Foss, City Manager SUBJECT: Bay West Public Art Approval Prepared by Tegan McLane, Cultural Arts & Heritage Manager EXECUTIVE SUMMARY: The City Council will consider a proposal by Bay West Development to install a public art wall at the corner of Dublin Boulevard and Golden Gate Drive, to satisfy the Public Art requirement for its Dublin Apartments mixed-use residential complex. In order to meet the requirements of the City's Public Art Ordinance, the Developer has opted to install public art versus paying the in- lieu fee. Per the Public Art Master Plan, all private developers are required to meet with the Heritage and Cultural Arts Commission for review of the artwork. Upon recommendation by the Heritage and Cultural Arts Commission, the developer must seek final approval of the artwork by the City Council. FINANCIAL IMPACT: None. RECOMMENDATION: Staff recommends that the City Council approve the proposed public artwork for Bay West's Dublin Apartments development. \`Reviewed By Assistant City Manager DESCRIPTION: Bay West Development is developing a five-story mixed-use residential project, 7544 Dublin Boulevard, located at the southeast corner of the intersection of Dublin Boulevard and Golden Gate Drive in Downtown Dublin. The project will have 314 apartments on the upper four stories, with 17,000 square feet of retail space on the ground floor (Attachment 1, Bay West Site Plan). As part of their Site Development Review approval by the City Council, Bay West opted to install public art versus paying the in-lieu fee. Per the Public Art Master Plan, all private developers are Page 1 of 3 ITEM NO 8.1 QC/ V required to meet with the Heritage and Cultural Arts Commission for review of the proposed artwork. Upon recommendation by the Heritage and Cultural Arts Commission, Bay West is also required to seek final approval of the proposed artwork by the City Council. Artist Selection Process The Public Art Master Plan encourages private developers to follow an artist selection process consistent with the City's policies for selection of artists and artworks. Bay West followed a process similar to the City's process of selecting from a shortlist of prequalified public artists. Based on interviews and reviews of short- listed artists' past work, Bay West selected artist Deirdre Murphy for the project (Attachment 2, Bay West Artist Statement, Resume and Renderings). Ms. Murphy is a professor of art at the University of Pennsylvania, who frequently explores the connections between migratory bird pathways and star constellations. She was commissioned to create a piece based on the Orange Crowned Warbler, a small songbird that migrates through the Dublin area each spring and autumn using stellar navigation and taking refuge in shrubs and low trees. The proposed piece is an art wall — approximately the height of the birds' habitat — made from two panels of powder- coated steel. Life -size warblers, digitally printed in aluminum, will be mounted on both sides of the wall. The wall, situated near the Dublin Blvd. /Golden Gate Drive corner, is expected to provide a screen between vehicular traffic and an outdoor plaza that would likely be used for seating for future tenants. The artwork will be visible to both passersby and users of the outdoor plaza area. Staff Review Preliminary designs were reviewed internally by City Staff and Dublin Police Services. The scale of the artwork is very modest in relation to the building size as too tall of a wall structure may pose public safety concerns at night or ongoing visibility issues. Because of this, Staff encouraged the developer to keep the wall at 55 ", but consider adding other public art elements within the project as funds allow. The parking garage entrance area was identified as a possible location for additional public art. To mitigate any safety concerns, Staff directed the developer to further explain its lighting plan and ensure that the plaza behind the art wall will be well lit. This requirement could be incorporated into the Public Art Installation and Maintenance Agreement. Community Outreach In addition to including City Staff in the review and critique of the artwork, as specified in the Public Art Master Plan, Bay West also performed outreach to the Dublin community. Bay West hosted an open house on February 10 for the public to meet Ms. Murphy, inspect preliminary designs and offer comments and concerns. Bay West mailed 811 postcard invitations to owners and occupants within a 300 -foot radius, including Eden Housing, developer of the adjacent affordable housing development, Dublin Family Apartments. The outreach meeting was also publicized through social media and the City website's newsflash feature. Unfortunately, the attendance was poor, likely due to weather conditions that day. However, feedback from those who saw the artist's presentation was positive (Attachment 3, Bay West Public Art Comment Cards). Bay West's public art proposal was presented at the Heritage and Cultural Arts Commission's regular May 12, 2016 meeting. Commissioners agreed the artwork would be an attractive addition to Downtown Dublin and were especially enthusiastic about the art- science connection. They discussed their concerns that the artwork was situated too close to the street, making it Page 2 of 3 difficult for pedestrians to fully appreciate the piece. They also noted, on the plaza side of the wall, a proposed seat wall would partially block the view of the art. Bay West indicated to the Commission that they were amenable to moving the artwork back from the corner and changing the plaza seating to allow better access to the art. The Heritage and Cultural Arts Commission unanimously recommended that the City Council approve the public art proposal, with the recommendation that Bay West consider changes to plaza seating to allow the public better access to view the artwork from a closer vantage point. In response to the Commission's recommendation, Bay West has moved the art wall further back within the flower bed to provide further distance from the street and has exchanged the continuous seat wall for four benches spaced apart to allow viewers to stand closer and have an unobstructed view. W. § \\ |7! m yd \k d§ � ATTACHMENT 2 DEIRDRE MURPHY DUBLIN APARTMENT PROJECT Warbler Migration Sculpture PROJECT DESCRIPTION The Warbler Migration public art commission creates a beautiful focal point at the gateway entry of the Dublin Apartment Project site and adjacent communities. The Orange Crowned Warbler, a Bay Area migratory bird, inspires the sculpture. The artwork draws parallels between avian flocks and residential communities and integrates nature into the civic realm. The freestanding sculpture will be installed in the garden bed, at the foot of the seat wall, located in the plaza at the intersection of Dublin Boulevard and Golden Gate Avenue. Orange Crowned Warblers migrate through Northern California each spring and autumn, using stellar Constellations to navigate theirja urn ey. Their natural habitat consists of shrubs and I ow- IV) ng trees. The WarblerMigration sculpture depicts their flight passage. The sculpture consists of two- 7' x 24' steel powder coated panels. The panel facing Dublin Avenue contains the spring constellation pattern at the base then moves into a triangulated flocking pattern in the upper portion. The plaza view illustrates autumn constellation patterns. The constellations will be softly lit and visible at night. Twenty aluminum cast Orange Crowned Warblers will be seen flying through the sculpture activating the artwork into a sky space. The placement of Warbler Migration in this high visibility gateway locatien will not only provide beautiful ornamentation from the street and retail side views but will also act as a community building space where residents and guests can gather. Warbler Migration will compliment the rich tradition of public art in the City of Dublin while celebrating regional wildlife, integration of local landscape and appreciation of the growing community of Dublin. Flocks of starlings and the astro- matrixes of stellar constellations are metaphors For the mental maps of our contemporary social networking. I am fascinated by the murmurations of flocking birds and how they shift and pulsate in a collective movement. Each bird's movement causes a different flock shape to illuminate in the sky just as each season we see different star constellations. I paint to reveal the contained energy that repels or attracts one another, to explore how these subtle pattern changes tell us about our relationship to nature and to each other. My use of color and shape investigate this theme of inter - dependency. DEIRDRE MURPHY BIO 2015 Deirdre Murphy's artwork investigates the complexities of relationships found in groups of birds and clusters of stars. Her fascination with avian migratory patterns and the astro matrixes of constellations have led her research to Hawk Mountain Bird Sanctuary, Haverford College Strawbridge Planetarium and Drexel university's Academy of Natural Science. Murphy has exhibited internationally and extensively in the United States in museums, galleries and institutions including Philadelphia, New York, Chicago, Delaware, Minnesota, Washington and Oregon. Her work has been exhibited at institutions including the Philadelphia International Airport, Palm Springs Museum of Art, Biggs Museum, New Bedford Museum, Tacoma Art Museum, University of Pennsylvania and Pennsylvania Academy of Fine Art. The recipient of numerous awards and grants, most notably the Pennsylvania Council for the Arts Fellowship and a Leeway Foundation award, she has Been an artist -in- residence at the Powdermill Nature Reserve (RA), Hawk Mountain Sanctuary [PA], Vermont Studio Center (VT) and Pouch Cove Artist Residency (St. Johns, Newfoundland). Her work has been published in New American Paintings and Fresh Paint Magazine. Murphy's work can be found in many public and private collections including Colorado Springs Fine Arts Center Museum, Temple university, Alpha Med Press and Gamblin Artists Colors, Deirdre Murphy earned her MFA degree from the University of Pennsylvania and her BFA degree from the Kansas City Art Institute.
