Pledge of Allegiance Chairperson Fasulkey led the Pledge of Allegiance. Roll Call Commissioners Present: Acuff,Vonheeder-Leopold,White,Muetterties,Lussie,Fasulkey and Mack Oral Communications-None Approval of Minutes ON A MOTION BY CM. VONHEEDER-LEOPOLD AND SECONDED BY CM.ACUFF THE COMMISSION VOTED UNANIMOUSLY TO APPROVE THE MINUTES OF JANUARY 9,2003. Written Communications-None Public Hearing-None Unfinished Business-None New Business 8.1 Acquisition/Deaccession Committee for Artifacts at the Heritage Center Museum Isles reported that in January 2003, City Council approved the Collections Management Policy and Procedures for the Heritage Center. There was one request, which was to appoint a representative from the Dublin Historical Preservation Association and the Heritage and Cultural Arts Commission to work with Staff to review the artifacts. Staff recommended that the Heritage and Cultural Arts Commission Chairperson appoint a commissioner and an alternate to the Heritage Center Acquisition/ Deaccession Committee. Cm. Vonheeder-Leopold volunteered as the representative and Cm. Acuff as the alternate. Isles stated that this committee would not meet on a regular basis. However when there is doubt about an artifact, the Committee would be contacted. In addition whenever there is a deaccession, the Committee would be called to provide input. 8.2 Heritage Center Museum Hours and Days of Operation Isles reported that the Museum is scheduled to reopen in March with significant improvements. Staff felt that with the new bell tower, refinished floors and repainting, this would be a good time to address the hours and days of operation of the Heritage Center. A survey was conducted of ten (10) similar sites nearby and found that the average opened hours to the public are 13.5 hours per week. The majority of sites have their hours run consecutively in days. Staff is proposing 1-4pm, Wednesday, Thursday, Friday, Saturday and Sunday, for a total of 15 hours per week. Isles noted that there would be no need for additional staffing as she would be able to provide coverage of the Museum on the days she is there. Building Attendants will be scheduled to provide coverage on the weekends. The changes in hours would make it easier for the public to remember and the weekend hours would provide consistent service. Minutes—February 13, 2003 Page 2 of 7 Cm. Lussie felt that the current hours are very confusing to the public and felt that the new hours would draw more people. Cm. Vonheeder-Leopold agreed. Cm. Fasulkey asked if the new hours would be publicized in the new Spring Activity Guide. Isles replied, yes. Lowart pointed out that the City is launching a new website, and the Heritage and Cultural Arts pages will be expanded. Staff anticipates to debut the website in March. Cm. Fasulkey stated that she would like to see the website listed on every page of the Activity Guide. She pointed out that when the Commission did a survey regarding the hours of operation for the Heritage Center, the survey indicated that evening hours were preferred. Isles stated that evening hours were implemented over the last two years and did not pan out. Most traffic at the site occurs during the lunch hour. Cm. Fasulkey asked if that includes school tours. Isles stated that the school tours are done by arrangement and do not occur during public hours. A tour for a group of 10 or more can be done through special arrangement. Cm. White asked if the hours could be extended, for instance for the St. Patrick's Festival. Isles replied, yes. Cm. Mack asked if the website would be ready for the St. Patrick's Festival and Parade. Lowart stated that we have a separate website for this event at www.dublinstpats.com. This site would have information on the Green and White Gala, Pancake Breakfast, 5K Fun Run, etc. ON A MOTION BY CM. L USSIE AND SECONDED BY CM. MUETTERTIES THE COMMISSION VOTED UNANIMOUSLY TO APPROVE THE PROPOSED CHANGE OF THE HERITAGE CENTER MUSEUM HOURS AND DAYS OF OPERATION. 8.3 Public Art Master Plan Lowart reported that Theresa Yvonne has drafted a Request for Proposal for consultant services in the development of a Public Art Master Plan. The RFP will go to the City Council on Tuesday, February 18 for final approval for distribution of the RFP. The Master Plan will allow the consultant to review all the current policies related to public art and development plans to identify possible locations for public art. In addition, they will identify criteria for locating public art locations in the City and within the development areas and develop policies for placement of public art. Staff will also ask the consultant to identify common sources of funding available for public art. Once the Public Art Master Plan is adopted Staff will revisit the funding of public art. Cm. Fasulkey stated that one of the items that the Commission discussed when they reviewed the Master Plan last year was the streetscape issue. She stated that it is the City Council's direction that the streetscape is not one of the roles of the Heritage and Cultural Arts Commission. She suggested that the upcoming workshop with the City Council would be a good opportunity to bring up this issue to get some type of resolution. Cm. Vonheeder-Leopold asked if Theresa could provide her with a list of consultants that the Request for. Proposal would be sent to. She referred to Page 3, Item 2.7 of the Consulting Services Agreement and Minutes—February 13, 2003 Page3of7 recommended that Payment of Taxes be corrected to read; "Consultant is solely responsible for the payment of self-employment taxes incurred under this Agreement and any similar federal or state taxes. Cm. Lussie asked if the RFP is standardized. Lowart stated that the RFP is tailored from other cities that have Public Art Master Plans. Cm. Vonheeder-Leopold felt that we should formally invite the Dublin Historical Preservation Association to the community workshops that are proposed as part of the RFP. Cm. Mack referred to Page 6, Item 4.3.3 of the Consulting Services Agreement; "The policy must contain a cross liability or severability of interest clause". What does that mean? Lowart stated there are two things attached to the Staff report; 1)the white copy is the RFP to be sent to the consultants which outlines what we are looking for and the yellow copy is the Standard Consulting Services Agreement between the City of Dublin and the Consultant. Cm. Acuff stated that a series of workshops have already been conducted concerning the development of a Public Art Policy. Would this be used as the take off point for the consultant. Lowart stated that when the consultant is on-board, they will be provided with all the past studies, surveys, workshop notes and will also look at the City's policies regarding Public Art and the development plans. Cm. Acuff stated that she is not sure how the City plans to involve the Heritage and Cultural Arts Commission in the process, but would be interested to know what kind of responses we get from the consultants. Cm. Vonheeder-Leopold stated that there is no place in here for this Commission to review consultants. Lowart stated that typically Commissions have not been involved in the selection of consultants. Cm. Lussie asked if that was a Staff or City Council function. Lowart stated that it is typically a staff function. However the Council has been involved in the selection of consultants for selected projects. Before a final selection is made, Staff can come back to the Commission with a summary of the proposals for input from the Commission. Cm. Lussie stated that somewhere along the line the Commission needs to be involved, and more than just providing a wish list. Lowart stated that when this item is taken to the City Council on Tuesday,March 4, Staff would indicate that the Heritage and Cultural Arts Commission would like to be involved in the selection process. Cm. Fasulkey asked if a motion was needed. Lowart replied, no. Cm. Lussie stated that she would prefer to have a motion in place, as the last time the Commission did a consensus, it was misinterpreted when it got to the Council. ON A MOTION BY CM. ACUFF AND SECONDED BY CM. LUSSIE THE COMMISSION VOTED UNANIMOUSLY THAT THE CITY COUNCIL CONSIDER INVOLVING THE HERITAGE AND CULTURAL ARTS COMMISSION IN THE SELECTION OF A CONSULTANT FOR THE PUBLIC ART MASTER PLAN. Minutes—February 13, 2003 Page4of7 8.4 2003-2004 Heritage and Cultural Arts Objectives Lowart reported that the City Council has scheduled the Annual Goals & Objectives Study Session for Monday, March 31, 2003 at 6:0OPM. Prior to this study session, the Council will be conducting a workshop with the Heritage and Cultural Arts, Parks and Community Services and Planning Commissions on Saturday, March 1, 2003 from 9:OOAM-1:OOPM to discuss those goals and objectives under the purview of each Commission and the respective rankings of each Commission. Formal agendas will be sent out confirming the date and time. Prior to the workshop the Commission is asked to consider proposed objectives related to the heritage and cultural arts and to rank them. Staff has prepared two reports, a Status Report of the 2002-2003 Objectives and a report of the Preliminary 2003-2004 Objectives. Lowart reported that the 2002-2003 Objectives for Heritage and Cultural Arts included a total of ten objectives. Since the adoption of the Goals and Objectives Program by the City Council last spring, two additional objectives (#11 & #12) were initiated by the City Council. Of those objectives, ten objectives were assigned a high priority and two objectives were assigned a medium priority. Of the twelve - objectives, three are complete, eight are underway, and no progress has been made on one. She briefly summarized the Adopted 2002-2003 Goals and Objectives and the Preliminary Goals and Objectives for 2003-2004. Staff has included six new objectives for 2003-2004. The remaining objectives have been carried over from the previous year. The Commission concurred with the High priority for Objectives #1-6 and 9-11. After review and discussion the Commission revised Objective #8 to read; "Sponsor programs and exhibits at the Heritage Center that will emphasize Dublin's culture and heritage". Objective #12 was therefore deleted. The Commission concurred to keep Objective#13 as a Medium priority. Cm. White suggested having a traveling exhibit so that the public could display their collections. Cm. Vonheeder-Leopold pointed out that the Dublin Fine Arts Foundation had an exhibit program called Dublin Collects. Lowart pointed out that the program eventually faded out and attempts to revitalize the program were unsuccessful. Cm. Lussie indicated that security was an issue. Cm. Mack suggested having exhibits at the Heritage Center that would reflect and address the various cultures close to home. Cm. Fasulkey agreed. Cm. White suggested coordinating an exhibit with the St. Patrick's Festival. Cm. Lussie stated that she would like to see the City do more in cooperation with other museums. Isles stated that there is an organization, Council for the Humanities that have put together a series of exhibits that are professionally curated. They are rentable from $1500 and up for a 6-8 week exhibition. Cm. Acuff stated that one of the things that has held us up with this objective has been that our museum has not been at the upgraded quality to be able to handle traveling exhibitions. However we now have a curator and will soon be listed on the National Register. Minutes—February 13, 2003 Page 5 of 7 Cm. Fasulkey inquired as to the status of the Heritage District. Lowart stated that it is on the Planning Departments objectives list. They are looking to do either an historical designation for the area or a specific plan. Cm. Mack suggested getting the high school youth involved as volunteers at the Heritage Center. It would allow them to learn about Dublin history and where art is placed. They could also receive credit for community service. Cm. Vonheeder-Leopold pointed out that Tim Sbranti teaches the Leadership Class at the high school and they do a lot of community service. Cm. Fasulkey suggested also passing this along to the Youth Advisory Committee. Cm. Mack suggested using one of the DART vans for tours to see the art in Dublin. Tours could be scheduled during the time the Heritage Center is open and high school volunteers could be used as guides. A small fee of$.50-$1.00 could be charged. Cm. Fasulkey thought this was a great idea. Cm. Lussie suggested doing a test drive first,before we invest any money into it. We could also ask the local buses to invest their resources. Lowart stated that in March the City Council would be considering the purchase of a van for the Senior Center. If approved, it may be possible to use the van for art tours. Cm. Muetterties asked if shuttles to the Heritage Center would be available during the St. Patrick's Festival. Lowart stated that we tried this before, however people were just not interested. Cm. Fasulkey felt that we should look into having an amphitheatre at Emerald Glen Park. Lowart stated that one is included in the Master Plan however.it is not in the current phase. Cm. Vonheeder-Leopold stated that when discussion was held regarding plaques for public art, was any thought given to plaques for the art in the schools. Lowart replied, no. The Commission after review and discussion,prioritized the 2003-2004 Goals and Objectives as follows: Staff Priority Year Proposed Objectives Commission Priority 1 High 2002 Complete Freeway Underpass Art at Dublin Blvd High &Amador Valley Blvd. 2 ' High 2002 Work with Dublin Fine Arts Foundation to High complete Art in the Parks projects for Emerald Glen Park Area G and Dolan Neighborhood Parks. 3 High 2001 Develop a Public Art Master Plan. High 4 High 2002 Commission public art for the Senior Center. High 5 High 2000 Complete Public Art/Bus Shelter Project in High downtown Dublin. 6 High 2003 Refurbish exhibit space within the Murray High schoolhouse to provide a fresh setting that will optimally highlight Dublin's history. 7 High 2003 Expand cultural arts class opportunities to the High community. Minutes—February 13, 2003 Page 6 of 7 8 High 2003 Sponsor programs and exhibits at the Heritage High Center that will emphasize Dublin's culture and Heritage. 9 High 2003 Sponsor a day in which the community can bring High artifacts, antiques or photographs to the Dublin Heritage Center for review by local historians And/or antique experts. 10 High 2003 Pursue replacement of the family history signs in High the Dublin Cemetery. 11 High 2002 Complete the process of placing Old St. Raymond's High Church and Murray Schoolhouse on the National Register of Historic Places. 12 Objective deleted and incorporated with Objective #8. 13 Medium 2001 Investigate the feasibility of a Performing Arts Center. Medium Cm. Fasulkey reported that when Karen Nealon was a Commissioner, she had suggested having a walking tour guide available to the public so that they could easily find the art in the City of Dublin. She agreed and felt that we need to get the word out where the art in Dublin is located. Cm. Vonheeder-Leopold suggested listing the art in the same manner that we currently list the parks. After discussion the Commission concurred to add an additional objective to the list; "Expand the Activity Guide to include descriptions and locations of public art in the City of Dublin". The objective was rated as a high priority. Cm. Vonheeder-Leopold stated that she would like to see the four communities work cooperatively to develop a regional performing arts center. Cm. Acuff agreed. Cm. Vonheeder-Leopold felt that we need to see what the interest is at the City Council level. Lowart stated that this could be a topic of discussion at the workshop with the City Council. ON A MOTION BY CM. L USSIE AND SECONDED BY CM. MUETTERTIES THE COMMISSION VOTED UNANIMOUSLY TO APPROVE THE GOALS AND OBJECTIVES AS PRESENTED AND REVISED.. Other Business 9.1 Brief INFORMATIONAL ONLY Reports from Heritage and Cultural Arts Commissioners and/or Staff Staff Report The new Dublin Library is very close to completion. The murals have been installed in the children's area. Next week we should have a good idea as to when the library will be able to open. It is anticipated to open in April. There are two events planned for the opening. The Alameda County Library Foundation will be doing a preview party the Thursday before the library opens, which will be a fundraiser for the library. The City will sponsor a Grand Opening of the Library with the traditional ribbon cutting, entertainment,refreshments, etc. Cm. Fasulkey inquired as to the status of the street banners project. Lowart stated that the banners are in the final stages of fabrication. They will be going up this spring.
