HERITAGE AND CULTURAL ARTS'COMMISSION
MINUTES OF TULY 10,2003
Chairperson Fasulkey called the July 10, 2003 meeting of the Heritage and Cultural Arts Commission to order at
7:01 p.m. at the Dublin Civic Center,Dublin, California.

Approval of Minutes
Cm. Muetterties stated that she was present at the meeting of June 12, 2003, however the minutes do not indicate
that she was either present or absent.
ON A MOTION BY CM. VONHEEDER-LEOPOLD SECONDED BY CM. MUETTERTIES THE
COMMISSION VOTED UNANIMOUSLY TO APPROVE THE MINUTES OF JUNE 12, 2003 AS
CORRECTED.

New Business
8.1 Heritage Center Programs
Yvonne reported that as part of the goals for 2003-2004 for the Heritage Center the Dublin City Council
rated as a High Priority: "sponsor programs and exhibits at the Heritage Center that will emphasize
Dublin's culture and heritage". The three programs proposed are Mexican Folklorico Crafts, Americana
Holiday Workshop and Irish Faeries &Folklore. All events will be held on Saturdays from 1:00-4:OOp.m.
A $5.00 fee will be charged for adults and $2.50 for children. Each of these programs is designed to
educate families in a fun way on Dublin's rich heritage and traditions here in the valley. Publicity for the
events will be through the Guide, the newspaper and flyers throughout the community. Elizabeth Isles,
Heritage Center Director, will lead the crafts programs and appropriate entertainment will be hired for
each of the programs.
Cm. Acuff asked, where are we going to get the artifacts for these programs? Yvonne stated that there are
no artifacts included in these programs. Elizabeth will instruct the participants in making craft items
related to the folklore and folk life classes.
Cm. White reported that shortly after the Commission was appointed, a heritage event was conducted at
the Heritage Center. Activities included churning butter, making miniature covered wagons, creating
family trees, making cornhusk dolls and doing grave stone rubbings. Even though participation was low,
everyone in attendance had a good time.
Cm.'Lussie suggested getting local storeowners to buy children tickets and give them away.

Cm. Fasulkey asked if flyers would be distributed to the schools? Yvonne replied, yes. The write-up on
the Mexican Folklorico Craft Program scheduled for Saturday, November 1, 2003 has already been
prepared for advertising in the Fall Activity Guide. Staff is presenting this item to the Commission this
evening for approval before releasing the article for printing.
ON A MOTION BY CM. MUETTERTIES SECONDED BY CM. MACK THE COMMISSION VOTED
UNANIMOUSLY TO APPROVE THE HERITAGE CENTER PROGRAMS AS PROPOSED.
8.2 Public Art Slide Show
Yvonne reported that as part of the Cultural Activities goals for 2003-2004, the City Council rated as a
High Priority "to develop a public art master plan". The timeline for the Master Plan is that it will be
presented to the Commission for approval in November of 2003. Based on the numerous questions
regarding public art at the previous meeting, Staff has obtained a slide show on public art commissioned
in 2002 that was presented at the Americans for the Arts conference this June for the Commission's
viewing. The slides are examples of art across the United States. The majority of the slides that will be
shown this evening were part of the presentation given by the Professor at the conference. They are good
examples of art integrated into the project, rather than art done after the fact.
During the slide presentation, Yvonne included the location, name of the artist(s), name of the art piece
and the budget for each project. After the slide presentation, the Commission complimented Yvonne on a
job very well done.
Cm. Fasulkey felt that we are on the right track for the Master Plan. All of our art in Dublin has been very
tasteful.
Cm. Acuff stated that the Master Plan would allow us to do more things. She wanted to see a sidewalk
with children's handprints at a library. It is therefore important that we integrate art into new projects
before they are completed.
Cm. Lussie stated that we have been lucky. We started this Commission without a Master Plan and have
accomplished a lot in a short amount of time. However years down the road, without a Master Plan to
guide us, there would be complete chaos. She stated that even though many of projects shown in the
slides are very unique, many of them would not be appropriate for the City of Dublin. However there was
one slide that showed a water element that was not only educational, but also functional and beautiful.
There is no reason why we can't have all three.
Cm. Fasulkey stated that she noticed that the play structure at Kolb Park is being replaced. If we had a
heads up on this project before they broke ground, perhaps we could have included a sidewalk with
children's handprints.
Cm. Lussie inquired as to the status of the monument project. Yvonne stated that it is part of the
streetscape plan and has already been approved and is moving forward. At this point it will not come
back to the Commission.
Cm. White stated that seeing other art projects, gives prospective of all of the different kinds of art that
there are and also opens up possibilities.
The Commission thanked Yvonne for a very interesting and informative presentation.
