Recommend Approval to City Council or provide additional comment regarding the artwork for Council consideration FINANCIAL STATEMENT: The City will contribute $5,000 towards the cost of the artwork. DESCRIPTION: In September of 1993 the City Council gave conceptual approval to the Dublin Fine Arts Foundation's proposed "Art in the Parks" program. The goal of the "Art in the Parks" program is to enhance City parks through the placement of artworks appropriate to each park's history, location, size and use. Since that time, the Foundation has completed commissions in Alamo Creek, Stagecoach, Mape Memorial, Kolb Park, and Ted Fairfield Parks. Additionally, a sculpture previously on loan to. the City and the Foundation was purchased by the Foundation and permanently installed at Shannon Park. A commission for Emerald Glen Park, is underway and scheduled for completion early next year. In January of 2003, the City Council approved a request from the Dublin Fine Arts Foundation to commission art for Dolan Park. A selection committee comprised of members of the Dublin Fine Arts Foundation Board and a representative from the Heritage and Cultural Arts Commission and Parks and Community Services Commission as well as community members reviewed the materials from nine artists. The Art Selection Committee for Dolan Park selected four artists to prepare proposals and maquettes for the park artwork. The maquettes were placed on display in the Civic Center Lobby. The public was encouraged to make comments regarding the pieces. At the end of the display period the Art Selection Committee met, reviewed the public comments and selected the proposal by artist Bryan Tedrick. For Dolan Park, Mr. Tedrick proposes a work entitled " Dreams of Longing After Nothing". It is a wind driven kinetic sculpture designed to rotate 360 degrees and tilt approximately 25 degree from its center axis. The supporting pole, made of stainless steel, will be approximately 12 feet high allowing over 7 feet of clearance from the ground to the sculpture. The approximately 14 foot long sculptural "arm", composed of both steel and bronze, is abstract to allow for the viewer's interpretation. As with past Art in the Park projects, the City will contribute one-quarter of the project cost, or$5,000. Sufficient funds are available in the Fiscal Year 2003-2004 Budget. In addition to review by the Heritage and Cultural Arts Commission, the Parks and Community Services Commission will review the artwork at the November 17, 2003, meeting. Recommendations and comments from both Commissions will be presented to the City Council at the December 2, 2003 meeting. is the recommendation of Staff that the Heritage and Cultural Arts Commission receive the presentation from Lynne Baer of the Dublin Fine Arts Foundation. After Nothing", by Bryan Tedrick for installation in Dolan Park as part of the foundation's "Art in the Parks"program. On April 17, 2003 a Selection Committee comprised of five residents of the neighborhood, a DFAF board member, and a commissioner each from both Heritage and Cultural Arts and Parks and Community Services Commissions reviewed the materials of nine artists and selected five to submit proposals. Each of the artists visited the site and met with members of the Selection Committee to better understand the community and use of the park. In creating their models, the artists took into consideration the ideas and wishes of the committee,the neighborhood and ages that use the park, safety and maintenance concerns, and, most important, esthetic and visual enrichment of the park. After the meetings, one of the artists, Irene Pijoan, decided not to submit a proposal: The four proposals were due on Monday, August 18 and a public reception was held Tuesday, August 19 from 5:00 to 7:00pm in the Dublin City Hall Civic Center Lobby/Rotunda. Flyers for the event were distributed to about 100 homes in the area surrounding the park as well as displayed at the Civic Center. As part of a fundraising effort, DFAF also sent out 500 letters announcing the reception. All of the artists attended the reception and approximately 50 people viewed the models and submitted comment cards. Attendance was increased by individuals'coming to the City Council meeting which began at 7:00pm. A photograph of the event appeared in the Tri-Valley Herald the next day and an article appeared in the Contra Costa Times on Sunday, August 24, 2003. The models remained on display in the Rotunda until September 22 with comment cards available for the public to express their opinions. The entire Committee reconvened on September 25 to reach a final decision. The meeting was also attended by two members of the neighborhood who wanted to be part of the selection process. At that meeting, it was agreed to ask two of the artists, Bryan Tedrick and Laurel True, to make some modifications to their proposals. The Committee also wanted another opportunity to discuss the final decision with their neighbors. On October 23, Bryan Tedrick was selected by the entire Committee. • 2 A resident of Glen Ellen, Bryan was born and raised in Oakland, California and graduated from the San Francisco Art Institute in sculpture in 1985. Using metal, wood, stone, and found objects, Bryan custom designs site specific, architectural scale gates, portals, sculpture, railings, and screens. He has created public art works for the communities of Sacramento, Redding, and Stockton. In 2002, Bryan was one of the artists in the exhibition, "3 Artists/3Media/3 Visions" at the Sonoma Valley Museum of Art. "Dreams of Longing After Nothing" is a wind driven kinetic sculpture designed to rotate 360 degrees and tilt approximately 25 degrees from center. The Foundation forms a partnership between artists and local neighborhood groups to increase participation, enjoyment, and integration of art into the everyday experience of Dublin citizens. Each of the artists visited the site and met with members of the Selection Committee to . better understand the community and use of the park. In creating their models, the artists took into consideration the ideas and wishes of the committee, the neighborhood and ages that use the park, safety and maintenance concerns, and, most important, esthetic and visual enrichment of the park. In the 19th and early 20th Centuries, the concept of the public park was created to bring nature into congested urban spaces and to provide a place for leisure activities for city dwellers. New York's Central Park and San Francisco's Golden Gate Park are two excellent examples of this concept. At the end of the 20th Century, the purpose and composition of public parks evolved from large concentrations of open land to smaller more specialized open spaces. Changes in leisure time activities because of technology, lifestyles, and financial considerations contributed to this evolution. Dublin's diverse parks are excellent examples of this change in design and use. We invite the community to make comments on the proposals on the Comment Cards provided. The Dublin Fine Arts Foundation and "Art in the Parks" Founded in 1988 as a private, nonprofit organization, the Dublin Fine Arts Foundation (DFAF) was.created with and for the citizens of Dublin to provide an arena for artistic • activities in the community. The Foundation's main purpose is to acquire significant works of fine art for Dublin's public spaces. In September of 1993, the Dublin City Council gave conceptual approval to the Dublin Fine Arts Foundation's "Art in the Parks"program and in 2003, art will be part of the nine existing parks in the Community! The goal of"Art in the Parks" is to bring art to where people live and to create a sense of identity and ownership of the individual neighborhood parks for Dublin families. Models of the finalists selected by the Dolan Park Selection Committee will • be on display at the Civic Center until Sept. 11. Dublin residents are encouraged to drop by and fill out comment cards expressing their opinion. What visitors will find are four very different works of art, for which the artists have picked their own proposed park locations: ® Seyed Alavi's "Homewards," a 12-foot-tall signpost made of steel and painted green that would be located almost directly in the center of Dolan Park. • Caryl Castleberry's "Foot Loose and Fancy Free," a bronze figure of a child playing soccer that would be located on the grassy knoll on the south side of the soccer field. • Bryan Tedrick's "Driven by the Wind," a wind-driven kinetic sculpture designed to rotate 360 degrees. It would be located on the top of the park's knoll. ® Laurel True's "Castle Bench," a colorful mixed-media mosaic in the shape of a castle that also would be situated at the top of the park's knoll. Area residents got the opportunity to meet the artists Tuesday evening at an Art Proposal Viewing and Artists' Reception held in the Civic Center's rotunda. Though Dublin residents Adele Irvin and Jeanne Desaix had both come to City Hall for a separate public hearing, they ended up dropping by the reception and filling out comment cards with their recommendations. By sheer coincidence,the two visitors also happened to be partial to the same entry --Castleberry's "Foot Loose"soccer figure. • Brothers Jonathan Palomares, 13,and Nick Palomares, 11, sons of Dolan Park Committee member Katie Palomares,were partial to the works of Tedrick and True, and younger brother Alex, 9, conscientiously provided comments for each of the finalists. Of True's piece he wrote that it"has benches and is very colorful:" Dad, David Palorares, and youngest brother, Christopher, 31/2,joined the family for the reception. Other members of the Dolan Park Committee in attendance Tuesday included Helen Yun, Mary Beth Acuff, and Christi Slofkosky, who shared the evening with daughter Kayla, 12. Former Dublin vice mayor Georgean Vonheeder-Leopold and Cindy Leung, members of Dublin's Fine Arts Foundation, also came out Tuesday to show their support, as did Theresa Yvonne, the city's Heritage and Cultural Arts supervisor.The foundation commissioned the artwork as part of its Art in the Parks program.
