FINANCIAL STATEMENT: $750 is- requested from City of Dublin for Fiscal Year
1987-88
DESCRIPTION The City has received a written request from the.
Emergency Services Network (ESN) of Alameda County. The Network was
originally, formed through the joint efforts• of the United Way of the Bay
Area and the City of Oakland.
•
ESN now has a membership list which contains 85 groups and agencies . The
organization is intended to coordinate and plan activities on behalf of
emergency service providers, the homeless and the hungry. ESN provides the
necessary structure to allow the various agencies to share information,
determine needs and priorities, learn more about available services and keep
informed of legislative proposals . Included in their letter of March 11,
1987 is background information on the organization and facts on homelessness
in Alameda County. They have also provided an outline of the goals which
will be pursued in 1987-88.
ESN has requested consideration of funding contributions from cities
throughout Alameda County. They are requesting the funding for their fiscal
year which begins July 1, 1987. Therefore', any contribution by -the City of
Dublin will be included in the upcoming 1987-88 City budget. In their
letter dated April 7, 1987, ESN has indicated an option for cities to
contribute in the form of membership dues . This assures that the City will
receive ongoing information regarding ESN activities. As a member, the City
would also be eligible to have a voting delegate attend the monthly meetings
of ESN. The membership dues are the same as the contribution requested in
their letter of March 11, 1987. If the City Council intends to have City
representation, this will have staffing implications.
Staff recommends that the City Council consider the request and if City of
Dublin participation is desirable, Staff will include funding in the 1987-88
budget.

We are writing to you regarding the Emergency Services Network' s
(ESN) recent funding request 'of $750 .00 , enabling the ESN to
continue its coordination, advocacy, and planning activities on
behalf of the homeless and :hungry.
As we indicated in our previous letter to you, ESN members
consist of organizations that provide emergency shelter, food,
and support• ` services to the homeless and hungry citizens of
Alameda County. The ESN is not `a direct service provider,, but
serves as a coordinator, bringing emergency service: providers, .
public representatives (Social Services Agency, •Mental Health
Services) , - funders, government officials , and other human
services agencies together, to share information, identify .
problems and solutions, avoid . duplication, and to work in a ,.
coordinated,, . coehesive fashion.
Since our original letter to you, we have spoken to several
Alameda County cities. It seems that they are considering
providing, their :support to • the , ESN as membership dues, since most
of ESN' s members are organizations rather than individuals. This
is an appropriate way to join other Alameda County cities,., and .
the County, in displaying a commitment to solving this growing
problem, and ensures that your city will receive our monthly
mailings, , informational, updates, and participate as a voting
member. This also avoids funding competition with direct
emergency service providers whose services we coordinate.
We feel.: that it was important to' bring this potential Funding
mechanism to your attention. I -hope that we can count on
Dublin' s support. We are sure that we ,,can both benefit from a , ,'
joint partnership.

Homelessness in- Alameda County:has. more than. doubled in .the last

from Alameda County' s shelters each Month. A majority of shelter •
residents are single women and . their. young children; 85% are ,
under, the age of. 40! No city is .i.mmun.e from this problem, .and
emergency . services are provided in -most , cities. The ESN, which_ ' .
- has tripled its membership in - the last two years , : serves as the
linkage , - bringing emergency service .providers together , enabling
. 'them to share information, -determine needs and priorities , learn
what services ::are available and how to access them, -and stay
. informed of legislative and funding -actions. ` - - -

* Federal , state , and local legislative advocacy to address the
major issues affecting the homeless " and hungry.
* Conducting a unique annual survey designed to yield an
unduplicated count of the number of homeless people
requesting shelter.
* Establishing a Food Committee in cooperation with the Alameda
County Emergency Food Coalition and the Food Bank Network.
* Accessing and distributing donated goods and services to the
County' s 17 emergency shelters .
• Sponsoring a "Survival Forum" - a day-long public relations
event to raise awareness and generate local involvement .
* Initiating an on-going series of meetings with the County
Social Services Agency to improve Social Services Agency
practices regarding the Homeless .
The United Way of the Bay Area and the City of Oakland jointly
pioneered the ESN, providing the seed money for the project for
two years . This year ( July 1986 through June 1987 ) we received a
year ' s funding from United Way, 6 months of funding from the City
of Oakland , and grants from The East . Bay Community Foundation and
the Alameda County Board of Supervisors.
The ESN serves as a united voice in bringing the issue of
homelessness to the forefront . The growing crisis of
homelessness necessitates our continued existence , and our future
direction holds the promise of making a strong impact in our
communities . We feel it is important to expand and diversify our
resources and secure the participation of all the cities in
Alameda County in solving this growing crisis. We plan to
request funding from our current funders , the remaining cities in
Alameda County, and selected community foundations. Please see
the . attached chart based on city populations , listing funding
amounts which we will be requesting from each city.
Your contribution acknowledges your support and commitment to
solving this increasing problem. Please note , however , we are
making this very modest request with the understanding that any
funding currently provided to Dublin' s direct emergency service
providers will in no way be jeopardized or reduced.

* The City of Oakland has funded the ESN for the past three years. The ESN
has requested $19,000 from Oakland for Fiscal Year 1988, and has been
informed that future funding is contingent upon other cities' matching
contributions.

FACTS ON HOMELESSNESS IN ALAMEDA COUNTY
4 TIMES AS MANY PEOPLE REQUEST SHELTER AS THERE ARE BEDS
* In a single week in February 1986, 1300 different women, children, and men
sought shelter in Alameda County despite the fact that there were only 331
available beds. This represents 'a 25% increase from 1985.
* Requests for emergency shelter have more than doubled in the last 4 years.
* 85% of the people turned away from shelters were denied service because of
a lack of space.
WHO ARE THE HOMELESS? .
* The homeless population is changing, and can no longer be solely categorized
as alcoholic, transient, street dwellers, bag ladies, or the mentally disabled.
* A majority of those seking shelter are women and their children.
* 22% of requests for shelter are from victims of domestic violence.
* 36% of Alameda County's shelter residents are between the ages of birth and
. 12 years. 85% are under 401

WHERE ARE THEY FROM?
* 80% of shelter residents indicate Alameda County as their place of residence.
* Over 75% of people in shelters come from and leave to unstable living situations.
* The need for shelter is not limited to any specific part of Alameda County.
On the average, 6,000 women, children, and men are turned away from Northern
and Southern Alameda County shelters and voucher programs each month.
WHY ARE PEOPLE HOMELESS?
* 35% of those in shelters lack money to pay rent. Even when rent can be paid,
the standard "move-in" expenses (last month's rent and security deposit) are
prohibitive. .
* More than 50% of the people in shelters have been unemployed for more than
6 months.
* The shortage of affordable housing in Alameda County remains critical, with
a countywide vacancy rate of 1.6%.
* The after-effects of deinstitutionalization are still being felt. A limited
number of community facilities face the unrealistic burden of providing
shelter and support services for the mentally disabled homeless.
* The low level of Public Assistance grants, residency requirements, and difficult
application and documentation procedures contribute to people becoming and
remaining homeless.

* There -ara currently 17 emergency shelters offering a total of 393 beds, serving

families.and ,in4ividuals, women and children, single men, victims of domestic

' . * There are' several agencies and churches who provide vouchers -for_ limited stays •
: at local motels.
* A client-run support center for the.,mentally disabled homeless opened in
- downtown Oakland in July 1986.
* A shelter to serve the mentally disabled homeless is scheduled to. open in
Southern Alameda. County in 1987. . • . - . •
• THE FUNDING PICTURE . . .
* Funding for emergency services is tenuous. Much of the money allocated for• -
emergency_ service provision is for rehabilitation, not operating costs.
* There is'no single source of' on-going stable funding for emergency'shelters.
WHAT DO EMERGENCY SERVICE PROVIDERS NEED? - -
* -The-ESN .strongly believes that stabilization of current shelters is an absolute
• . ' 'priority.-: With funding cuts on all governmental levels, shelters face a continual '
struggle to survive, and desperately need 'funding for operating-expenses..
* Given -that 4 times as many people look for shelter as there are beds, expansion
of existing,: and development of new services must take-place-so that homeless
-. people are no longer forced onto the streets. '
* At-evidenced by the large-percentage of families. and individuals who leave
shelters for unstable or unknown destinations,- the provision of "Exit. Resources"
to aid homeless_ individuals in obtaining stable housing is critical.
* Given the 1.6% countywide vacancy rate, continual decrease in federal housing
funds, and lengthy waiting lists .at' local housing authorities,- the development
of low-income housing is crucial.
* Given the enormity of this crisis and•.the myriad of interrelated causes'and '
effects, coordinated efforts must be undertaken .to address the related problems
of Hunger, Unemployment, Health .Care, Child Care, and Education of homeless
citizen's in Alameda County. .

. * Donate money to agencies serving the Homeless. and Hungry.
* Volunteer your time at your local agency serving .the Homeless and Hungry..
. * Provide technical- and.material assistance: Your skills' and goods are always
needed.
* Write your local, state, and federal representatives urging them to continue
support ,of homeless legislation. .
'* Encourage your .church, synagogue, community group, or service organization tp - -
become involved ,in this struggle.

ESN ACCOMPLISHMENTS _ 1986-87
•
Below are highlights of the ESN's accomplishments during the last
fiscal year
* COUNTY TASK FORCE ON THE HOMELESS
in July 1986 , upon the ESN' s urging, the County Board of
Supervisors formed a Countywide Task Force on . the Homeless in
order to coordinate , plan for , and maximize resources for the
County' s Homeless citizens. The Task Force ' s actions thus
far have resulted in the allocation of $150 ,000 to implement
the first Alameda County Winter Relief Program consisting of
motel vouchers, temporary church shelter sites, and housing
assistance for - move-in costs. The Task 'Force also
established the County Homeless Relief Fund to receive
donations from the public to aid the County' s homeless
citizens.
a CITY OF OAKLAND FUNDING
The ESN submitted an innovative $250 ,000 joint funding
proposal to the City of Oakland on behalf of Oakland' s seven
emergency shelter and voucher programs. The proposal
resulted in obtaining an on-going funding commitment to
Oakland' s providers.
* NEEDS ASSESSMENT
The ESN conducts an annual Needs Assessment which documents
and monitors the. extent of the growing homeless' problem,
helps- emergency service providers secure funding, and
provides information to community leaders and decision--makers
for use in countywide planning, public education, etc.
* LEGISLATION
The ESN coordinated a "Save Federal General Revenue Sharing"
effort with Alameda County Revenue. Sharing providers , lobbied
successfully for passage of 2 of 3 State Homeless bills , and
conducts on-going monitoring of and advocacy for Federal ,
State, and Local Legislation.

* UNDUPLICATED COUNT
The ESN annually obtains an unduplicated count of the number
of homeless people requesting shelter, family composition,
places of residence , and percentage turned away. This
information enables us to determine specific programmatic
priorities .
* FOOD COMMITTEE
The issues of Homelessness and Hunger are closely linked, and
the ESN is making a committment to address them as related
problems . The ESN .Food Committee will be networking with
• other food groups and working with business , government , and
provider communities to address the hunger problem in Alameda .
County and identify solutions.
* DONATED GOODS & SERVICES
• The ESN has served .as the central clearinghouse for donated
goods , including clothing, sheets and towels, blankets and
pillows . In addition, the ESN has solicited and received in-
kind plumbing and electrical services from the County' s
Central Labor Council for ESN Members.
* SURVIVAL FORUM
The ESN co-sponsored the "Survival Forum" where homeless and
hungry people and service providers testified to a panel of
prominent community leaders and government offficials to
raise awareness and generate local involvement .
x SOCIAL SERVICES AGENCY COORDINATION
The ESN initiated an on-going series of meetings with the
County Social Services Agency to discuss providers ' concerns
about the Agency' s policies and procedures. This working
relationship has resulted in the prioritization of shelter
residents ' applications , and the publication of an ESN
• Resource Guide to help providers • assist their
residents/clients in gaining better access to public
assistance benefits .

In addition to continuing our on-going. coordination of emergency
services : and legislative monitoring, our major goals for Fiscal
Year 1988 include :
* •Conducting Needs Assessments which detail who the Homeless
are in Alameda County and -how many individuals and families
request shelter.
* Ensuring the maintenance and stability of the current level of .
. services , identifying available resources, and advocating on
behalf of emergency food and shelter providers, the homeless,
and the hungry.
* Advocating for the development of on-going public and -private
, funding for the Emergency Family , Needs/Housing Assistance

(EFN/HA). program, which provides one-time rent assistance to
help people stay in or move into homes.
* Educating emergency service providers on job training
programs and employment opportunities by developing resource
materials and establishing a ' system to help homeless
individuals prepare for job searches and interviews.
* Increasing housing opportunities for homeless individuals
• through sweat equity and shared-housing programs , anti-
discrimination legislation , and other methods by networking
with other existing housing groups ( Oakland Housing
•
Organizations , Berkeley Network of Housing Agencies , Southern .
Alameda County Housing Advocacy Project) .
* Mounting an effective public education campaign aimed at , .
increasing awareness of the changing homeless problem,
soliciting community involvement ( financial and in-kind) ,
promoting strategies to decrease the number of Homeless and
. Hungry citizens, and influencing public policy.
* Coordinating attempts to replace , federal - General . Revenue
Sharing dollars for emergency service providers.

Dear Mr. Ambrose:
The City of Oakland endorses the Emergency Services Network of
Alameda County ' s application for funding from the City of
Dublin.
In 19844 the City of Oakland , in partnership with the United Way
of the Bay Area, provided the Network with seed money to initiate
a project to coordinate emergency services on a regional basis.
Since that time , the Network has more than doubled its
membership , an indication of its success in encouraging. the
participation of public and private agencies throughout the
County. -
In addition to eliminating inefficiencies by coordinating the
delivery of services to the homeless , the Network, provides a
valuable public service by collecting annual statistics on the
homeless population in Alameda County. The Network is the only
local organization which collects this data on a consistent.
basis .
The Network requires support from each municipality in the
County. I . hope .the City of Dublin will join the City of Oakland.
in funding this regional body to continue its efforts to help the.
homeless in our communities .
