DESCRIPTION
On September, 15, 1988, the Tri-Valley Transportation Committee, chaired by Cm.
Wayne Bennett of San Ramon, met at the Shannon Community Center. Cm. Georgean
Vonheeder and Larry Tong, Planning Director, attended from Dublin.
The committee reviewed existing transportation studies, models, and plans from
the Tri-Valley cities and counties. The items covered included:
- circulation elements in general plans
level of service policies
transportation models
- transportation system management programs
traffic impact fees
- assessment districts
- general plan amendments and specific plans
transportation cost/benefit studies
- railroad plans
freeway interchange improvements
- capital improvement plans
ramp metering proposals
transportation corridors
local transit plans
- regional transit plans
statewide transportation costs and funding
- new transportation legislation
The committee decided that at its next meeting it would review the idea of a
joint powers authority (JPA) and identify potential problems and solutions.
The committee requested the representatives go back to their respective
councils and boards, brief them on the meeting, and get a sense of their
position regarding formation of a transportation JPA for the Tri-Valley area.
The purposes of the JPA would be:
1 - To prepare a Tri,-Valley transportation plan;
2 - To identify.;and prioritize Tri-Valley transportation infrastructure
needs; and
3 - To act as a body for lobbying for Tri-Valley transportation funding
for those infrastructure needs identified above.
The next meeting of the committee is scheduled for October 20, 1988 in
Pleasanton.
