Pledge of Allegiance Chairperson Lussie led pledge of Allegiance: Roll Call Commissioners Present: Acuff,Fasulkey,Lussie,Nealon,White and Muetterties Commissioners Absent: Guarienti Oral Communications-None Approval of Minutes Cm. Lussie referred to Page 3, Classic Affair, and Paragraph 3, indicating that the word "too" should be changed to read "to". Cm. Acuff referred to the Agenda indicating that the date of the meeting should have read "Wednesday" and not "Thursday". ON A MOTION BY CM. ACUFF SECONDED BY MUETTERTIES AND BY UNANIMOUS VOTE, THE COMMISSION VOTED TO APPROVE THE MINUTES OF NOVEMBER 14, 2002 AS CORRECTED. Written Communications-None Public Hearing-None Unfinished Business 7.1 Freeway Underpass Art Project Yvonne reported that in 2000-2001 the City Council identified the Freeway Underpass Art Project as a high priority. The City Council approved the design for the Dublin Boulevard Underpass in December 2001 and the project is currently underway. The project should be completed by February 2003. The next step in the process is for the Heritage and Cultural Arts Commission to review the artist's design for Amador Valley Boulevard and recommend approval to the City Council. Artists Daniel Galvez and John Wehrle will present the design for the Dublin Boulevard underpass. Once the Commission has made a decision, this item will go to the City Council for approval and then to CalTrans for review by their Art Review Committee. After approval by CalTrans, the City will apply for the encroachment permit. Providing all goes on schedule,we should have approval for the encroachment permit by March 2003. Wehrle stated that the design for the Dublin Boulevard underpass would complete the trilogy of the various eras of Dublin. One panel will depict the Spanish Explorers and Ohl'ones. The other panel will depict the Era of the 1920's and 1930's including the beginnings of modern day Dublin. Many depictions were taken from historical references and the Dublin collection. Galvez summarized the art display boards of the murals planned for the Amador Valley Boulevard underpass. The South Wall moving from left to right, are the construction of the new county library, the moving of the Murray School to its present site at the Heritage Center, the first Dublin Library, the Green's store today, young girls performing an Irish Dance at the St. Patrick's Day Festival this will include portraits of the five Councilmembers who were on the Council when Dublin was incorporated as a City, horse men participating in the St. Patrick's Day Parade, nature scene of Dublin today, Alamilla Springs in the 1950's, and Dublin seniors on a nature trail. He pointed out that the two senior figures walking on the trail, are actually seniors who walk past the murals all the time. The foreground figures represented, again left to right, are Spanish explorers discovering the city area, an Ohlone deer hunter, Ohlone canoe builders and Virginia Bennett, the original manager of the library who also is the author of a book about the City of Dublin MINUTES—DECEMBER 4,2002 PAGE 2 of 3 The North Wall mural, moving from left to right, are the Sybase building, Hacienda movie theater, two girls playing soccer, 1940's Dublin "teepee" gas station, modern day cattle round-up, after the round-up barbeque, 1940's Dublin Garage, Dougherty's Station, 1950's Dublin Street scene, nature scene in Dublin, Hacienda Crossing entrance and young male skateboarder. The foreground figures are Dublin residents posing at a hops harvest, gas station attendant, and 1950's residents posing for photos at Amador Garage, car repair with onlooker, 1950's Dublin gentlemen and young Dublin skateboarders. The Celtic medallion sample shown will be the style that John Pugh will paint on the two facing walls as you drive through the underpass. Cm. Lussie stated that she is really surprised on how many new ideas the artists were able to come up with for the Amador Valley Boulevard underpass. • Cm. Muetterties asked if some vines or greenery would be included in the panels. Galvez stated that he believes Pugh plans to include some vines and greenery when he begins to do the final painting of the murals. Cm. Nealon asked if the soccer players shown could be painted wearing the Dublin soccer uniforms of green t-shirts and black shorts. Also, the individuals depicted outside the columns seem to be mostly men, and there doesn't seem to be very many kids. Also we do have a large bike path used by joggers, could we have a jogger added to the mural. Galvez replied that the uniform colors can be changed and that there is no reason why some of the men figures could not be replaced with women and a jogger. He pointed out that there are several kids on the Dublin Boulevard underpass murals. Cm. Lussie suggested having some type of signage or educational information available explaining the murals and where each is located. Yvonne stated that this information could probably be on the plaque. Cm. Acuff inquired as to whether there will be any lighting installed. Yvonne stated that she is working with the Public Works Department and Lighting Consultant Bob Gray & Associates. Both underpasses will be done at the same time. Several strips of lighting will be installed close together to look as one long strip of lighting to light the murals, without colorizing the artwork. Cm. Fasulkey asked if many comments were received from the public when viewing the work in progress. Also what is planned for the sidewalk. Galvez replied that many people stop and talk to them and make comments. Yvonne reported that the sidewalk would be stained in terra cotta to match the sidewalk in the mural ON A MOTION BY CM. ACUFF SECONDED BY CM. WHITE AND BY UNANIMOUS VOTE, THE COMMISSION APPROVED THE DESIGN FOR THE FREEWAY UNDERPASS ART PROJECT FOR AMADOR VALLEY BOULEVARD. New Business-None Other Business Brief INFORMATIONAL ONLY Reports from Heritage and Cultural Arts Commissioners and/or Staff Cm. Lussie stated that there are four Commissioners who are retiring and moving on to other endeavors. She presented each Commissioner with "Thank You" cards signed by the Mayor. Yvonne stated that a reception would be held in February 2003 to honor all outgoing Commissioners. Cm. Fasulkey reported that she attended the Time Capsule event and thought that it was very nicely done. Those in attendance also had a sneak peak at the new library. Even without carpet and furniture, it was so quiet you could not hear the traffic from the freeway from inside the building. Yvonne reported that she should know by the end of this week of the exact date of completion. The sculptures will be installed next week after the base is poured for them and the stained glass is there and will be installed soon. The children's mural will be installed last. She asked if the garden is planned to be an"Alice in Wonderland"type garden.
