HomeMy WebLinkAbout04-17-2003 Approved HCAC Minutes • CITY OF DUBLIN HERITAGE AND CULTURAL ARTS COMMISSION MINUTES OF:APRIL I7,2003 The April 17, 2003 meeting of the Heritage and Cultural Arts Commission was called to order at 7:01p.m. at the Dublin Civic Center,Dublin, California,by Vice-Chairperson Sally White. Pledge of Allegiance Vice-Chairperson White led the Pledge of Allegiance. Roll Call Commissioners Present: Acuff, Lussie, White,Mack,Muetterties and Vonheeder-Leopold Commissioners Absent: Fasulkey Oral Communications-None Approval of Minutes Cm. White referred to Item. 8.1 Public Art Plaques, Page 2, stating that her statement; "She would like to see the month added to the plaque instead of just having the year." was omitted from the minutes. It was determined that her statement should be inserted between Cm.Acuff's and Yvonne's statements. ON A MOTION BY CM. VONHEEDER-LEOPOLD AND SECONDED BY CM. MUETTERTIES THE COMMISSION VOTED UNANIMOUSLY TO APPROVE THE MINUTES OF MARCH 13, 2003 AS CORRECTED. Written Communications-None Public Hearing-None Unfinished Business 7.1 Adopted Goals and Objectives -Heritage and Cultural Arts Yvonne reported that on March 31, 2003 the City Council conducted the annual Goals and Objectives Study Session. Obectives 10, 11 and 12 were not on the original list considered by the Commission at their February 13, 2003 meeting; these objectives were added by the City Council. She briefly summarized the objectives. Objectives 6, 7, 9, 10 and 14 require additional resources beyond the current service level budgets for Cultural Arts and the Heritage Center. Consequently higher service level budgets will be prepared for consideration by the City Council at the budget hearing scheduled for June 24, 2003. Objectives 5 and 15 will also require additional resources and will be developed as capital projects for inclusion in the City's Five Year Capital Improvement Program. Two additional objectives that may be of interest to the Heritage and Cultural Arts Commission were added by the City Council but included under the Parks and Community Services category of the Goals and Objectives. These objectives were ranked high by the City Council and are as follows: 1) Explore Historic Park on Donlon Way; and 2) Explore with DHPA land/cemetery extension feasibility study. As work progresses on these objectives, the Commission will be involved as necessary. Cm. Lussie asked if Objective#2 connected with Objective#11. Yvonne stated that they are two different objectives. Because Objective #11 is for a regional cemetery, it really does not fall under Heritage and Cultural Arts. It was likely placed under Heritage because we currently manage the historical cemetery. The staff person assigned to this objective is Rich Ambrose and it is anticipated that once this objective is pursued it will be reassigned. MINUTES—APRIL 17, 2003 ' PAGE TWO Cm. Lussie asked where do people in Dublin get buried. Cm. Vonheeder-Leopold stated that if you do not have a plot, then you couldn't be buried here. Yvonne stated that we get a lot of calls for burial plots, however none are available. Cm. Mack asked where would we put a regional cemetery. Yvonne stated that this has not yet been determined. However for expansion, there is land behind the dog kennel. 7.2 Public Art Plaques Yvonne stated that in 2001-2002 the Dublin City Council rated as a high priority goal to install identification plaques on all City owned artwork in the community. As requested at the March 13, 2003 meeting Staff has a mock up of a brass plaque provided by Sign Pro, a list of recommended fonts, photos of other plaques and a sample plaque provided by Sign Pro. The plaque would be installed in an appropriate location for all City owned artwork in the community. The plaques will be uniform in size and information; each plaque stating the title of the piece, the artist, the year completed and the City logo. In the case of the Art in the Parks artwork, the Dublin Fine Arts Foundation will also be included on the plaque. Yvonne stated that the plaque would measure 6"x12" and can have any type font. She recommended that the font selected should be one that can be easily read. Sign Pro recommended the following fonts that read easily; Garamond Bold, Arial Black, New Century Schoolbook and Century Gothic. However we can select any font that we want. She circulated a sample plaque provided by Sign Pro. Wording Yvonne stated that the wording on the plaque would include Art in Public Places, artists name, title and date. Cm. Acuff stated the title of the piece in italic would be fine and likes the idea of putting Art in Public Places on the plaque. Cm. Lussie asked if the Dublin Fine Arts Foundation has to be on every plaque. Yvonne stated that they would only be on those plaques that are a Foundation project. Cm. Lussie suggested having the artists name and then the date underneath. Cm. Mack suggested having the City logo closer to the top of the plaque. Cm. White concurred with Cm. Lussie's and Cm. Mack's suggestions. Cm. White asked if Art in the Park would be on all the plaques. Yvonne stated that Art in Public Places would be more appropriate. Cm. White suggested putting Art in Public Places along the curve of the plaque Cm. Acuff reiterated all the suggestions stating that Art in Public Places should be along the curve of the plaque, City seal,name of piece, artist's name and date. MINUTES—APRIL 17, 2003 • PAGE THREE Cm. Vonheeder-Leopold stated that if the plaque is to have Dublin Fine Arts Foundation on it, it could be placed at the bottom of the plaque. Font ON A MOTION BY CM. MUETTERTIES AND SECONDED BY CM. LUSSIE THE COMMISSION DECIDED TO VOTE FOR EITHER THE NEW CENTURY SCHOOLBOOK OR ARIAL BLACK FONT. VOTE: NEW CENTURY SCHOOLBOOK—2/ARIAL BLACK-4 ON A MOTION BY CM. MACK AND SECONDED BY CM. LUSSIE THE COMMISSION VOTED UNANIMOUSLY TO ACCEPT THE PLAQUE AS DESIGNED USING ARIAL BLACK AS THE FONT. Yvonne stated that the Commission has the choice of doing the plaque in solid brass with a frame around it or a color plaque. Cm. Lussie was concerned regarding how well the color of the plaque would hold out. Also if brass is used, normally outdoor brass is treated so that it would oxidize to the right color. Yvonne stated that brass is more durable. Cm. Acuff suggested perhaps having the brass sand blasted to give it a rough service. If the City seal were done in green it would give it a nice contrast. Cm.Vonheeder-Leopold stated that she likes the idea of a color plaque with the City seal in green. Cm. Acuff felt that Staff should voice the Commissions concerns to Sign Pro regarding a color versus a brass plaque, sand blasted brass and having the City seal in color. Cm.Muetterties suggested that the green used for the City seal be a dark green. Yvonne stated that she would relay the Commissions concerns to Sign Pro and bring this item back to the Commission. ON A MOTION BY CM. ACUFF AND SECONDED BY CM. MACK THE COMMISSION UNANIMOUSLY VOTED TO USE COLOR FOR THE CITY SEAL AND THAT IT SHOULD BE A DARK GREEN AS SHOWN ON THE SAMPLE. New Business 8.1 Appointment to Art in the Park Selection Committee—Dolan Park • Yvonne reported that in September of 1993 the Dublin City Council gave conceptual approval to the Dublin Fine Arts Foundation's proposed "Art in the Parks" program. The goal of the "Art in the Parks" program is to enhance City parks through the placement of artworks appropriate to each park's history, location, size and use. To date, site-specific works have been placed in Stagecoach, Alamo Creek, Kolb, Mape Memorial, Shannon and Ted Fairfield Parks. Yvonne briefly summarized the steps used by the Foundation to ensure the best art appropriate for each park. The Art in the Parks program will continue - with the addition of artwork to the Dolan Neighborhood Park. The Heritage and Cultural Arts Commission has been requested to appoint a Commissioner to serve on the Art Selection Committee. Cm. Acuff volunteered as representative to the Art in the Parks Selection Committee for Dolan Park. Cm. Mack volunteered as the alternate. MINUTES--APRIL 17, 2003 PAGE FOUR Other Business 9.1 Brief INFORMATIONAL ONLY Reports from Heritage and Cultural Arts Commissioners and/or Staff Cm. Vonheeder-Leopold reported that CBS Market Watch once a year conducts an informal survey of the top places in the Tri-Valley to live. Dublin placed number 5 on the list. Staff Reports ▪ The Library Preview Party and Grand Opening were very successful and the library had 4,000 visitors the first day. ▪ The Art-in-the-Park project for Bray Commons has been placed on-hold. Since there are no residents living there yet,we cannot recruit for a committee and therefore it would not be instrumental to do at this time. 4Six proposals have been received for the Public Art Master Plan. Letters have been sent to all the finalists with interviews scheduled for May 1. We hope to narrow it down to 2-3 proposals. 4Flyers for the Classic Affair were given to the Commissioners. The Bell Tower dedication\is scheduled for Tuesday, April 29 at 6:30pm at the Heritage Center. There will be light refreshments,Wells Middle School Jazz Band will play, and there will be an Agricultural Exhibit,which is on loan from the San Ramon Valley Museum. Isles has rearranged the museum and the floors have been redone. Everything looks really nice. Flyers were given to the Commissioners.
