CITY COUNCIL MEETING DATE: April 13, 1987 SUBJECT Resolution of Support for SB 161 (Watson) EXHIBITS ATTACHED Proposed Legislation Proposed Resolution • RECOMMENDATION T . Adopt Resolution FINANCIAL STATEMENT: The City of Dublin is a member of ,the ACTEB/ACAP JPA which will continue to receive funding if the Legislation is enacted. Current funding level is approximately $350, 000. DESCRIPTION Under existing Law, the California Community Services Block Grant Program has two conditions which would result in the termination of the program. The first is when the Director of Finance finds that federal Community Services Block Grant Funding has been terminated and files a finding with each house of the legislature. The second method of termination is a sunset date which is contained in existing law. The law indicates that the program would be repealed on January 1, 1988, or when the federal funding is terminated, whichever is earlier. Councilmember Moffatt is the City of Dublin' s representative on the ACTEB/ACAP Board of Directors. This agency receives approximately $350, 000 per year from the Community Services Block Grant Program. These funds are then distributed to local agencies which provide social service programs. The services provided include geriatric outreach programs, food programs, . and shelter programs . SB 161 would eliminate the reference to a January 1, 1988 sunset date for the Community Services Block Grant Program. The Legislation would continue to provide for a termination if the Director of Finance finds that the federal Community Services Block Grant funding to the State has been terminated without provision for another program to replace the lost funding. In addition to eliminating the specific date for termination of the program, the proposed legislation adds a requirement that it will not be terminated "without provision for replacement funding" . Representatives at ACTEB/ACAP acknowledge the benefits which this funding has provided to community agencies and have requested the member agencies ' to adopt a Resolution of Support for SB 161. SUPPORTING THE PASSAGE OF SB 161 WHEREAS, the -Community Service Block Grant _Program has provided important funding for, twenty-two years. to address problems encountered by the. economically disadvantaged; and WHEREAS, the Block Grant Program provides a means in which- local problems can be addressed by programs developed by local agencies; and WHEREAS, Community Action Agencies use a variety of funds' in addition to Community Services Block Grants to provide • the broadest possible service; and WHEREAS, current funding is inadequate to meet the long-term social service needs which will lead to independence and self-sufficiency; and WHEREAS, SB 161 (Watson) will protect the Community . Services Block Grant Program from termination. NOW, THEREFORE,. BE IT RESOLVED that the City Council _,of • . the City of Dublin does hereby urge the State. Legislature_ and the , Governor to amend State Law through the passage of SB 161. .
