Tour of Heritage Center Museum
Isles conducted a brief tour of the museum and the Dia de los Muertos exhibit prior to the Heritage and Cultural
Arts Commission meeting.
The October 9, 2003 meeting of the Heritage and Cultural Arts Commission was called to order at 7:16p.m. at the
- Dublin Heritage Center,Dublin, California,by Chairperson Fasulkey.

ON A MOTION BY CM. VONHEEDER-LEOPOLD AND SECONDED BY CM. MACK, THE COMMISSION
VOTED UNANIMOUSLY TO APPROVE THE MINUTES OF AUGUST 14, 2003.

Unfinished Business
7.1 Art Projects Update
Yvonne reported that one responsibility of the Heritage and Cultural Arts Commission is to review proposed art
projects within the City. In order to keep the Commission informed about pending projects, she provided an
update on the projects.
Art in the Parks
Emerald Glen Park
Phase II of the park is currently underway and scheduled for completion in Spring 2004, this phase includes a
water feature on the corner of Tassajara Road and Central Parkway with a major piece of art by Ned Kahn. Mr.
Kahn is currently working on his project at his studio and will be ready for installation when the contractors are
ready.
Dolan Park
The Artist selection committee met September 25th and narrowed the selection between two finalists.
The committee will be meeting again to select a finalist for the project. Yvonne asked Commissioner Acuff to
make comments on the meeting and the selections.
Cm. Acuff reported that the Committee selected the Mosaic Castle and Wind Vane and asked the artist for the
Mosaic Castle to mute the colors somewhat because people from the community felt the colors were a little too
bright. The artists are to send photos of the changes made so that the Committee can present them to the
community for their input.
Yvonne stated that once the selection is. made the final piece will come to_the Heritage and Cultural Arts
Commission and the Parks and Community Services Commission prior to final approval by the City Council.
Once approved by City Council, it will take approximately six months to complete and install the project.

Bray Commons
Currently under construction and is anticipated to be completed and open to the public in June 2004. The Dublin
Fine Arts Foundation along with representatives from the commissions will serve on a selection committee for an
art piece.for the park. The selection has been placed on hold due to the fact that there are no residents as of yet to
represent the neighborhood surrounding the park
Private Development Public Art
Safeway:
Staff and Safeway personnel met with the artist Dan Dykes on August 1st to review the near final clock tower to be
placed on the corner of Dublin:Boulevard and Amador Plaza Road. Safeway was very pleased and the clock tower
entitled"Dublin Time"is slated for installation at the end of October.
Cin,Sponsored Public Art Projects •
Historic Crossroads Mural
The artist team,John Wehrle,John Pugh and Daniel Galvez will be completing the painting of the underpass'mural
at Amador Valley Boulevard by tomorrow morning. It will then be graffiti coated. The Dublin Boulevard ,
underpass was completed in August. The final step to complete the project will be to install lighting at both
underpasses and to stain the adjacent sidewalks to match the mural background color. The lighting will be
installed in October and the sidewalks stained by November.
Bus Shelter Project= "Rolling Hills"
City Council approved the fabrication contract for the Bus Shelters in July with artist Dan Dykes. Mr. Dykes is
currently working with Monterey Mechanical to fabricate the three shelters for Dublin Boulevard simultaneously.
Staff will make a site visit at the end of October and upon approval, the shelters will be installed at the end of _
November. Over the next three years,there are plans to replace another six shelters in the downtown area with the
artist inspired shelters.
Dublin Senior Center
The plans are nearly complete for the new Dublin Senior Center. Over the past nine months the City has been
working with the community's seniors and the Dahlin Group Architects to design the new Senior Center. The new
15,000 square foot building will be located on the site of the old Dublin Library on Amador Valley Boulevard.
Artwork by Rowland Cheney will be included in the new Dublin Senior Center. "Wisdom through the Ages", a
bronze sculpture featuring animals that depict wisdom, a crane, an owl and wild horses,will grace the courtyard of
the senior center. Installation is scheduled for June of 2004.
Public Art Master Plan .
The Public Art Master Plan Task Force had their first meeting September 4th. The meeting was quite productive
and the next one is the 16th of October. The Draft Plan will be brought before the Heritage and Cultural Arts
Commission at the meeting in November for recommendations and again to the Commission in December for final
approval prior to City Council.
ON A MOTION BY CM. LUSSIE AND SECONDED BY CM. MACK, THE COMMISSION VOTED
UNANIMOUSLY TO RECEIVE THE ART PROJECTS UPDATE AS PRESENTED BY STAFF.
New Business
Unveiling of the Historic Underpass Mural
Yvonne stated that staff is recommending that the unveiling be done at the Amador Valley Boulevard site, as
Dublin Boulevard site is far too busy and noisy. Since the murals are too large to be covered, there will not be an
actual unveiling done. Staff recommends a ribbon cutting ceremony.The original suggested date for the ceremony
was. Saturday, November 15 at 10:00 a.m. However Staff has changed the date to November 22 because artist,
Daniel Galvez will be out of town until November 18. The Mayor, current City Council and the City Council from
the incorporation of the City could cut the ribbon. The artist team would be on hand to answer questions of the
public and discuss the project. Light refreshments would be served. .

Cm. Lussie stated that for safety reasons, the traffic should be stopped for the ceremony. Yvonne stated that Staff
could recommend it to the Council. Cm. Vonheeder-Leopold recommended closing off at least one lane only.
Cm.Fasulkey recommended that the Valley Times and Herald be contacted to do an article for this event.
Cm.Acuff felt that the local Bay Area stations would be very interested in the event.
Cm. Mack suggested having a trivia quiz about identifying the people depicted in the mural. Yvonne stated that
-the artists are putting together a brochure about the mural for the event.
Cm. Fasulkey reported that she noticed that the soccer uniforms were repainted to green. Yvonne stated that the
original colors were the colors of the high school.
Cm. Lussie stated that we should record the stories about the mural, stories about the cows, the soccer uniforms,
etc. A story can be written in the activity guide or noted somewhere. Stories are very important, even more
important than the actual facts. It would be nice to have a record of how the mural was put together.
ON A MOTION BY CM. ACUFF AND SECONDED BY CM. MACK, THE COMMISSION VOTED
UNANIMOUSLY TO DIRECT STAFF TO MOVE FORWARD WITH THE PLANS FOR THE UNVEILING
OF THE MURALS; AND RECOMMENDS THAT AT LEAST ONE LANE OF TRAFFIC BE CLOSED
DURING THE CEREMONY FOR SAFETY REASONS.
Other Business
Brief INFORMATIONAL ONLY Reports from Heritage and Cultural Arts Commissioners and/or Staff'
Yvonne reported that the Day on the Glen event went very well. The City was successful in hitting its main target,
youth and families.
Cm. Vonheeder-Leopold stated that she worked in the Kidz Zone, which was very busy throughout the day.
They really enjoyed the arts and craft projects offered.
Cm. White asked what was the attendance this year. Yvonne stated that the attendance this year was more than last
year but somewhat streamlined. The Skateboard Competition, Volleyball and Tennis Tournaments had very good
participation. There were no arts and crafts this year, as the vendors last year did not do well enough to want to
return this year. However many people did,ask about the arts and crafts.
Cm. Fasulkey stated cutting out the arts and crafts is going to open the door for us to offer other types of activities
and things to do.
Cm. Lussie felt that the park is not conducive to sales for arts and crafts. Perhaps we should consider offering
some arts,and crafts for the adults, away from the other activities.
Yvonne stated that most of the people who came into the City tent, were interested in information on the next
phases of Emerald Glen Park. In most cases they were new Dublin residents.
Cm. Vonheeder-Leopold stated that unless residents attend a Planning Commission or City Council meeting, they
would not know what was going on. The City Hall tent at the Day on the Glen was a great idea,but there must be
some other way we can get this information out to the public.
There was a brief discussion regarding the lack of advertisements in the local newspapers for the City's special
events and programs. The Commission was concerned that our local newspapers are not giving the City of Dublin
adequate coverage.

Yvonne stated that Staff sends press releases to the local newspapers for special events and programs. The Activity
Guide is mailed to all Dublin residents as a bulk mailing to their home on a quarterly basis. The City's website is
continually updated based on the special events and programs offered. Every effort is made by Staff to get the
information out. Flyers are sent to the schools for distribution. It would great if we could have a main contact with
each newspaper,however their contacts change constantly.
Cm.Vonheeder-Leopold stated that she would like to invite everyone to a reception at the Radisson Inn,previously
the Monarch Hotel. The reception is given by Alameda County to honor the volunteers and people that help
Abused and Battered Women. A donation is requested.
Cm.Lussie reported that the Chagall Exhibit at the San Francisco Museum of Modern Art ends on November 11.
Cm. Vonheeder-Leopold asked where did the miniature painted wooden church and schoolhouse .come from.
Isles stated that a local artist makes and sells them in Pleasanton. He is interested in making them for Dublin at a
cost of$25.00 each.
Cm. Lussie suggested selling them as part of a fundraiser. She felt that the detailed painting and the fact that the
artist signs them, would justify charging at least $49.00 each. She suggested also selling postcards of the mural
underpass art.
