The March 17, 2003 meeting of the Parks and Community Services Commission was called to order at 7:04p.m. at
the Dublin Civic Center,Dublin, California,by Chairperson Flores.

Oral Communications
3.1 Administration of Oath of Office to Newly Appointed Commissioners by City Clerk
Kay Keck, City Clerk, administered the Oath of Office to newly appointed Commissioner Steve Jones.
The Commissioners briefly summarized their backgrounds for Cm. Jones. Cm. Jones stated that he has been a
resident of Dublin for 36 years, has two children and two grandchildren. He served as President for Dublin Little
League,Dublin United Soccer League,Booster Club and the Dublin Lions Club.
3.2 Brief Informational Reports from Senior Center and Youth Advisory Committees
Dublin Senior Center Advisory Committee
Cm. Cain reported that he and Cm. Guarienti attended the last SCAC meeting. One of the primary subjects
discussed was the utilization of the outdoor space at the new senior center. Some of the recommendations by the
SCAC were that the front patio adjacent to Amador Valley Boulevard might include a fountain and roses along the
wall. The second patio area adjacent to the front entrance and outside the Great Room would be used as a picnic
patio with the ability to serve meals there. The third patio area adjacent to the main entrance but off of the Game
Room would be an outdoor seating area.
Youth Advisory Committee
Cm. Young reported that the Committeechad a booth at the St. Patrick's Day Festival. Members of YAC assisted
with decorating and serving at the Fire Pancake Breakfast. YAC members will wait tables at the Senior Center
Volunteer Banquet on April 24.
3.3 Public Comments
Shauna Brown of Childcare Links stated that Childcare Links provides free referrals for childcare in the Valley
and most of the training in the valley for childcare licensing. They are currently receiving several calls for
childcare in the Eastern Dublin area. Dougherty Elementary Afterschool Program has been full since it opened and
there are not many other options in Eastern Dublin available. She asked the Commission to keep childcare in mind
when planning any future parks and schools. There are only three centers available for infant care in Dublin. Of
the three centers, two are full with waiting lists and only one center has openings. Infant care is in great demand.
Ms. Brown stated that if the City of Dublin would like any report information from Childcare Links or would like
her or Ellen come out to do a presentation, they would be happy to do so. She announced that the Friendly
Employer of the Year Award would be given to Franklin Templeton Investments.
Approval of Minutes
Cm. Flores referred to Page 7, last Paragraph, and indicated that she did not make the statement in question. Cm.
Guarienti stated that it was probably Betsy Zajac. Lowart pointed out that Char was not in attendance at the
meeting and therefore had to prepare the minutes from the tape.
Cm. Guarienti referred to Page 9, Objective 16; "The" at the beginning of the sentence should be changed to
"This".

Cm. Hildenbrand referred to Page 4, New Business 8.1, stating that the word "that" was repeated twice in the

8.1 Election of Officers
Cm. Flores opened the nominations for Vice-Chairperson. Cm. Hildenbrand nominated Cm. Guarienti. Cm.
Flores nominated Cm. Hildenbrand. Cm. Young nominated Cm. Jones. The Commission unanimously voted to
nominate Cm. Guarienti for Vice-Chairperson.
8.2 Committee Appointments
Lowart reported that with the resignation of Betsy Zajac, it is necessary to appoint a Commissioner to replace her
on the St. Patrick's Day Liaison Committee and Art Selection Committee— Senior Center. In addition, a new Art
in the Parks Project for Dolan Park has been added to the Committee List for which a Commissioner would need to
be appointed. -
Cm. Jones volunteered for the St. Patrick's Day Liaison Committee. Cm. Flores volunteered for the Art Selection
Committee — Senior Center. Cm. Jones volunteered as representative and Cm. Hildenbrand volunteered as
alternate for the Art Selection Committee-Dolan Park.
8.3 Kolb Park Play Equipment Proposals
Lowart introduced Rosemary Alex,Parks and Facility Development Coordinator.
Alex stated that tonight the Commission would be reviewing three proposals that were submitted for the
replacement of the youth and older children's playground structures at Kolb Park. Based on the conditions found
at each facility, it was determined that the play equipment at Kolb Park was not up to standards and is a priority for
replacement. Utilizing the overhead, Alex pointed out the existing conditions of the site. The site is all sand,
which is not accessible by current ADA standards. All the components are wood. Based on the scope of work,we
will be removing all the play components as well as the sand. The sand will be replaced with a fibar material,
which would be wheel accessible. Wheel chair accessible ramps will be installed adjacent to the walkways. On
January 21, 2003, the City Council authorized Staff to distribute a Request for Proposals. Five proposals were
submitted. Upon review, Staff recommends proposals from Ross Recreation, Playgrounds by Design and NorCal
for further consideration. Alex briefly summarized the highlights of each proposal, referring to the breakdown of
components by manufacturer. All three proposals equally met the accessibility requirements, safety considerations,
ease of on-going maintenance and manufacturer's"Green Building"program.
Cm. Guarienti pointed out that the other playground at Kolb Park has not been mentioned. Lowart stated that the
playground in question was installed by the Dublin Lions Club as a handicapped play area. The equipment was
purchased with a Clorox grant and installed with help from the Dublin Lions Club. It was hoped that with the
close proximity to the Kaleidoscope Activity Center, that it would be a draw. It is probably used more my able
bodied children then handicapped children.
Cm. Guarienti inquired as to the manufacturer of the play area for Area G. Alex replied,Landscape Structures.

Cm. Cain asked, what is a "Green Building" program. Alex stated that based on a Council directive, we try to
pursue manufacturers that include their shipping, packaging processes and elements which are environmentally
friendly. The play structure manufacturers are therefore requested to provide a description of the components and
the elements that are recycled. They also include information on their reduced packaging and how economical
their transportation is. Alex stated that we do not have established a criterion that has to be met. However we do
ask that the manufacturers explain what they are doing as evidence that they are environmentally friendly.
After discussion the Commission concurred with the selection of the NorCal proposal.
ON A MOTION BY CM. GUARIENTI, SECONDED BY CM. HILDENBRAND AND BY UNANIMOUS
VOTE, THE COMMISSION VOTED TO ACCEPT THE NORCAL PROPOSAL FOR THE KOLB PARK
PLAY EQUIPMENT.
8.4 Fall 2002 Quarterly Reports
Lowart briefly summarized the programs, classes and events conducted during fall 2002.
Shannon Center Preschool
Session I was held from September 9, 2002 to November 29, 2002. All three preschool classes filled with 20
children each. The fall session of the new Kinder Prep class, Purple Pilots, was also conducted from September 9,
2002 through November 29,2002. Twelve children registered for the fall session.
Cm. Cain asked if we had to turn any applicants away. Lowart stated that typically for the 4-5 year old program,
we have a waiting list.
Cm. Flores asked if a demand is there to open up another class. Lowart stated that Staff is looking at this very
carefully, however one of the problems is space. With the new Activity Center that is proposed to go into Emerald
Glen Park in advance of a permanent building, it may be possible to expand the program at that site.
Cm. Cain asked how does this apply to Childcare Links. Lowart stated that our program and theirs is totally
different. Our program is not licensed daycare; it is a preschool program that offers a structured recreational and
educational environment for preschool aged children. Daycare at the schools is provided by EDCC and the City
has chosen not to infringe on that market at this time.
Cm. Hildenbrand asked if a daycare center is something we can consider at Emerald Glen Park in the future.
Lowart replied that it would be possible but there could be a problem with space as the park master plan utilizes all
of the park land for recreational amenities. The master plan may need to be re-visited.
Cm. Guarienti felt that the Employer Friendly program as reported on earlier by Childcare Links, would be a very
important part of this issue. Shauna Brown, Childcare Links, stated that Sybase and Hacienda Business Park are
two employers that currently offer on-site daycare. They are definitely model employers of the community.
After School Recreation
Lowart stated that even though this is not a licensed daycare program, it does meet the needs for daycare for many
families in our community. Session I of this program was offered at Dougherty, Dublin, Frederiksen, Murray and
Nielsen elementary schools from September 9, 2002 — February 3, 2003 from 1:45-5:30p.m. Average daily
attendance was 144.
Teens:
Recreation on Campus (ROC)
Session I was nine weeks long with each day broken into two blocks of time. Block One is for the Homework
Club from 2:45-4:OOpm and Block Two is from 4:00-5:15pm at Wells Middle School. With the increase in
demand for the R.O.C. program, another classroom was acquired to accommodate new participants. Total
Registration was 370 with an average attendance of 75.

Youth Advisory Committee and Teen Events
The Youth Advisory Committee strives to create a positive and creative youth-driven forum for teens in Dublin.
Committee members work with adult advisors and City Staff to provide activities and events for teens. During the
fall quarter over 300 people attended teen events which included a Capture the Flag Night (43 teens), a Karaoke
and Pizza Night (115 teens), Q-Zar Night (32 teens), Teen Lock In (96 teens) and Teen Extreme Bowling (16
teens).
Wells Middle School Lunchtime Sports Program
During the fall lunchtime activities were conducted at Wells Middle School. Lunchtime sports activities have
included basketball, paddleball and volleyball. The response from teens has been very positive with over 80
participants each day. One of the benefits of sponsoring this program is the ability to market the City's teen events
and programs on-campus to the students.
Senior Center
Popular programs at the Center include aerobics, bingo, bridge, food distribution, lunch, poker, the special
luncheons and water coloring. The Trail Trekkers (a walking program led by a volunteer) continue to be popular
as does the Trips and Tours Van program. Total registration was 7,008 with an average daily attendance of 155.
Total volunteer hours for the fall quarter was 1,767.
Leisure Classes
A total of 540 participants registered for classes during fall 2002. Total classes offered were 91 with 51 classes
held. Average registration per class was 10.6.
Adult Sports:
Adult Basketball League
A total of 13 teams participated in the fall Men's 5-on-5 "C/D" and 4-on-4, 30-years and older leagues. A 3-on-3,
six-foot-and-under league was offered however was not conducted due to insufficient registration. Games were
held at Stager Community Gym.
Adult Softball Mini-Leagues
During the fall two Adult Softball Mini-Leagues (shorter season) were conducted. Games were held at the Dublin
Sports Grounds. The Men's "D" league was held on Wednesday evenings. The coed and business-coed leagues
were combined to play on Thursday evenings. The leagues were conducted during the Sports Grounds renovation
project,which created some restrictions due to temporary fencing in the outfields.
Adult Volleyball Tournament
The City sponsored a Northern California Volleyball Association (NCVA)sanctioned grass doubles tournament on
September 21-22, 2002. This event was held at Emerald Glen Park and titled the Day on the Glen Open. The
volleyball tournament ran in conjunction with the City's Day on the Glen festival. Total registration was 49.
Open Gym Basketball
Open Gym Basketball was offered at Stager Community Gym on Tuesday evenings. The program was
discontinued during the fall due to a severe decline in attendance. The decline resulted because at the same time
the City of Dublin raised the Open Gym fees the City of San Ramon decreased their Open Gym fees to attract users
to two new gyms. Dublin's fee increase was implemented to compensate for rising operating costs. During the
time that the program was held, average daily attendance was 9.
Open Gym Volleyball
Open Gym Volleyball was offered at Stager Community Gym on Thursday evenings. The program was cancelled
due to a severe decline in attendance. During the time that the program was held, average daily attendance was 9."

Youth Sports:
DYSL Youth Teeball League
The Tiny Bat Busters League (3-5 years old) and Super Bat Busters League (0-3`d grade) were conducted at Ted
Fairfield Park. Players received a tee shirt and participation plaque. Two Super Bats teams and four Tiny Bats
teams were formed,which was a 50%increase over last year. Total participants was 48.
Contracted Youth Sports Programs
Each quarter the City offers several youth sports programs through independent contractors. The contracted youth
sports programs offered during the fall included Kidz Love Soccer(at Shannon Park) and East Bay Roller Hockey
(at Dublin Elementary and Wells Middle School). Total participants was 65.
Cm. Hildenbrand stated that many parents who have children in preschool have told her that they cannot
participate in some of the activities offered in Dublin because they are offered in the mornings. She asked, as the
City grows will we be able to offer programs for the smaller children on the weekends or weekday afternoons.
Lowart stated that there are two factors involved, number one is space and number two is the availability of
instructors. However, we are cognizant of the problem and are looking at ways to expand programs to meet the
needs.
Special Events:
Day on the Glen Festival
The 2002 "Day on the Glen"Festival was held at Emerald Glen Park on September 21 and 22. Based on estimates
by the Police Department as well as the beverage and carnival ticket sales, it is estimated that 8,000 people
attended the festival over the two days. The Commission received a detailed evaluation report about the festival in
October 2002. Staff is developing a plan to give the event more of a hook and theme. Staff is also proposing
moving the event back to the fourth weekend of September like the first year. This should minimize competition
with other area events.
Aquatic Programs
Recreational Swimming
During the fall the Swim Center was open for Recreational Swimming on weekends from 1:00-5:OOp.m.
Attendance at Recreational Swimming this fall increased by 28% over last year, attributable to warmer
temperatures this year. Total attendance was 830.
Birthday Party Program
Families or groups can reserve the group picnic area at the pool to hold a party during recreational swimming
hours. The reservation fee is $4.00 per person ($5.00 for non-residents) and includes admission to the pool,
reservation of the picnic area, balloons and a personalized sign. There were a total of 4 parties scheduled with a
total attendance of 80.
Learn-to-Swim Lessons
The fall registration for the Learn-to-Swim program decreased by 6 participants. Due to a lack of qualified
instructors, the City was only able to offer three classes per half-hour. However there were 22 children placed on
waiting lists this fall,which was an increase of 17 over last year. Total registration was 89.
Fitness Programs
Both Lap Swimming and Water Aerobics are drop-in programs held in the morning and evening on weekdays
during the fall. Total Attendance was 39 for Lap Swimming and 88 for Water Aerobics.

8.5 Tri-Valley Commission and Board Dinner
Lowart reported that on an annual basis, the Commissions and Boards from Alamo, Danville, San Ramon,
Dublin, Pleasanton and Livermore conduct a dinner meeting for the purpose of networking and sharing
information. The City of Dublin is responsible for hosting this year's dinner. Staff would recommend
that the dinner be held in the community room of the new Dublin Public Library on Thursday, May 15,
2003. A social hour would be held beginning at 6:00 p.m. with dinner to follow at 7:00 p.m. Tours of the
library could be conducted during the social hour for interested Commissioners and Board members.
Cm. Cain inquired as to the program for the event. Lowart stated that there is not a formal program; each City will
give a brief presentation,which is usually given by the Chairperson of the Commission.
Cm. Guarienti suggested giving tours of the Heritage Center. Lowart stated that unfortunately there is no place to
do a dinner on site.
Cm. Flores asked if the event would be catered. Lowart replied yes and asked the Commission for any input
regarding the presentation, caterer, location and theme.
Cm. Jones inquired as to when the new library will be opened. Lowart replied on April 12.
Cm. Flores stated that having it at the library is a good idea, as we could do a tour. Lowart stated that the Project
Manager could do the tours.
Cm. Guarienti inquired as to the typical attendance for this event. Lowart replied, about 50.
Cm. Cain thought that the date and location for the event was good.
Other Business
Brief INFORMATIONAL ONLY Reports from Parks& Community Services Commissioners and/or Staff
Cm. Cain stated that he would like the Commissioners who will be attending the San Jose Convention this
weekend,to provide input at our next scheduled meeting.
Cm. Guarienti stated that in the minutes of the last meeting, the Commission discussed conducting facility tours.
He asked if Staff would be addressing that soon. Lowart replied,yes.
Cm. Guarienti stated that he heard that the Iron Horse Trail Dedication has been scheduled for May 3 and that
BART has been selected as a staging area. Lowart stated that the date seems to change every week,however once
the date has been firmly set she will let the Commission know.
Cm. Guarienti inquired as to the scheduled Library Preview Party. Lowart stated that invitations have not gone
out as yet. The Alameda County Library Foundation will be hosting a preview party on the Thursday prior to the
library opening on April 12. It is her understanding that invitations should be mailed out this week.
Cm. Guarienti stated that the senior's St. Patrick's Day Luncheon was very well done. The food was good and the
entertainment was outstanding. The Trial Trekkers participated in the parade and thanked the Lions Clubs for a
great parade. He reported that he also participated in the 5K Run on Sunday and thanked Staff for a great
weekend.
Cm. Hildenbrand felt that the festival was great. She attended the Green and White Gala and had a great time and
met a lot of people involved with the Dublin Sister City Association.

Cm. Young"thought that the parade went very well. She felt that the participation by small businesses in the
festival seemed less than before. Lowart pointed out that stated that Staff does a mailing every year to local
businesses in Dublin inviting them to participate.
Cm. Flores stated that it looked like attendance was very good considering the threat of rain. It was a great event.
She reported that of the Commissioners, she is the only that has an ID badge. Lowart stated that she will Staff
prepare badges and send copies of the newly revised Commissioner lists.
Cm. Hildenbrand stated that at our last meeting she inquired as to why the Commission does not receive copies of
the Planning Commission agendas. Lowart stated that she would follow-up with the Secretary of the Planning
Commission.
Staff Reports
sLowart reported that unfortunately Staff was not able to coordinate dates for a facility tour for the dates
discussed. She asked the Commissioners to provide her with their availability or preference. Cm. Cain — Off
Monday, Tuesday and Wednesday. Guarienti — Not available on Tuesdays. Jones — Need advance notice to
schedule off. Young — Prefer weekends. Flores — Fridays would be best, but can schedule another date if have
advance notice. Hildrenrbrand—Need advance notice. Lowart stated that Staff would email the Commission with
some alternate dates.

4City Council Goals and Objectives Study Session is scheduled for Monday,March 31 at 6pm.
