The January 9, 2003 meeting of the Heritage and Cultural Arts Commission was called to order at 7:06p.m. at the Dublin Civic Center, Dublin, California,by Chairperson Lussie. Pledge of Allegiance Chairperson Lussie led pledge of Allegiance: Roll Call Commissioners Present: Acuff, Fasulkey, Lussie, Vonheeder-Leopold, Mack and White Commissioners Absent: Muetterties Oral Communications 3.1 Administration of Oath of Office to newly appointed Commissioners by City Clerk Kay Keck, City Clerk, administered the Oath of Office to re-appointed Commissioners Sally White and Janet Fasulkey and newly appointed Commissioners, Georgean Vonheeder-Leopold and Connie Mack. 3.2 Presentation on Public Art from Harriet Traurig Yvonne reported that Ms. Traurig would be late due to the inclement weather and traffic. Chairperson Lussie deferred the item. 3.3 Public Comment Richard Guarienti congratulated the reappointed and newly appointed Commissioners. He apologized for not attending the last meeting. He expressed his gratitude for having had the opportunity to serve on the Heritage and Cultural Arts Commission, thanked Cm. Lussie for her leadership and commended Staff for hiring Theresa Yvonne and Elizabeth Isles. He will miss everyone. Guarienti stated that he is very pleased on his appointment to the Parks and Community Services Commission. Approval of Minutes ON A MOTION BY CM. ACUFF SECONDED BY CM. FASULKEY THE COMMISSION VOTED TO APPROVE THE MINUTES OF DECEMBER 4, 2002 AS PRESENTED. AYE—4 ABSTAIN—2 (VONHEEDER-LEOPOLD AND MACK). Written Communications-None Public Hearing-None Unfinished Business-None New Business 8.1 Election of Officers The Commission conducted the election for Chairperson and Vice-Chairperson. Chairperson Lussie opened the nominations for Chairperson. Cm. Acuff nominated Cm. Fasulkey. Cm. Fasulkey nominated Cm. Muetterties. Chairperson Lussie stated that since Cm. Muetterties is not present to accept or decline the nomination, she did not feel that it would be appropriate to vote on the nomination. She called for the vote. ON A MOTION BY CM. WHITE AND SECONDED BY CM. ACUFF THE COMMISSION VOTED TO ACCEPT THE NOMINATION OF CM. FASULKEY FOR CHAIRPERSON. UNANIMOUS Cm. Lussie opened the nominations for Vice-Chairperson. Cm. Acuff nominated Cm. White. ON A MOTION BY CM. ACUFF SECONDED BY CM. FASULKEY THE COMMISSION VOTED TO ACCEPT THE NOMINATION OF CM. WHITE FOR VICE-CHAIRPERSON. UNANIMOUS. Cm. Lussie handed the gavel to newly elected Chairperson Fasulkey. 8.2 Dublin Ranch Area G Art in the Park Committee Yvonne stated that on September of 1993 the Dublin City Council gave conceptual approval to the Dublin Fine Arts Foundation's proposed "Art in the Parks" program. To date, site-specific works have been placed in Stagecoach, Alamo Creek, Kolb, Mape Memorial, Shannon and Ted Fairfield Parks. The Art in the Parks program will continue with the addition of artwork to the Dublin Ranch Area G Neighborhood Park. The Heritage and Cultural Arts Commission has been requested to appoint a Commissioner to serve on the Art Selection Committee. Yvonne reported that Cm. Muetterties contacted her and indicated that she would like to volunteer as the Heritage and Cultural Arts Commission representative to the Art in the Parks Selection Committee. Chairperson Fasulkey stated that the committees are very energetic and guided by Lynne Baer, the City's appointed art consultant. She encouraged the Commissioners to sit on at least one committee. She asked Cm. Mack if she would be interested in being the alternate for this Committee. Cm. Mack replied, yes. Chairperson Fasulkey appointed Cm. Muetterties as the representative to the Art in the Parks Selection Committee and Cm. Mack as the alternate. Chairperson Fasulkey asked Yvonne to give an overview of the Art Selection Committee for Cm. Mack. Yvonne stated that the Committee would meet at least once a month. The Foundation conducts a call for artists and receives approximately 30 responses from various Northern California artists. The Art Selection Committees are then formed made up of residents and people living in the area of the park. The Committees receive brief overviews of public art, review slides of potential artists and then invite a selected number of artists to create models of proposed artworks. The models are then put on display at the Dublin Civic Center and public comments are invited. A public reception is also held to view the models and meet the artists. Other Business Brief INFORMATIONAL ONLY Reports from Heritage and Cultural Arts Commissioners and/or Staff Staff Reports The City Council has scheduled a joint workshop with the Heritage and Cultural Arts Commission, Parks and Community Services Commission and Planning Commission for Saturday, March 1, 2003 from 9:OOam-1:OOpm in the Regional Meeting Room. This workshop is to discuss those Goals and Objectives under the purview of each Commission and the respective Goals and Objective rankings with the Council. At the February meeting of the Heritage Commission, Staff will present a status report on the 2002-2003 Goals and Objectives and the 2003-2004 objectives proposed by Staff. The Commission will rank the proposed 2003-2004 Goals and Objectives and identify additional goals they would like the Council to consider. The sculptures have been placed at the entrance of the Library and the stained glass has been completed inside the rotunda. The mural for the children's area should be completed by the end of this month. It is anticipated that the Grand Opening of the Library will be in the Spring. 4A reception for the outgoing and newly appointed commissioners will be scheduled for February. No date has been scheduled at this time. Invitations will be mailed. Chairperson Fasulkey stated that the Waterford art piece at the Tassajara Safeway looks really good. They are now installing the tiled spheres into place. Cm. Lussie inquired as to the status of the Clock Tower. Yvonne stated that it is anticipated that it will be completed the end of March or early April. Cm. Lussie stated that she is putting together a family web page utilizing a book entitled "To Our Children's Children","which has a series of non-threatening questions to ask people when attempting to obtain family history information. Cm. White reported that the Bell Tower is up. Cm. Acuff inquired as to when the facility will be reopened. Yvonne stated that the bell is.up and the tower completed. However before the floor can be refinished, the contractor will need to remove the tile. So it is hard to say at this time exactly when the facility will be reopened. Cm. Acuff stated that it is important that the contractor be careful when removing the tile floor, not to let any skunks in. When the Center was first opened, there was a skunk found under the floor. The City had to use high powered oxygen to get rid of the smell, but it took a long time before the smell was completely gone. Cm. Vonheeder-Leopold stated that one of the sponsors for the St. Patrick's Day Parade is Channel 30. Evidently one of the executive directors has become enamored with the community and wants to do interviews, shoots at the Heritage Center, attend the Green and White Gala and be in the parade. They are currently interviewing Steve Lockhart and Dave Burton of the Dublin Historic Preservation Association. Chairperson Fasulkey asked the new Commissioners if they would provide a little background information about themselves to the Commission. Cm. Mack stated that she has been a Dublin resident for 16 years. She retired from the Livermore Lab and is now working part-time in Concord. She does volunteer work for Hope Hospice and assisted the City of San Ramon with their African American Program. In observing the artwork in Dublin over the years, she has always wondered what the process was to for the art. Cm. Vonheeder-Leopold stated that she has been a resident of Dublin for the last 32 years. She sat on the Planning Commission for two years and the City Council for 7 years. She has also served on the boards of the Dublin-San Ramon Services District, Dublin Historical Preservation Association and the Dublin Fine Arts Association. She pointed out that she had a lot to do with the formation of this Commission. At this time Harriet Traurig, Director Public Art Program for the City of San Jose Office of Cultural Affairs arrived to give her presentation on Public Art. Yvonne stated that she had heard her presentation at a C.P.R.S. conference a few months ago and found it very informative. She asked Ms. Traurig to come speak to the Commission. Yvonne introduced Ms. Traurig. Taurig's stated that the beginning of public art included statues on pedestals, very formal and not necessarily historically accurate. In most cases it was usually privately commissioned so the artist didn't have much artistic expression. She provided a slide presentation of art in public places. 4 Grand Rapids, Michigan — The Alexander (first public art piece, an afterthought and everyone hated it. Currently part of the city's logo for the community) 4 Chicago Pier—Picasso's Head of a Woman 4Marin County- Temporary exhibit of a fence crossing numerous property lines (Artist - Cristo) ▪ Boston - Bronze Gloves (functional yet fun art - bronze gloves flowing down an escalator with piles of gloves in the corner—deters skateboarders) 4Seattle, Washington - Power substation had artist create color and movement so the citizens can follow the path of electricity as it leaves the substation to their homes) AMack Mackey-Dancing Steps in the sidewalk at a park ▪ San Jose — Public art in neighborhood parks, fire department wall, skating center and movie theatre. (Shows that art can be fun, functional and expressive. The ongoing advocacy of benefits of public art in a community—what it leaves behind when we're all gone).
