FINANCIAL STATEMENT $13 ,000 is available in FY 92-93 Budget
DESCRIPTION The 10th Annual St. Patrick's Day Celebration
is scheduled for Saturday, March 13 , 1993 . Once again, the parade
will be sponsored by the Dublin-San Ramon Lions Club and will feature
local bands, service clubs, youth groups and City dignitaries. The
community celebration will be organized by the City's Recreation
Department and will include food booths, arts and crafts, carnival
games, non-profit section, two stages of entertainment and a health
fair. As was done last year, the Dublin Chamber of Commerce plans to
work cooperatively with the City to promote the celebration amongst
the business community.
Community Celebration
For the past two years, the community celebration has been held at the
Dublin Place Shopping Center. This location has worked out well and
has been available to the City at no cost. The Center's Property
Manager has indicated that the Center would once again be available
for the 1993 celebration.
The merchants from the Shamrock Village Center have also indicated an
interest in hosting the celebration for 1993 and have indicated a
willingness to financially support the event. Staff has reviewed the
location and determined that the site is suitable for the celebration.
In addition, the Center's visibility from Amador Valley Boulevard and
San Ramon Road may result in increased attendance.
The Parks and Recreation Commission considered both locations at their
meeting of November 10, 1992 and recommend that the celebration be
relocated to the Shamrock Village Center. Staff has received approval
from two of the three property owners to utilize the Center for the
celebration. Approval from the trustees for the "Saw Mill" property
is pending.
Parade Route
Over the past nine years, the route for the parade has been modified
several times in response to concerns raised by merchants, the Lion's
Club, and the City's Police and Public Works Departments. The route,
however, has always centered around the downtown Dublin area.
The parade route for the 1992 parade is shown below:
North on Amador Plaza Road
East on Amador Valley Boulevard
South on Village Parkway
West on Dublin Boulevard
Amador Plaza Road was utilized as the staging area for the parade and
the parade disbanded at the street entrance to Montgomery Wards off
Dublin Boulevard. Consequently the parade started and ended in close
proximity to the site of the celebration.

Parade Route Continued
In the event that the community celebration is relocated to Shamrock
Village, Staff has developed an alternate route which would allow the
parade to disband closer to the celebration site. The alternate route
for the 1993 parade is as follows:
South on Amador Plaza Road
East on Dublin Boulevard
North on Village Parkway
West on Amador Valley Boulevard
Amador Plaza Road would continue to be utilized as the staging area
for the parade and the parade would disband at the Albertson's parking
lot (across the street from Shamrock Village) . This route has been
reviewed by the City's Police and Public Works Departments who have
indicated that there would be no significant complications or cost
increases to accommodate the alternate parade route.
The Dublin-San Ramon Lions Club has also reviewed the alternate route
and have the following concerns:
1. Parade does not begin and end in the same location
2. Constant changing of parade routes creates confusion for
participants and spectators.
They will however work with whatever route the City Council chooses.
The Parks and Recreation Commission considered both routes at their

the parade disbands in close proximity to the celebration site.
Business Participation
Last year local businesses were invited to stage sidewalk sales in
conjunction with the celebration. In addition, promotional sign
processing fees were waived for those businesses who referred to the
St. Patrick's Day Celebration in their promotional signs. Fourteen
businesses participated in sidewalk sales and two businesses took
advantage of the promotional signs.
Staff would again recommend that these two components be included in
the celebration in order to solicit greater participation from local
businesses.

The preliminary cost estimate for the St. Patrick's Day Celebration is
as follows:

In conclusion, it is recommended that the City Council review and
provide input on -.the preliminary plans for the 1993 St. Patrick's Day
Celebration and take action on the following items:
1. Determine the parade route
2. Determine the site for the community celebration
3 . Adopt Resolution approving sidewalk sales and promotional
signs.

RESOLUTION NO. - 92
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
SUPPORTING THE 1993 ST. PATRICK'S DAY CELEBRATION
WHEREAS, the City of Dublin has for the last nine years
sponsored a community-wide St. Patrick's Day Celebration; and
WHEREAS, the City of Dublin and the Dublin Chamber of Commerce
have joined together for the planning of the 1993 celebration; and
WHEREAS, in an attempt to gain business participation in the
annual celebration it has been recommended that businesses be allowed
to conduct sidewalk sales on the day of the celebration, Saturday,
March 13 , 1993 ; and
WHEREAS, it has further been recommended that 1) a waiver of
promotional sign processing fees and 2) a waiver of two (2) weeks of
promotional sign display be granted to those individual businesses
that 1) obtain promotional sign permits, 2) include "Dublin St.
Patrick's Day Celebration" in the signage, and 3) display the signage
two (2) weeks or less prior to the March 13 , 1993 celebration; and
WHEREAS, the City Council finds that approval of these requests
promote the St. Patrick's Day Celebration in a positive manner.
NOW, THEREFORE, BE IT RESOLVED that ,the City Council of the City
of Dublin does hereby approve these requests regarding sidewalk sales
and promotional signs.
PASSED, APPROVED AND ADOPTED THIS 14th day of December, 1992.
