ATTACHMENTS: 1.Draft Minutes of the May 17, 2016 Regular City Council Meeting ITEM NO. 4.1 Page 1 of 1 MINUTES OF THE CITY COUNCIL OF THE CITY OF DUBLIN REGULAR MEETING – MAY 17, 2016 A regular meeting of the Dublin City Council was held on Tuesday, May 17, 2016 in the City Council Chambers of the Dublin Civic Center. The meeting was called to order at 7:01 p.m., by Mayor Haubert. ROLL CALL PRESENT: Councilmembers Biddle, Gupta, Wehrenberg, and Mayor Haubert ABSENT: Councilmember Hart PLEDGE OF ALLEGIANCE The pledge of allegiance to the flag was recited by the City Council, Staff and those present. ORAL COMMUNICATIONS Recognition of Dublin Unified School District Superintendent, Dr. Stephen Hanke, and Dublin High School Principal, Carol Shimizu 7:02 p.m. 3.1 The City Council presented certificates of recognition to Dr. Stephen Hanke and Carol Shimizu. Recognition of Camp Parks Garrison Commander LTC Andrew Jones and Command Sergeant Major CSM Richard Kreiberg 7:16 p.m. 3.2 The City Council presented certificates of recognition to LTC Andrew Jones and Command Sergeant Major CSM Richard Kreiberg. DUBLIN CITY COUNCIL MINUTES 1 VOLUME 35 REGULAR MEETING MAY 17, 2016 Affordable Housing Week Proclamation 7:33:50 PM 3.3 The City Council recognized East Bay Housing Organizations for their affordable housing advocacy work and efforts in preserving, protecting, and expanding affordable housing opportunities throughout Alameda County by proclaiming May 13-21, 2016 as Affordable Housing Week. Proclamation for World Elder Abuse Awareness Month, June 2016 7:42 p.m. 3.4 Alicia Morales provided public comment. Scott Ford provided public comment. The City Council presented a proclamation for World Elder Abuse Awareness Month, June 2016. Annual Report by Youth Advisory Committee 7:46 p.m. 3.5 The City Council received the Youth Advisory Committee annual report. DSRSD Water Capacity Reserve Fee Presentation 8:20 p.m. 3.6 Dan McIntyre, General Manager Dublin San Ramon Services District (DSRSD), provided a report regarding the DSRSD Water Capacity Reserve Fee. Public Comments 7:33 p.m. 3.7 DUBLIN CITY COUNCIL MINUTES 2 VOLUME 35 REGULAR MEETING MAY 17, 2016 Col. Ellis presented a gift to Mayor Haubert. Margaret Liang, Dublin resident, provided public comment. Mayor Haubert presented certificates of recognition to Destination Imagination Teams. Information was provided regarding Memorial Day Festival at Camp Parks. CONSENT CALENDAR 8:11 p.m. Items 4.1 through 4.8 Mayor Haubert pulled Item 4.8 for further discussion. On motion of Vm. Gupta, seconded by Cm. Biddle and by unanimous vote (Cm. Hart absent), the City Council took the following actions: Approved 4.1 minutes of the May 3, 2016 Regular City Council meeting. Continued 4.2 13 by motion as required by Government Code Section 8630(c), which states that the City Council shall review the need for continuing a local emergency at least once every 30 days until the governing body terminates the local emergency, the State of Emergency that was declared on March 18, 2014, based on the fact that extreme drought conditions continue to exist within both the State of California and the City of Dublin, and the threat to the safety and welfare of Dublin residents remains. Received 4.3 the Payment Issuance Report and Electronic Funds Transfers report. Approved 4.4 the budget change. Received 4.5 the City Treasurer's Informational Report of Investments for the Quarter Ending March 31, 2016. Adopted 4.6 RESOLUTION NO. 70 - 16 DUBLIN CITY COUNCIL MINUTES 3 VOLUME 35 REGULAR MEETING MAY 17, 2016 APPROVING AN AGREEMENT WITH VERMONT SYSTEMS, INC. FOR RECREATION MANAGEMENT SOFTWARE SERVICES Adopted 4.7 RESOLUTION NO. 71 - 16 AWARDING A CONTRACT FOR PROJECT NO. ST0911 TO DESILVA GATES CONSTRUCTION, LP. AND APPROVE AN AGREEMENT WITH S&C ENGINEERS INC. FOR THE DOUGHERTY ROAD IMPROVEMENTS Mayor Haubert pulled Item 4.8, Appointments to Youth Advisory Committee and Student Representative to Parks and Community Services Commission. On motion of Mayor Haubert, seconded by Vm. Gupta and by unanimous vote (Cm. Hart absent), the City Council confirmed Item 4.8 the Mayor’s appointments to the Youth Advisory Committee and the Student Representative to the Parks and Community Services Commission for the 2016 – 2017 terms. WRITTEN COMMUNICATIONS – None. PUBLIC HEARINGS – None. UNFINISHED BUSINESS – None. NEW BUSINESS General Municipal Election – November 8, 2016 8:26 p.m. 8.1 On motion of Mayor Haubert, seconded by Cm. Wehrenberg and by unanimous vote (Cm. Hart absent), the City Council adopted DUBLIN CITY COUNCIL MINUTES 4 VOLUME 35 REGULAR MEETING MAY 17, 2016 RESOLUTION NO. 72 - 16 CALLING FOR A GENERAL MUNICIPAL ELECTION TO BE HELD IN THE CITY OF DUBLIN ON NOVEMBER 8, 2016; REQUESTING THE ALAMEDA COUNTY BOARD OF SUPERVISORS CONSOLIDATE THE CITY OF DUBLIN GENERAL MUNICIPAL ELECTION WITH THE STATEWIDE GENERAL ELECTION; AND AUTHORIZING CERTAIN PROCEDURAL MATTERS RESOLUTION NO. 73 - 16 ADOPTING REGULATIONS FOR CANDIDATES FOR ELECTIVE OFFICE PERTAINING TO CANDIDATE'S STATEMENT AND THE COSTS THEREOF FOR THE GENERAL MUNICIPAL ELECTION TO BE CONSOLIDATED WITH THE STATEWIDE GENERAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 8, 2016 Designation of Two Council Members as City Representatives to Discuss Compensation with City Attorney 8:30 p.m. 8.2 On motion of Vm. Gupta, seconded by Mayor Haubert and by unanimous vote (Cm. Hart absent), the City Council designated Councilmembers Biddle and Wehrenberg to discuss compensation with the City Attorney. OTHER BUSINESS 8:31 p.m. 9. Brief information only reports were provided by the City Council and/or Staff including Committee reports and reports related to meetings attended at City expense (AB1234). ADJOURNMENT 10.1 There being no further business to come before the City Council, the meeting was adjourned at 8:39 p.m. in memory of Staff Sgt. Sean Diamond and our fallen troops.
