interior: Front seats shall be available in both 40/40 bucket type, and split bench with center fold down armrest. The driver' s se-t shall be 5- way power adjustable and shall be heavy duty, designed for .maximum comfort, support and durability. The upholstery shat ' _�e nylon or woven synthetic fabric •and vinyl trim._ Other_ material =s—subject _ T to CHP approval . 3. 10. 1 Steering 'Wheel .4 tilt steering wheel is required. > 3. 11 Speedometer: The vehicle described in this specification will be used in law enforcement and extreme speedometer accuracy is essential . The speedometer shall be calibrated and be accurate ,q 14 2 miles per hour at speeds from 15 to 100 miles per hour of the t~.,e vehicle speed, within the environmental operating range specified 4n 1 .3. The dial face shall be marked up to a minimum of 120 , iies per hour. The design of the speedometer shall be such to insure accuracy throughout the life of the vehicle. The face markings shall not be in increments greater than 2 miles per hour. The face shall contain the wording "Certified Speedometer' , or Other -.'lording to indicate that speedometer accuracy is certified, or a letter of certification of accuracy shall be provided with each snit. The vendor shall specify the size, brand and model of tires for which the speedometer is certified. The pointer shall not =over more than a two mile per hour section of the scale. -7- Vehicle, Special Ser- '-e 2310-1IM-0- California Highway I i1 (CHP) Class "E" 3.12 Dashboard: The dashboard shall be supplied with or without the radio opening, > at the option of the CHP. Radios are not required. All dashboard shall be built alike. Decision as to "type" will be made after a sample dashboard is inspected. > 3. 13 Spotlights: The CHP will install two (2) spotlights , Unity Model 225, one (1) on each windshield post. The vehicle design must include a factor,; installed spotlight accomodation package including predrilled "A" pillars and door/door weatherstrip modifications. > 3.14 Floor Covering: The floor covering of the entire floor front and rear shall be carpeting. The color shall be black or keyed with the upholstery color. 3. 15 Hood Latch Release: The hood latch release shall be mounted inside the front passenger compartment so that the hood cannot be opened from outside the vehicle. The release shall be readily accessible to the driver. > . 3.16 Rear Deck Lid Release: The rear deck. lid release shall be provided on the dashboard to the right side of the steering column to permit the opening of the rear deck lid by an electric operated solenoid. The switch-location shall be approved by the CHP. Dealer modification of the location to meet this specification is acceptable however no holes may be left as a result of the modification. 3. 17 Trunk Compartment: The trunk compartment shall have a usable luggage capacity of 14.0 cubic feet, minimum. 3. 18 Spare Wheel and Tire: A full size wheel and spare tire shall be furnished. The space saver type spare tire is not acceptable. -8- Vehicle, Special Servi,e 2310-11M-03 California Highway Patrol (CHP) Class "E" 3. 19 Radio Speaker: > The radio speaker(s) shall have a voice coil impedance of between o and 12 ohms and shall be capable of handling a minimum of twenty (20) watts R.M.S. audio output. The frequency response required is 300 to 3000 Hz when installed. Dual speakers connected in series to give the above impedance are acceptable. If radio speaker(s) are dealer installed it shall be the vehicle manufacturer' s original equipment brand and type and covered by the manufacturers warranty. Insulator gaskets or spacers, i .e. , rubber or cork , shall be used in fastening the speaker mounting plate to the dashtop to minimize vibrations. The speaker(s) are to be installea > in the standard left and right front speaker location .vith lead wires attached and extending twelve (12) inches below the bottom of the dashboard for the purpose of connecting the CHP mobile radio. 3.20 Fuel Tank: The fuel tank furnished shall be the largest capacity available. 3.21 Miscellaneous Equipment: Each vehicle shall be furnished with the following equipment: Heater and defroster, fresh air type, incorporating refrioeration air ,conditioning of a.-.s.i ze-and _type .recommended. and i n s za'-led by the manufacturer of the vehicle. An automatic high speed or high head pressure compressor cut-out to be installed or other means provided to protect the compressor from excessively hich head pressure. intermittent windshield wiper system. A fuel gauge, engine oil pressure, water temperature and amp or volt indicator. Cigarette lighter in front compartment. Dual electric horns. Halogen headlamps, high and low beam. Standard map or courtesy light. Door post switches shall be inoperative. Ash receiver tray in front and rear compartment. Front ash tray relocated to armrests or front door pane's , if available, shall be quoted as an option. Glove box with lock. > Driver side air bag. -9- Vehicle, Special Service 2310-11M-03 California Highway Patrol (CHP) Class "E" Rear window defogger/defroster on a separate switch. Single key for ignition, door, trunk and glove box, four (4) keys for each vehicle. Each vehicle keyed individually. Arm rests on each of the 4 doors (arm rests in rear passenger compartment may be mounted on other than the door if vehicle is so designed) . Outside mirrors, remote control ,. driver accessible, similar in appearance mounted on left and right front doors. Both mirrors shall be controllable from the driver' s seat. Two coat hooks installed in rear compartment. Tinted glass, all windows and windshield. Light in trunk with trunk lid actuated switch. Light in engine compartment with hood actuated switch located so as to illuminate engine oil dip stick and filler. Standard tool kit including wheel changing tools and jack adequate to safety lift the vehicle. Owner' s manual.. Warranty certificate and card. 3.22 Performance: > 3.22. 1 Performance acceptance of the vehicle will be evaluated by drivers selected by the CHP for acceleration, top speed, vehicle dynamics and braking. Performance criteria listed in 3.22.2, 3.22.3, 3.22.4 and 3.22.5 shall be met with the vehicle load as follows: 60 lbs. on the front bumper 200 lbs. in the trunk 185 lb. driver > 3.22.2 During vehicle dynamics testing on the road course, the vehicle shall display exceptional handling characteristics. The vehicle' s suspension system shall be designed to provide a firm and stable ride with a minimal amount of body roll . The suspension shall provide the ride necessary for a vehicle used in pursuit application. Each vehicle delivered against this specification shall be capable of sustained high speed operation at full open throttle for a minimum distance of 25 miles without damage to the power train. -10- Vehicle, Special Se, _e 2310-11M-03 California Highway Patrol (CHP) Class "E" 3.22.3 Speed and Acceleration > The following test are to be performed on level ground at nominal sea level elevation. > 0 to 60 miles per hour in 11.7 seconds maximum. > 0 to 100 miles per hour in 38.0 seconds maximum. > 50 to 100 miles per hour in 34.0 seconds maximum. > Top speed 120 miles per hour minimum within 2 miles or less. > Elevation Tests: The following test will be performed at 6,000 ft. elevation: 0 to 60 miles per hour in 14.0 seconds maximum. 3.22.4 Braking Four (4) stops of impending skid type shall be made from a speed of 90 miles per hour. The stops are to be at 2 minute intervals. The > ability to stop in a straight line and within its own lane will be evaluated. > Approximately 5 minutes "af ter "test has.been completed, it will be repeated. The ability of the vehicle to stop in a straight line and within its own lane will again be evaluated. Vehicles equipped with a self-adjusting brake feature will be subjected to the following test immediately after conclusion of above test. Four (4) stops will be made while the car is being driven in reverse. If the self-adjusting feature is found to adjust the brakes to the extent that the wheels. drag after the drums have cooled, the vehicle will not be acceptable. 3.22. 5 Oil Coolers Engine oil , transmission fluid and power steering fluid coolers shall be installed as necessary to maintain oil operating temperatures not to exceed the following limits: 1 . Engine Oil 2750F, maximum 2. Transmission Fluid 2750F, maximum 3. Power Steering Fluid 3000F, maximum Test conditions to check maximum oil operating temperatures: 1 . Ambient temperature: +1100F, minimum. > 2. Elevation: -20 to +6000 feet. 3. Speed and Distance: 80 miles per hour for 5 miles followed by 100 miles per hour for 5 miles. -11- Vehicle, Special Set e 2310-IIM-03 California Highway Patrol (CHP) Class "E" 4.0 QUALITY ASSURANCE PROVISIONS 4. 1 Inspection of Sample Car: Within 24 hours after the issuance of a purchase order, the successful bidder shall deliver to the California Highway Patrol , 2812 Meadowview Road, Sacramento, a loaner sample vehicle having the same general body, interior, chassis, engine and transmission as the vehicle on which the bid was submitted. It will be used as a prototype for determining the method of attaching the various items of police equipment such as spotlights, outside radio speaker, radio, etc. It may be necessary to drill holes in order to determine the proper length for the spotlight control rods. Every effort will be made to keep from drilling holes in the vehicle body. This vehicle will be retained by the CHP until deliveries against the contract begin. If the manufacturer deems it necessary for a CHP inspection of a production vehicle at the point of assembly, all costs associated with the travel will be borne by the manufacturer. 4.2 Sample Dashboard: > If requested by CHP, the successful bidder shall supply a complete dashboard assembly including wiring and instruments for the car which is purchased. The dashboard assembly shall be delivered to the CHP within two weeks, of•-receipt of order. If the dashboard is constructed as an integral part of the vehicle body and cannot be supplied as a separate assembly, supplying a > complete dashboard wiring harness will satisfy this specification requirement. 5.0 DELIVERY OF CARS 5.1 The vehicles shall be delivered to the following location in Sacramento, California: California Highway Patrol , Motor Transport Section, 2812 Meadowview Road. 5. 1.1 Caravan or drive-away method of delivery from the factory to a dealer is not acceptable. 5.1.2 Vehicles delivered from a dealer with more than 50 miles on the odometer will be charged 50 cents for each mile exceeding 50 miles. This charge shall be deducted from the purchase order price for each vehicle delivered against each purchase order. Vehicles required to return to the dealer for speedometer replacement will be charged for total miles driven including first and subsequent trips. -12- Vehicle, Special S --e 2310-11M-03 California Highway _. rol (CHP) Class "E" 5.2 Prior to delivery, each vehicle shall be serviced and inspected by the dealer. As a minimum this pre-delivery inspection shall cover the operations listed on the attached "Pre-Delivery Schedule" . A copy of the dealer' s inspection and service check sheet including the dealer and vehicle identification, checkoff of service and inspections performed and the service manager' s signature shall be furnished with each vehicle delivered. The vehicle' s crankcase, differential and transmission shall be filled to the manufacturer' s recommended capacity and the gas tank at least 1/4 full when the vehicle arrives at the delivery destination. The vehicle shall be clean and free from defects when delivered. 5.2. 1 Typical new car receiving check sheet(s) are attached. The CHP will develop a check sheet(s) for the units purchased. The check sheet(s) will be equally as comprehensive as the sample 1989 sheets and will be the basis for accepting or rejecting each vehicle. 5.3 The vehicles will be inspected before acceptance by an authorized representative of the CHP for workmanship, appearance, proper functioning of all equipment and systems and conformance to all other requirements of this specification. If the deficiencies found cannot be corrected within one (1) working day of delivery, the vehicle(s) will be deleted from the invoice and the dealer shall provide a substitute vehicle(s) , which is acceptable, before the end of the delivery day to meet the delivery rate as required by the contract. Payment and/or.. commencement .of a. discount period ( if applicable) will not be made until corrective action -is made,- - and the vehicle reinspected and accepted. It shall be the responsibility of the dealer to pick up the vehicle(s) , make necessary corrections and re-deliver the vehicle(s) for reinspection and acceptance of all vehicles rejected. 5.4 The original dealer' s Report of Sale shall be furnished to the consignee at the time of delivery of the vehicle. 6.0 NOTES 6. 1 Warranty: The vehicles purchased to this specification shall have the > standard manufacturers warranty of 36,000 miles/three year parts and labor. In addition the vehicle shall carry an extended factory warranty on the drive train as stipulated in the IFB. The cost of the required warranty shall be included in the bid price. One copy of Manufacturer' s Warranty Policy and Procedures Manual shall be provided to CHP prior to start of delivery. Vehicles not placed in service immediately upon receipt shall be w, rranted from the date the unit is placed in service. The rEceiving agency shall notify the vendor in writing of the actual " in-service" date. -13- Vehicle, Special Ser ' -e 2310-11M-03 California Highway A (CHP) Class "E" 6.2 Guarantee: A manufacturer delivering cars against this specification shall guarantee that the car meets the minimum requirements set forth herein. If it is found that the vehicles delivered do not meet the minimum requirements of this specification, the manufacturer will be required to correct the same at his expense. 6.3 Certification: All equipment is to be properly certificated by appropriate Federal and State agencies at the time of opening of the Invitation for Bid. 6.4 Technical Information: The successful bidder shall supply the CHP with the following technical information prior to the time the first vehicle is delivered to the CHP. Service manuals covering all components of the vehicles purchased, 120 copies. Parts list giving service part number and complete in every detail covering the vehicles purchased, five (5) copies. Driveability manuals - ten (10) copies. In addition to the regular parts list for the vehicles, a special parts list giving service part numbers shall be prepared showing the parts and assemblies that are peculiar to the vehicle purchased. The list shall be broken down by chassis , engine, body, etc. , and shall contain a brief description of the part together with its correct service part number, 10 copies. Dealer' s Service Bulletins, 10 copies of each bulletin already published applicable to the model year car being purchased. The CHP shall be placed on the mailing list to receive a like number of dealer' s service bulletins for each time they are published. A statement of the octane research method (Research Method F-1) and motor method requirements of the engine. It is also intended that the above information shall be in the hands of all dealers in the State of California who may reasonably be expected to repair or service one of the vehicles purchased. -14- Vehicle, Special Service 2310-IIM-03 California Highway Patrol (CHP) Class "E" 6. 5 Repair Parts : It shall be the responsibility of the manufacturer supplying the vehicle purchased to maintain an adequate stock of all regular and special parts to meet the continuing service and repair parts needs of the Department without undue delay. A special system shall be set up for expediting the procurement of "hard to get" items needed to repair an inoperative vehicle including a system to air freight parts at factory expense when parts are not in stock in California depots. Parts must be available within three (3) working days after teleohone notification. 6.6 Dealer Network : Since the CHP must rely on local service for the vehicle being purchased against this specification for maintenance and repairs , it is a requirement of this specification that service facilities approved and authorized by the factory for maintenance and repairs of the vehicle being bid must be available within 15 miles of a minimum of 80% of the CHP offices located in the cities shown on the attached list of office locations. The apparent low bidder will be required to furnish a list of service locations cer_ified by zhe :manufacturer. Service locations listed shall be required to service the vehicles without undue delay.
