SUBJECT: Appointment to Altamont Pass Advisory Coalition

RECOMMENDATION: Confirm previous City Council consensus that Mayor
0 Peter Snyder shall be the appointed representative
to APAC from the City of Dublin.
FINANCIAL STATEMENT: Project is being funded by the California
Transportation Commission and San Joaquin County.
DESCRIPTION: A joint project has been undertaken by the San
Joaquin County Council of Governments in cooperation with San Joaquin
Country. The project will examine and develop plans for commuter rail
services in the Altamont Pass Corridor. The funding requires that studies
be undertaken to analyze how effective rail service could be provided in
this corridor. A study committee has been formed and includes
representatives from Pleasanton and Livermore. At the July 13, 1992
meeting, the City Council directed Staff to determine whether Dublin could
be represented by Mayor Snyder.
In the attached letter, the APAC Chairman, San Joaquin County Supervisor
William Sousa, has invited the City of Dublin to make an appointment. It
would be appropriate for the City Council to formally confirm our
appointment to the Altamont Pass Advisory Coalition.
In accordance with the previous discussion by the City Council, Staff is
prep2Lred to advise APAC that Mayor Snyder will be the City's
representative.

SUBJECT: INVITATION TO APPOINT REPRESENTATION TO THE
ALTAMONT PASS ADVISORY COALITION (APAC)
Dear Mayor Snyder:
San Joaquin County Council of Governments (SJCOG) in cooperation
with San Joaquin County (SJCo) is preparing to examine and
develop an implementation and engineering plan for commuter rail
services in the Altamont Pass Corridor. The passage of
Proposition 116, the "Clean Air and Transportation Act of 1990" .
specifies funding for improvements in the Altamont Pass
predicated on the findings of an analysis of effective rail
service. Funding for the first step ($300, 000) toward these
improvements was approved by the California Transportation
Commission and matched with $300, 000 of San Joaquin County local
sales tax funds.
This two phase multi-jurisdictional project is intended to
implement a regional rail link from the Central Valley to the Bay
Area as soon as a plan of incremental development of the Corridor
can be completed. In order to accomplish this ambitious .
objective, it is essential to provide a forum for focus toward
consensus building. Your involvement is vital to that process.
Our regions are experiencing explosive growth. A fully
integrated transportation network through the Cal?.forni.a. Corridor
accessing the Metropolitan Bay Area depends on the continued
growth and development of passenger rail services.
To that end we are inviting participation in the Aitamont Policy
Advisory Coalition (APAC) . I have been asked by the SJCOG to
chair the APAC and request that you appoint a policy and a
technical representative. The first meeting was held in Stockton
on May 4, 1992 . The next meeting is scheduled for July 31, 1992,
in Livermore. Meetings over the course of the project will be
held throughout the corridor to accommodate affected
jurisdictions and encourage active participation.

The APAC is comprised of affected counties, cities,
transportation planning agencies, and providers, Caltrans, the
:railroads, Amtrak and the Public Utilities Commission. The APAC
will be the policy group responsible for inter-jurisdictional
decision-making during the course of the study work. A technical
sub-committee will be formed from this group. Their task will be
to review and make recommendations to the APAC on the technical
work developed by the consultant.
Please send notice of your appointments as soon as convenient.
You will receive an agenda of the next meeting and related
materials with a membership list once all jurisdictions have
responded. This is a corridor of statewide importance and a
major undertaking to improve the quality of life for us all. I
look forward to working with you.
