DESCRIPTION:
Background:
In October 1988, the Planning Director approved a request for Site Development
Review waiver to allow for minor exterior alterations for Goodwill Stores to
the existing commercial building within the Shamrock Village Shopping Center
in connection with a building permit request.

From October 1988 through January 1989 in conjunction with issuance of City
building permits, interior' and minor, exterior alterations were made on an
existing 5679 square foot vacant commercial space within the easterly portion
of the Shamrock Village Shopping Center to allow for the operation of a
Goodwill Industries Store Retail Outlet.
In January 1989, the Applicant filed an application for a use permit request
(PA 88-150) to consider a 25 foot long truck trailer donation station within
the easterly portion of the parking lot of Shamrock Village Shopping Center.
On February 6, 1989 the Planning Commission considered and approved the
Conditional Use Permit application for the truck trailer donation station, •
subject to conditions of approval (see Attachment 1 and 2) .
On February 16, 1989, the City received three separate letters of appeal
regarding the Planning Commission's action from nearby business owners/
operators (two additional letters of appeal were received after the appeal '
period closed, see Attachment 3) .
Analysis
The Applicant's requested approval of a Conditional Use Permit would allow a
Goodwill Donation Station to occupy four parking spaces in the easterly
portion of the Shamrock Village Shopping Center parking lot (see Exhibit B) .
The donation station consists of a self-contained blue and white truck trailer
standing 13 feet in height, with a length of 25 feet and a width of 8 feet
(see Exhibit C) .
The City Zoning Ordinance does not list a specific category for this use;
however the use is considered similar to a recycling center. Section 8-
48..2(g) Conditional Uses: C-1 Districts allow "recycling• centers when
operated in conjunction with•a permitted use on the same premises" subject to
approval of -a Conditional Use Permit.
Goodwill previously operated, with City use permit ,approval, a donation
station within the Dublin Plaza Shopping Center near Mervyns. This use was in
existence for one-year, during which time' no'zoning violations or complaints
occurred.
The appeal letters submitted indicate a concern regarding the trailer impact
on parking, circulation/access, visual impact (placement) _and after-hour -
donations.
Staff has reviewed the Applicant's proposed location. The resultant loss of
four parking spaces does not create a problem as the site has sufficient
parking to comply with the City's parking requirements. Three replacement
parking spaces could be provided between the light pole and curb, north of the
trailer, to help off-set the loss of parking in this immediate area.
Access' to this portion of the lot is available from an on-site drive isle-
directly off Amador Valley Boulevard. The trailer's location would be
situated behind the building line of the medical offices to the east. The
existing Goodwill Store to the southwest also obscures views to the rear
portion of the lot.
A location on the northerly portion would be more visible to 'the residential
areas across Starward. This portion of the lot is also much narrower than the
easterly side and is at the back of several businesses which serve as their
delivery/loading areas. Additionally, insufficient space exists north of the
lamp post to accommodate the trailer. A:perpendicular placement'would result
in the trailer projecting into the drive isle creating on-site traffic safety
problems. - -
A location farther south or in the front portion of the parking lot would be
more visible from'the public thoroughfare, Amador Valley Boulevard.
An alternative location could be on the westerly portion of the site near The
Saw Mill store. The Applicant would have to obtain property owner's consent
for this' area. ' This location would be farther (at the opposite end of the
Shopping Center) from. the on-site Goodwill' store.

The Applicant's proposal includes having operation of the site 7 days a week,
10 a.m. - 5:30. p.m. with an attendant present during operating hours. During
non-business hours the donation station trailer doors will be locked and
secured. After hours a truck will make pick ups of any items outside the
trailer during the evening (latest pick up time is 11:004.m.) . During the
day a pick-up delivery vehicle will be available on an on-call basis. When
the trailer is full, it will be picked up and replaced by an empty one.
The Planning Commissioner's concerns included ensuring conditions were applied
that information signs were posted so they would be visible after hours and
included a 24-hour emergency/complaint number. Additionally, the Commission
granted the approval for one year, requiring a new application, review and
hearing for any period beyond the one year.
To minimize concern of some of the operation's impacts, the Council may wish
•
to consider including a condition requiring the Applicant and/or property
owner to provide three additional spaces north of the light pole; and/or
require pick up of any items outside of the trailer within 12 hours. Should
the Council feel these conditions are appropriate, the Council should include
them and modify the title of the .draft resolution (Exhibit A) accordingly,
then adopt the modified resolution.
Attached for Council consideration is a draft resolution upholding the
Planning Commission approval. Staff recommends the City Council adopt the
draft resolution approving the Conditional Use Permit for PA 88-150.
Should the Council feel the location within the center should be modified, or
is inappropriate, the Council should provide direction to the Staff and
Applicant and continue the matter.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
UPHOLDING THE PLANNING COMMISSION ACTION APPROVING PA 88-150 GOODWILL
INDUSTRIES DONATION STATION CONDITIONAL USE PERMIT FOR A 25 FOOT LONG TRUCK
TRAILER LOCATED IN THE SHAMROCK VILLAGE SHOPPING CENTER PARKING LOT NEAR
GOODWILL STORE, 7767 AMADOR VALLEY BOULEVARD
WHEREAS, Sonny Escudero, representing Goodwill Industries, filed an
application for a Conditional Use Permit to locate a 25 foot long truck trailer
for a Donation Station in the Shamrock Village Shopping Center near Goodwill
store, 7767 Amador Valley Bouleard.
WHEREAS, proper notice of said public hearing was given in all respects
as required by law; and
WHEREAS, the Planning Commission held a public hearing on said
application on February 6, 1989; and
WHEREAS, the request is categorically exempt in accordance with the
provisions of California Environmental Quality Act; and
WHEREAS, a Staff Report was submitted recommending the application be
conditionally approved; and
WHEREAS, the Planning Commission heard and considered all said reports,
recommendations and testimony hereinabove set forth;
WHEREAS, on February 6, 1989, the Planning Commission adopted Resolution
No. 89-003, approving PA 88-150 Conditional Use Permit for a donation station
trailer; and
WHEREAS, the Applicant appealed the Planning Commission action approving
PA 88-150 Conditional Use Permit; and
WHEREAS, proper notice of said public hearing was given in all respects
as required by law; and
WHEREAS, the City Council held a public hearing on the Appeal on March
13, 1989; and
WHEREAS, the City Council heard and considered all reports,
recommendations and testimony hereinabove set forth.

NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin City Council does hereby
find:
a. The use is required by the public need in that it provides a
location for the general public to drop off reuseable items.
b. The use would be properly related to other land uses and
transportation and service facilities in the vicinity.
c. The use, if permitted under all circumstances and conditions of
this particular case, will not materially affect adversely the health or safety
of persons residing or working in the vicinity or be materially detrimental to
the public welfare, or injurious to property or improvements in the area, as
all applicable regulations will be met.
d. The use will not be contrary to the specific intent clause or
performance standards of the General Plan and zoning established for the
district in which it is to be located in that conditions have been applied to
insure conformance with the zoning regulations.
BE IT FURTHER RESOLVED THAT THE Dublin City Council does hereby approve
said application as shown on attached Exhibit B and C subject to the following
conditions:
CONDITIONS OF APPROVAL
Unless stated otherwise, all Conditions of Approval shall be complied with
prior to issuance of building permits or establishment of proposed land use
activity and shall be subject to Planning Department review and approval.
1. The Donation Station truck trailer shall be located in the Shamrock
Village parking lot areas near the Goodwill store and the Medical Center
building, as generally depicted in Exhibit B and C.
2. The Donation Station shall not interfere with or obstruct vehicular
access or movement within the parking lot.
3. Hours of operation shall be from 10 a.m. to 5: 30 p.m. , 7 days a
week. After hours, the trailer shall be locked and secured.
4. Parking lot and building lighting shall be maintained and
operational during non-daylight hours.
5. The Applicant, Goodwill Industries, shall be responsible for
maintaining the Donation Station and parking lot surrounding the truck trailer
in a clean and orderly manner. No items shall be left at the truck trailer for
more than 24 hours at a time.
6. The Applicant shall provide on-site signage indicating hours of
operation drop-off instructions for after hours and a telephone number for use
in case of emergency. Said signage shall he limited to two signs each a
maximum of 8 square feet of area. Location of signs shall be submitted to the
Planning Department for approval prior to placement.

7. This permit shall expire on March 12, 1990 and shall be revocable
for cause in accordance with Section 8-90.3 of the Dublin Zoning Ordinance.

Cm. Barnes opened the public hearing and called for the Staff Report.
Ms. Hoffmeister indicated that this application was for a Conditional Use
Permit request to allow a donation trailer located on the easterly portion c=
the Shamrock Village Shopping Center.
Ms. Hoffmeister indicated that on January 5, 1987, the Planning Commission
approved a one-year use permit for a donation trailer in the Mervyns' parking
lot. On January 18, 1988, the Planning Commission denied a use permit to
allow the donation trailer in the Howard Johnson's hotel parking lot. This
decision was upheld by the City Council on February 22, 1988. On October 27,
1988, the Planning Director approved a Site Development Review waiver to allow
minor exterior alterations for the Goodwill Store. On November 8, 1988, the
Planning Director approved a Site Development Review to install three fascia
mounted signs for the Goodwill Store. Minor interior and exterior
alterations were made to an existing commercial space to allow the operation
of the Goodwill Retail Outlet.

Ms. Hoffmeister indicated that the zoning ordinance does not clearly establish
a definition for a donation station. However, this type of use is simliar to
recycling centers. Recycling centers are permitted within the C-1 district
with the approval of a Conditional Use Permit.
Ms. Hoffmeister discussed all possible locations for the donation trailer on
the site. Staff recommended the site shown on the Applicant's proposed site
plan.

Ms. Hoffmeister stated that the proposed hours would be 10 a.m. to 5:30 p.m. ,
seven days a week and there would be a attendant present during operating
hours. The full trailer will be replaced with an empty trailer as needed and
would be secured and locked after hours.
Ms. Hoffmeister indicated that Staff recommended approval of the Conditional
Use Permit for PA 88-150.
Mr. Mike Flynn, Applicant, indicated that the donation station was geared
toward all disabilities, mental and physical. The station would be manned
from 10 a.m. to 5:30 p.m. , 7 days a week. The area would be swept and kept
clean. The attendant would note any large items and call for pick-up in the
10 a.m. phone report.
Mr. Flynn complimented Laura Hoffmeister, Project Planner, for her outstanding
professionalism regarding this application. He appreciated all her hard work.
Cm. Zika asked if the trailer was independent from the store.
Mr. Flynn indicated that there would be two employees at the trailer.
Mr. Zev Kahn indicated that these donation stations were an eye sore and
should not be visible to the general public. A collection site should be
considered.
Mr. Tong indicated that a phone call was received from Bruce Fiedler. Mr.
Fiedler was concerned over items that were left overnight.
Cm. Burnham asked how often the loaded trailer would be picked up.
Mr. Flynn indicated the turnaround time was approximately once a week, during
the day and evening, 11:00 p.m. being the last time frame.
Cm. Burnham asked if there was a phone number and/or information on the
trailer for the public's use.
Mr. Flynn indicated yes.
Cm. Barnes closed the public hearing.
Cm. Zika asked if this was a one-year permit approval.
Ms. Hoffmeister indicated yes.

This letter is to register my objection to the placement of a
Goodwill Donation Station on the eastern boundary of the Shamrock
Village Shopping Center, as proposed in Goodwill conditional use
permit PA88-150.
It is clear from the language of the planning commission's
resolution that they are concerned about the unsightliness of the
donation station. If the station is placed in the proposed location,
it's visual pollution will be less than 10 feet from where it can
adversely affect many of the citizens of Dublin who receive their
health care at Amador Valley Medical Clinic. For all the planning,
and good intent, these donation stations often look like garbage
dumps because of after hours "donations" which often don't disappear
immediately in the morning but have to be cleaned up during the course
of the day. While the workers try their best, often times, not all of
the clean up is done in a timely fashion.
Dr. Davis and I are, currently, the only two physicians in the
city of Dublin, and both of us have our practice at Amador Valley
Medical Clinic. The people of Dublin who use our facility are ill
and need to receive as much environmental consideration as possible.
If they experience a clean, attractive environment when they come to
the clinic, then the healing process provided by the clinic is enhanced.
On the other hand, the thought of having to face an unsightly donation
station may even make a patient delay in seeking necessary medical
attention. Dublin is an environment of warm, caring, diligent and
individualistic people who are proud to stand behind their values.
I believe they value their health and would prefer not to face a
donation station every time they are sick.

There is plenty of space on the northern side ofo the same
property which would be visible to only the traffice on Starward Drive.
There is also space on the southern side of the property near the
Goodwill Store. In this location, it would balance the appearance
of the recycling station across the street.

ZONING HISTORY:
PA 86-130: On January 5, 1987, the Dublin Planning Commission approved
a Conditional Use Permit to allow a donation trailer in the.Mervyns'
parking lot at 7117 Regional Street (one-year approval) .'
PA 87-174: On January 18, 1988, the Dublin Planning Commission denied a
Conditional Use Permit to allow a donation trailer in the parking lot of
Howard Johnson's hotel site. On appeal (February 22, 1988), the City
Council upheld the Commission's denial of the requested use permit as it
was determined to be inappropriate use on the site with the hotel and
nearby restaurants.
On October 27, 1988, the Planning Director approved a request for Site
Development Review waiver to allow for minor exterior alterations for
Goodwill Stores to the existing commercial building within the Shamrock
Village Shopping Center in connection with a building permit request.
PA 88-118: On November 8, 1988, the Planning Director approved a Site
Development Review request to install three new fascia mounted signs for
the Goodwill Store located in the Shamrock Village Shopping Center.
October 28, 1988 - January, 1989: Interior and minor exterior
alternations made on an existing 5679 square foot vacant commercial
space within the easterly portion of the Shamrock Village Shopping
Center to allow for the operation of a Goodwill Industries Store Retail
Outlet.
APPLICABLE REGULATIONS:
The Downtown Dublin Specific Plan establishes policies and standards to
control development within the downtown area.
Section 8-48.2(g) Conditional Uses: C-1 Districts allow "recycling
centers when operated in conjunction with a permitted use on the same
premises" subject to approval of a Conditional Use Permit.
Section 8-94.0 states that conditional uses must be analyzed to
determine: 1) whether or not the use is required by the public need; 2)
whether or not the use will be properly related to other land uses,
transportation and service facilities in the vicinity; 3) whether or not the
use will materially affect the health or safety of persons residing or workinz.
in the vicinity; and 4) whether or not the use will be contrary to the
specific intent clauses or peformance standards established for the district
in which it is located.
Section 8-94.4 states the approval of a Conditional Use Permit may be
valid only for a specified term, and may be made contingent upon the
acceptance and observance of specified conditions, including but not limited
to the following matters:
a) substantial conformity to approved plans and drawings;
b) limitations on time of day for the conduct of specified activities;
c) time period within which the approval shall be exercised and the proposed
use brought into existence, failing which, the approval shall lapse and be
void;
d) guarantees as to compliance with the terms of the approval, including the
posting of bond;
e) compliance with requirements of other departments of the City/County
Government.

ENVIRONMENTAL REVIEW,: Categorically Exempt, Class 4(e) , Section 15304 -

permanent effect on the environment
NOTIFICATION: Public Notice of the February 6, 1989, hearing was published
in The Herald, 'mailed to adjacent property owners, and posted in public
buildings.
ANALYSIS:
•
The Applicant is requesting approval of a Conditional Use Permit to
allow a Goodwill Donation Station in the easterly portion of the Shamrock
Village Shopping Center (see Exhibit B) . The donation station consists of a
self-contained blue and white truck trailer standing 13 feet in height, with a
length of 25 feet and a width of 8 feet (see Exhibit C) .
The City Zoning Ordinance does not list a specific category for this
use; however, the use is considered similar to a recycling center which
requires a Conditional Use Permit. This site was one of several sites
suggested by Staff at the time of Goodwill's request for consideration of the
proposed Howard Johnson's site which was denied.
As proposed, the truck trailer would be located along the easterly
property line and occupy approximately four parking spaces. The temporary
loss of the parking spaces does not create a problem since the property would
continue to comply with on-site parking requirements as established in the
Dublin Zoning Ordinance and the Downtown Dublin Specific Plan.
The trailer's location would not reduce visibility to the existing
businesses ac it would be located behind the building line of t e Medical
Offices. The existing Goodwill Store and Medical Office screen views to this
portion of the parking lot and businesses.
Staff has evaluated other locations at this site for potential trailer
placement. Other locations are more visible to nearby residential areas or
public streets. A location outside of the marked parking spaces, north of the
lamp post, would not be possible as the lamp post restricts the required room
necessary for the trailer. Placement of the trailer perpendicular to the
property line would create traffic safety problems as the trailer would
project into the required drive isle area.
The proposed hours of operation for the station are 10 a.m. to 5:30 p.m.
seven days a week. A Goodwill employee will be present at the trailer durinz
operating hours. During non-business hours the Donation Station trailer doors •
will be secured and locked. After hours a truck will make pick ups of any
items outside of the trailer during the evening, during the day a. pick-up
delivery vehicle will be available on an on-call basis. When the trailer is
full it will then be replaced by an empty one. The purpose of the station is
to receive donations of items used to provide vocational training and
employment services for the handicapped.
The proposed use and location appears to be appropriate for the
property. The site contains the Goodwill store as well as other retail
activities. These uses coincide with one another in a supportive fashion.
Additionally, supervision and monitoring/maintenance of the donation station
might likely occur in a timely and responsive fashion in that the Goodwill
store is located nearby.
Staff feels that the inclusion of a Goodwill Donation Station on this
site would create an appropriate and compatible mixture of land uses.
Although the location of the truck trailer in the parking area is visible from
some locations along Amador Valley Boulevard it would be less obtrusive than
other parking lot locations which are more open towards Amador Valley
Boulevard and Starward Drive.

A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
APPROVING PA 88-150 GOODWILL INDUSTRIES DONATION STATION CONDITIONAL USE PERMIT
FOR A 25 FOOT LONG TRUCK TRAILER LOCATED IN THE SHAMROCK VILLAGE SHOPPING
CENTER PARKING LOT NEAR GOODWILL STORE, 7767 AMADOR VALLEY BOULEVARD
WHEREAS, Sonny Escudero, representing Goodwill Industries, filed an
application for a Conditional Use Permit to locate a 25 foot long truck trailer
for a Donation Station in the Shamrock Village Shopping Center near Goodwill
store, 7767 Amador Valley Bouleard.
WHEREAS, the Planning Commission held a public hearing on said
application on February 6, 1989;'and
WHEREAS, proper notice of said public hearing was given in all respects
as required by law; and
WHEREAS, the request is categorically exempt in accordance with the
provisions of California Environmental Quality Act; and
WHEREAS, a Staff Report was submitted recommending the application be
conditionally approved; and
WHEREAS, the Planning Commission heard and considered all said reports,
recommendations and testimony hereinabove set forth;
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission does
hereby find:
a. The use is required by the public need in that it provides a
location for the general public to drop off reuseable items.
b. The use would be properly related to other land uses and
transportation and service facilities in the vicinity.
c. The use, if permitted under all circumstances and conditions of
this particular case, will not materially affect adversely the health or safety
of persons residing or working in the vicinity or be materially detrimental to
the public welfare, or injurious to property- or improvements in the area, as
all applicable regulations will be met.
d. The use will not be contrary to the specific intent clause or
performance stnada•rds of the General Plan and zoning established for the
district in which it is to be located in that conditions have been applied to
insure conformance with the zoning regulations.

CONDITIONS OF APPROVAL
Unless stated otherwise, all Cones tions of Arp-oval shall he complied with
prior to issuance of building permits or establishment of proposed land use
activity and shall be subject to Planning Department review and approval.
1. The Donation Station truck trailer shall be located in the Shamrock
Village parking lot areas near the Goodwill store and the Medical Center
building, as generally depicted in Exhibit B and C.
2. The Donation Station shall not interfere with or obstruct vehicular
access or movement within the parking lot.
3. Hours of operation shall be from 10 a.m. to 5:30 p.m. , 7 days a
week. After hours, the trailer shall be locked and secured.

This letter is to request permission to place a Goodwill
Donation Station trailer at 7667 Amador Valley Boulevard Shamrock
Village - Dublin, California.
Goodwill utilizes new 'clue and white trailers that are both
clean and attractive. Each trailer is by a Goodwill
employee to assist with dc':at__r.s, insure cleanliness of the
surrounding area and give tax receipts to donors. The == °~_
are open seven days a week for convenience and accessibility.
As you know , Goodwill de;;ends on the collection and sale of
materials to fund the vocational rehabilitation and job placement
programs we provide to the handicapped. Placement of the trailer
will result in jobs for 6 - 3 persons who are unable to compete
in the regular workforce and will serve as a symbol of Shamrock
Village's concern for the cOTLriunity it serves.

Reference is made to ycur November 21st letter addressed to
• cur client, Mrs . Barbara Cross, who, as trustee, is the lessor cf
the new Gccdwill store at 7745 Anadcr Valley Road, in Dublin.
As per your request, Mrs. Cress has signed the City cf
Dublin's Planning Application form, and the executed form is
enclosed herewith. Mrs. Cross did nct, however, sign your
"standard" Goodwill Industries form permitting the location c= a
donation station at the property. Such form is not rewired.
Under the terms of the August 25, 1988 Lease Agreement
between Barbara Cross, Trustee, as Lessor, and Goodwill
Industries, as Lessee, Goodwill Industries has the right to
install a "donation station" . In this connection, I am enclos_ma
a copy of Page 18 of the Lease Agreement, together with a copy of
Exhibit A attached to the lease. Pa-7 -h 54 (h) cn Page 15 sets

From October 1988 through January 1989 in conjunction with issuance of City
building permits, interior and minor exterior alterations were made on an
existing 5679 square foot vacant commercial space within the easterly portion
of the Shamrock Village Shopping Center to allow for the operation of a
Goodwill Industries Store Retail Outlet.
In January 1989, the Applicant filed an application for a use permit request
(PA 88-150) to consider a 25 foot long truck trailer donation station within
the easterly portion of the parking lot of Shamrock Village Shopping Center.
On February 6, 1989 the Planning Commission considered and approved the
Conditional Use Permit application for the truck trailer donation station,
subject to conditions of approval (see Attachment 1 and 2) .
On February 16, 1989, the City received three separate letters of appeal
regarding the Planning Commission's action from nearby business owners/
operators (two additional letters of appeal were received after the appeal
period closed, see Attachment 3) .
Analysis
The Applicant's requested approval of a Conditional Use Permit would allow a
Goodwill Donation Station to occupy four parking spaces in the easterly
portion of the Shamrock Village Shopping Center parking lot (see Exhibit B) .
The donation station consists of a self-contained blue and white truck trailer
standing 13 feet in height, with a length, of 25 feet and a width of 8 feet
(see Exhibit C) .
The City Zoning Ordinance does not list a specific category for this use;
however the use is considered similar to a recycling center. Section 8-
48.2(g) Conditional Uses: C-1 Districts allow "recycling centers when
operated in conjunction with a permitted use on the same premises" subject to
approval of a Conditional Use Permit.
Goodwill previously operated, with City use permit approval, a donation
station within the Dublin Plaza Shopping Center near Mervyns. This use was in
existence for one year, during which time no zoning violations or complaints
occurred.
The appeal letters submitted indicate a concern regarding the trailer impact
on parking, circulation/access, visual impact (placement) and after-hour
donations.
Staff has reviewed the Applicant's proposed location. The resultant loss of
four parking spaces does not create a problem as the site has sufficient
parking to comply with the City's parking requirements. Three replacement
parking spaces could be provided between the light pole and curb, north of the
trailer, to help off-set the loss of parking in this immediate area.
Access to this portion of the lot is available from an on-site drive isle
directly off Amador Valley Boulevard. The trailer's location would be
situated behind the building line of the medical offices to the east. The
existing Goodwill Store to the southwest also obscures views to the rear
portion of the lot.
A location on the northerly portion would be more visible to the residential
areas across Starward. This portion of the lot is also much narrower than the
easterly side and is at the back of several businesses which serve as their
delivery/loading areas. Additionally, insufficient space exists north of the
lamp post to accommodate the trailer. A perpendicular placement would result
in the trailer projecting into the drive isle creating on-site traffic safety
problems.
A location farther south or in the front portion of the parking lot would be
more visible from the public thoroughfare, Amador Valley Boulevard.
An alternative location could be on the westerly portion of the site near The
Saw Mill store. The Applicant would have to obtain property owner's consent
for this area. This location would be farther at the opposite end of the
Shopping Center; from the on-site Goodwill store.
